U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. Minivans and hybrids shopped by men and women equally

Men love fast, exotic cars, and women want something safe and practical – at least that is the way conventional thinking goes. But a new study challenges these old beliefs. According to the auto information aggregators at iSeeCars, both sexes shop for minivans and hybrids equally. The study also dug deeper into the different browsing habits between genders. For instance, women are twice as likely to shop for Kia and 67 percent more likely to shop for Hyundai. Men are seven percent more likely to buy American cars. Both sexes shop the German brands equally. It seems that men might be slightly greener in their shopping because they are twice as likely to browse electric cars and two and a half times more likely to look at diesels. Still, the old stereotype of men wanting a more performance-oriented car is not entirely false. They also are more likely to look at cars that cost over $45,000, and men are still more likely to buy a sports car. "Men like fast, flashy cars. They are performance oriented, even if they have to shell out more money," Phong Ly, cofounder and CEO of iSeeCars, said in an interview with CBS MoneyWatch. "Women are looking for the best value." The iSeeCars study got its data directly from dealers and online sellers like eBay Motors, then determined sex based on first name and excluded gender-neutral names. What it shows is that even if men might like browsing for fast cars, practicality and economy win out in the end. It's still fun to look, though. Kia previews drop-top Optima for SEMA

You don't see a lot of four-door convertibles these days, but that's just what Kia has in store for the SEMA show this year. It's called the A1A, and it's based on the Optima sedan you can pick up at your local showroom. Just don't expect this one to go into production anytime soon. The Kia Optima A1A concept is just one in a series of regional specials that the Korean automaker is preparing for the tuner expo in Las Vegas. It's already given us glimpses at a Sorento inspired by the Northwest Coast, and a Forte Koup that pays tribute to the South. The Optima A1A joins in on the action to represent Florida, adopting not only an open-air body-style but also suicide rear doors and 20-inch chrome wheels fitted on a dropped coilover suspension. It's all done up in bright teal with an off-white leather interior. The turbo four produces the same 245 hp as stock, but is fitted with a high-performance exhaust. It's one of six concepts - four of them never seen before - that Kia will be presenting at SEMA this year, and we're looking forward to seeing what the next one will look like before there'll all presented in full on Tuesday. The A1A Optima takes inspiration from the iconic Florida A1A highway by letting the sunshine in and taking the all-new 2016 Optima in a new direction with its sliced top, shortened windshield and room for four. Reinforced steel tubes have been discretely hidden within the body so that the vehicle retains a rigid structure. The back doors of the A1A Optima swing open on rear-mounted hinges, adding a touch of whimsy and fun while complementing the roadster style. A gleaming set of 20-in. wheels are bolted to a Ksport coilover suspension, which dramatically lowers ride height. Soft butter-cream leather bucket seats up front and custom double buckets in back are separated by extended armrests and a custom center console. The powerful 245-horsepower turbocharged four-cylinder engine is combined with a high-performance exhaust.
