South Korea firms up fuel economy regs following Hyundai/Kia debacle

According to a report from Reuters, South Korea's government has drafted strict new rules for automakers to follow when calculating fuel economy. The legislation comes after a major snafu by Hyundai and Kia that resulted in the automakers lowering the estimated fuel mileage of many popular models - some by several miles per gallon, including the Soul subcompact above - and compensating owners in the US and Canada for the reduction.
The new fuel economy rules were announced by the Ministry of Trade, Industry and Energy in South Korea and will see average mileage ratings drop by roughly three to five percent, according to the report. In addition, manufacturers found guilty of overstating mileage figures will be liable for fines of up to $900,000.
These sweeping new regulations will go into effect in the second half of 2013 and, while they won't have any effect on EPA estimates for Hyundai and Kia vehicles in the United States, they are expected to result in new ratings for the two automakers in their home market of South Korea, where they enjoy a whopping 70-percent market share.

The Kia Niro hybrid was spied testing at the Nurburgring. The prototype of the 2016 Niro — which originally appeared as a concept at the 2013 Frankfurt Motor Show — is heavily camouflaged, so it is hard to tell which exterior features have been carried over. Its plate is registered to a hybrid, but other powertrain details are unavailable (the concept was equipped with a 1.6-liter turbocharged engine and electric drive system good for 158 horsepower). When it goes on sale, positioned below the Soul in Kia's lineup, it will only be available as a hybrid, with a plug-in hybrid version expected in later years. In Japan, the number of EV charging stations has surpassed the number of gas stations. The Netherlands, UK and Norway are the leaders in EV chargers in Europe, while Germany and France are slow in their infrastructure growth, relative to their size. CHAdeMO is the more popular charging standard worldwide, but CCS is expected to close the gap. Kandi Electric Vehicles has signed a strategic agreement with telecommunications company ZTE Corporation and EV leasing company Zhejiang ZuoZhongYou Electric Vehicle Service (ZZY). The three groups will work together to improve Kandi's "Micro Public Transportation (MPT)" carsharing program. They'll collaborate on promotion, creating a research institute, doing research and development for wireless charging and making their operating system easier to use, among other endeavors. "We are excited to connect Kandi's innovative MPT model with ZTE's cutting-edge technologies," says Kandi Chairman and CEO Hu Xiaoming. "By leveraging ZZY's premium services, our goal is to accelerate MPT's market penetration, maintain our leadership position and achieve greater success in China's booming EV industry." The Kia Soul EV has been awarded a MotorWeek's Drivers' Choice Award. Winning the honor for Best Eco-Friendly Vehicle, "The Kia Soul EV is the perfect EV," according to MotorWeek host and executive producer John Davis. "It has more power and range compared to other affordable all-electric vehicles. Plus, its funky style makes driving the Kia Soul EV really cool." Virgin Hotels will provide its Chicago guests car services in the Tesla Model S. Guests can get rides to and from the hotel in a red, dual-motor Model S P85D. Virgin Hotels offers the EV services as part of its sustainability program. "Tesla is the hottest electric car on the road right now, and we're elated to provide our hotel guests with this chic house-car service while also helping to reduce our carbon footprint," says Virgin Hotels vice president of sales and marketing Doug Carrillo. "For Virgin Hotels it's important to provide services our guests desire but do so with the environment in mind whenever possible." Hyundai has announced the first lease of its Tucson Fuel Cell in Canada. Hyundai chose the Vancouver couple, Jennifer Ma and Clayton Crawley, as the first buyers in part because they live near both a dealership and a fueling station, the latter of which sources its hydrogen from a chemical company that produces the gas as a byproduct. The Federal Transit Administration (FTA) is providing $30 million in grant money for Proterra electric buses. Six transit agencies will buy 28 of the EV buses for a variety of projects. Proterra CEO Ryan Popple calls the funding a "tremendous validation for the company." In total, the FTA is handing out $55 million in grant money for the deployment of American-made electric buses.
