Fiat Chrysler to pay $800M in Jeep, Ram emissions cheating case

WASHINGTON — Fiat Chrysler Automobiles NV has agreed to a settlement worth about $800 million to resolve claims from the U.S. Justice Department and state of California that it used illegal software that produced false results on diesel-emissions tests, but still faces an ongoing criminal probe. The hefty penalty is the latest fallout from the U.S. government's stepped-up enforcement of vehicle emissions rules after Volkswagen AG admitted in September 2015 to intentionally evading emissions rules. The Fiat Chrysler settlement includes $311 million in total civil penalties to U.S. and California regulators, up to $280 million to resolve claims from diesel owners, and extended warranties worth $105 million. It covers 104,000 Fiat Chrysler 2014-16 Ram 1500 and Jeep Grand Cherokee diesels, the Justice Department said. Regulators said Fiat Chrysler used "defeat devices" to cheat emissions tests in real-world driving. Fiat Chrysler said in a statement that "the settlements do not change the Company's position that it did not engage in any deliberate scheme to install defeat devices to cheat emissions tests." The company did not admit liability. "You wouldn't pay $311 million total dollars to the federal government in civil penalties if there were not a serious problem," U.S. assistant attorney general Jeff Clark told a news conference. The settlement also includes $72.5 million for state civil penalties, and $33.5 million in payments to California to offset excess emissions and consumer claims. German auto supplier Robert Bosch GmbH, which provided the emissions control software for the vehicles, also agreed to pay $27.5 million to resolve claims from diesel owners. Owners will receive an average of $2,800 to obtain software updates as part of the emissions recall, Fiat Chrysler said. Elizabeth Cabraser, a lawyer for the owners, said the "substantial cash compensation" will ensure that consumers get the recall fix. Bosch, which also provided diesel emissions software to Volkswagen, also agreed to pay $103.5 million to settle claims with 47 U.S. states that said the supplier "enabled" the cheating and should have known its customers would use the software improperly, the New York Attorney General's Office said.

Say goodbye to the Dodge Dart and Chrysler 200

Fiat-Chrysler CEO Sergio Marchionne outlined an update to the company's five-year business plan Wednesday, and among the changes, the Dodge Dart and Chrysler 200 sedans will soon be phased out. The company's presentation to investors states that the "market shift from cars to trucks and UVs [utility vehicles is] now seen as permanent shift in demand," and FCA wants to respond as quickly as possible. Killing the 200 and Dart will allow FCA to build more Jeep and Ram models at the Sterling Heights, MI, and Belvidere, IL, plants where the sedans were produced. We already knew FCA was planning to shift 200 and Dart production to Mexico, to free up the Sterling Heights facility for Ram 1500 production, and the Belivdere site for Jeep Cherokee output. The Cherokee will move from its current home in Toledo, OH, to allow for increased Wrangler production. It's no shock that FCA wants to shift its focus to crossovers and trucks. In December 2015, for example, combined sales of the Dodge Dart and Chrysler 200 were 15,310. The Jeep Cherokee, which uses the same platform as the Dart and 200, outsold both models combined, with 24,049 sales. Both the Dart and 200 had troubles from the beginning. Marchionne recently blamed designers for the 200 not receiving a Consumer Reports 'recommended' rating, and the Dart was one of the lowest-scoring cars in a CR reliability study. Side-X-Sides: The next Wrangler?

The Jeep Wrangler has a huge following, but I've long thought that it is ripe for plucking. And if rumors of a neo-Bronco prove to be true, it sounds like Ford may agree. If a new Bronco does pan out, I hope it's small like the original Bronco, and not a huge F-150-based vehicle. To be a true Wrangler-fighter it has to be small and nimble. Here's another option How about developing a slightly larger, but street-legal version of the popular side-x-sides which are so popular with hunters, fishermen, farmers and anyone outdoors-oriented? This, to me, seems to be the next logical evolution of these side-x-sides. Currently side-x-sides have to be either trailered or stuffed into the back a of a pickup to wherever they're going to be used. Offering a street-legal off-roader solves that problem. There's no shortage of side-x-side makers out there. Any one of them could engineer and market such a vehicle, should they decide to. Plus there are plenty of dealer outlets, although Honda is the only one that currently sells cars, etc.; so they could have an edge in the selling and servicing aspects of such a vehicle. That said, I'm not sure Honda would want to sell such a vehicle in their car outlets. It may be better suited to their dealers that sell motorcycles, ATVs, watercraft, etc., as that outdoorsman type of customer already frequents those dealers. Then again, if the new Ridgeline proves popular, such a vehicle could offer something much more capable and sporting to that customer who is looking for something more extreme. The Wrangler has its fans, and they love it just as it stands. In fact Wrangler fans would reject any drastic engineering changes to their beloved off-roaders Side-x-sides, on the other hand, offer a completely different take on how to engineer a small but serious off-roader. Both are valid approaches. Currently the only thing missing are street-legal side-x-sides that go head-to-head against the Wrangler.
