California has removed its limit on the number of HOV lane access stickers available for plug-in hybrids. While the state removed limits for white stickers for solo drivers of battery electric vehicles to use the carpool lane, the green stickers for PHEVs and range-extended EVs had a limit of 85,000, which was reached months ago. Now, BEVs and PHEVs will each have an unlimited number of access stickers until the program expires on January 1, 2019. Read more at Green Car Reports. Kia could improve the driving range of the Soul EV in order to better compete with newer offerings. While its 93-mile range was competitive with most EVs when it was launched as a 2015 model, the Nissan Leaf and BMW i3 have since surpassed it, and other forthcoming affordable EVs like the Chevy Bolt and Tesla Model 3 will set the bar even higher. Renault said to be set to unveil a new Zoe EV with a driving range of over 200 miles. With a debut at the Paris Motor Show in October, the popular European EV hatchback will about double its current range. Using a new battery pack from LG Chem, as well as a smaller, more efficient electric motor, the improved range would help make the Zoe even more popular as people make the switch to electric driving in Europe. Kia reveals updated 2016 Rio hatchback and sedan [w/videos]

Kia makes vehicles of all different shapes and sizes (or many shapes and sizes, in any event), and the smallest of them all... well, that'd be the Picanto, but that's not sold here. The smallest Kia we get Stateside is the Rio, and it's just been updated for the 2016 model year and revealed here in Chicago. An update on the existing version rather than an all-new model, the new 2016 Kia Rio actually debuted in hatchback form at the Paris Motor Show a few months back. But this is the first time we're seeing the US model, where it's being showcased alongside its betrunked stablemate, the Rio sedan. Both bodystyles benefit from updated styling at both ends with new grilles and new lights front and rear. There are also some new paint options, and the interior has been updated with more high-density foam, higher-quality materials and revised trim. In addition to the choice of bodystyle, the Rio can also be ordered in three trim levels with varying levels of equipment, but they're all powered by the same 1.6-liter inline-four with 138 horsepower and 123 pound-feet of torque. Good Samaritans rescue driver from sinking car in Florida

A pair of good Samaritans and three police detectives saved an elderly Florida man from drowning in his car after it crashed into a pond this week. According to Port Saint Lucie police, Hixford Banton was traveling westbound along Port Saint Lucie Boulevard in Port Saint Lucie when his Mercedes sedan was struck by another motorist attempting a turn on to the street from Arioso Boulevard. The collision caused Banton to lose control of his Mercedes. In his confusion, he ran off the road, drove across a lawn, and crashed into a pond in front of the town's City Hall. James "Randy" Brazier was across the street when he heard tires screeching, and turned to see Banton's Mercedes go into the pond. He rushed across the busy street, jumped into the pond, and swam to the rapidly sinking Mercedes to save the driver. Once Brazier reached the car and opened the door, it immediately capsized and sank to the bottom of the pond. "When I got to the guy, he was real scared, so I told him to calm down, " Brazier told the TCPalm newspaper. "I opened the door and got him out, he panicked, took us both under and then I hit the bottom, pushed ourselves back up." Brazier was assisted by another passerby named Charles Proulx, who waded into the pond to help the struggling men. Three Port Saint Lucie police detectives–Stephen Reuther, Peter Chunn, and Maiga Auguste–arrived soon after with a rescue ring and helped to pull the men out of the pond. Once everyone was ashore, salvage divers were brought in to locate the car and pull it out of the pond. Thanks to the murky water and the pond's surprising depth, roughly fifteen feet, it took divers nearly thirty minutes to locate the car. Later, at the police station, Banton said that he had yet to meet his rescuer. "Somebody I have yet to meet came in and helped me. He came to me and he said, 'I got you, I got you, are you ready?'" Banton said. "And he opened the door, and I just went out." Banton also stated that he could not swim, and that he would have died had Brazier not come to his aid.
