Only 3 new cars cost under $20,000. Here’s what you should buy used instead

Looks like some more people have realized something we pointed out late last year. There are only three new cars under the magic $20,000 price limit currently for sale in the United States. Those three vehicles are the Nissan Versa with a starting price of $16,925 (all prices here include destination fee), the Kia Rio at $17,390 and the Mitsubishi Mirage at $17,650. Should push come to shove, so to speak, we'd probably pick the Nissan as our top choice among those three due to its practicality, comfort and overall polish when compared to its similarly priced peers. But really, as we've suggested before, there are better options. Our top pick for a used vehicle under $20,000 remains the Chevy Volt. It's stylish, comfortable, practical and, above all else, efficient, assuming you can plug it in at home. If you don't have access to a plug at home, you'll likely be able to find a very gently used car for the same price as one of the budget options above. We'd check out the Honda Fit, Kia Soul, Subaru Impreza, Toyota Corolla hatchback and Volkswagen Jetta from the  model years and aim for something with under 20,000 miles and with a year or two left of its factory warranty. A quick inventory search shows that some of those cars, notably the Impreza and Jetta, can even be found Certified Pre Owned in most parts of the country. For what it's worth, with the average new car transaction price hovering alarmingly close to $50,000, we wouldn't expect to see any more options coming any time soon for well under half that sum. Kia bringing new Picanto city car to Geneva

The Kia Rio may be one of the smallest cars available in the United States, but over in Europe, the Korean automaker offers something even smaller. It's called the Picanto, and Kia is set to reveal an updated version at the Geneva Motor Show next month. Measuring just over 140 inches long and weighing less than 2,000 pounds, the Picanto shares its underpinnings with the equally tiny Hyundai i10, with power coming from an upgraded 1.0-liter inline-three with multi-point fuel injection. The new model also benefits from redesigned bumpers front and rear, new 14-inch (that's right, 14-inch!) alloys, larger brakes and a revised interior with a new center stack, chrome accents and cloth upholstery. Buyers will also be able to choose between three- and five-door body-styles and new color packs to make it stand out from other city cars in the urban landscape, along with a new seven-inch display for the infotainment system and cruise control. Kia launches 1.0-liter engine in Europe

As emissions regulations get tighter around the world, the automotive industry is seeing a proliferation of small, turbocharged engines to keep up. Kia is hopping into this field, at least in Europe, with its newly announced 1.0-liter turbocharged three-cylinder, and the mill debuts at the upcoming 2015 Geneva Motor Show in the Cee'd GT Line (pictured right). Kia's turbocharged three-cylinder makes 118 horsepower and 127 pound-feet of torque in the Cee'd and goes on sale in the fourth quarter of 2014 across the pond. The Korean brand says that the engine will be offered in more of its products there, but won't announce them until later. The engine is still subject to emissions and fuel economy certification in Europe, but Kia's goal is for it to have 10-15 percent better economy than the current 1.6-liter, direct-injected four-cylinder. To make those goals a reality, the company packs the three-cylinder with technology. Laser-drilled fuel-injection holes provide a more even mixture, and the heads and block have separate thermostats to let them be cooled independently, a decision that allows engineers to tune the temperature of the two parts separately to maximize efficiency. Also, the exhaust manifold is integrated into the design to further lower temperatures. On the Cee'd GT Line, the powertrain gets stop/start, as well. While the Ford Fiesta shows that small engines can work in the US by offering the 1.0-liter EcoBoost with 123 hp and 148 lb-ft of twist, don't expect Kia to try it here anytime soon. Company spokesperson James Hope told Autoblog, "We're always studying the market, but there are no plans at the moment" to bring the mill here.
