EV tax credits: Here's every electric car or plug-in hybrid that qualifies

Starting on April 18, the Internal Revenue Service released new guidance for U.S. buyers shopping for a new electric or plug-in hybrid vehicle. On April 18th, the IRS showed only six fully electric vehicles on the qualified list, but a day later Volkswagen confirmed its U.S.-built ID.4 also qualifies. That means right now, seven fully electric vehicles qualify for the full $7,500 EV tax credit, with three more from Chevrolet coming for the 2024 model year (we would expect these 2024 models to roll out slowly and be difficult to find for at least the first few months they are on the market). In addition to those seven fully electric cars, two plug-in hybrids also qualify for the full $7,500 credit. To qualify, a vehicle must be assembled in North America and must meet a strict set of guidelines that cover where battery materials were sourced. If any battery materials come from certain countries (importantly including China), the vehicle's tax credit is automatically cut in half. Further, according to the IRS, the vehicle's manufacturer suggested retail price (MSRP) can't exceed $80,000 for vans, sport utility vehicles and pickup trucks or $55,000 for any other type of vehicle (basically meaning sedans). Which is the most entertaining Jeep Renegade you can get? While one might make an argument for the Trailhawk model and its accompanying off-road hardware and consequential go-anywhere ability, that car comes with one glaring flaw – its 2.4-liter engine and nine-speed automatic transmission just aren't very entertaining. Instead, I submit the turbocharged, 1.4-liter base engine and its accompanying six-speed manual, a position that was reinforced after a recent stint behind the wheel of a very basic Sport 4x4. Not only do you get a fair amount of the Trailhawk's off-road ability – the Selec-Terrain system and a 4WD Lock mode are standard, but you'll be without the 20:1 crawl ratio and Rock off-road mode – you'll also enjoy a more dynamically interesting powertrain. Read on to see why the force-induced Renegade might just be the way to go. Driving Notes My first date with the Renegade was on the mostly empty, winding roads of northern California. There, the 1.4-liter turbocharged inline-four with 160 horsepower and 184 pound-feet of torque felt fine – with no traffic and few stoplights along the drive route, it was easy to keep the engine on boil. But this engine isn't as enjoyable in day-to-day suburban traffic. Power arrives suddenly – peak torque comes between 2,500 and 4,000 rpm – and if you don't use it, you lose it. There's not much oomph in the higher end of the rev range. With such a peaky powerband, it's easy to get caught flat-footed if you're not paying attention. Thankfully the manual transmission makes it simple to stay engaged and in the correct gear. The stick-shift is enjoyable to use, with a firm clutch that's easy to modulate and shift action that isn't sloppy or vague. The 1.4-liter engine sounds good. Turn down the stereo, stomp on the throttle, and you'll be treated to a delicious turbo whistle and a smooth exhaust note. I've said it before and I'll say it again: I want Mopar to offer the Fiat 500 Abarth's exhaust on the Renegade. It'd be fun. If you do prefer the stereo, know that the Renegade's standard four-speaker unit is weak. Base models don't offer Bluetooth or satellite radio, but you can add both of those luxuries, two extra speakers, and a five-inch touchscreen for just $695. Not a bad bargain. The Koni frequency selective dampers do an excellent job of managing both small, frequent imperfections (like freeway expansion joints), and the bigger potholes that still haven't been fixed after the havoc of Detroit's winter.

7 months later, Jeep 'trailer hitch' recall still stalled

For the past few years, Chrysler and its CEO, Sergio Marchionne, have gone head-to-head with the National Highway Traffic Safety Administration and its boss, David Strickland, over the government safety agency's request for Chrysler to recall almost three-million Jeep vehicles due to what NHTSA says is a safety issue that has caused at least 51 deaths. After a three-year investigation and Chrysler's initial refusal to issue a recall because it deemed the vehicles safe and built to the day's federal requirements, last summer, the two parties compromised on a "voluntary campaign" to inspect 1.56 million vehicles, those being the 1992 to 1998 Grand Cherokee and 2002 to 2007 Liberty.
Those vehicles were designed with their gas tanks between the rear axle and the bumper, and NHTSA says that in rear-end collisions, damage to the fuel tank has caused fires responsible for those 51 deaths. The compromise reached last summer was that Chrysler would inspect 1.56 million vehicles and, "if necessary, provide an upgrade to the rear structure of the vehicle." Practically speaking, that meant Chrysler would replace aftermarket trailer hitches, but would take no action if a vehicle had a factory-installed hitch or an aftermarket hitch from Mopar.
A report in The Detroit News says the "voluntary campaign" is just now getting under way, with Chrysler saying last week that the design of the replacement part had been finalized and it was tooling up "to deliver the required volume." Seven months later, still in question is whether NHTSA will crash-test the fix engineered by Chrysler, noteworthy because not only did the vehicles in question pass every safety standard necessary to be cleared for sale at the time, there are still questions (to those of us on the outside) as to how the Jeeps at issue fare among their peers in such incidents. Either way, Chrysler and NHTSA apparently still disagree on the efficacy of the remedy itself: the carmaker says it might help in low-speed crashes but not high-speed collisions, a position the NHTSA is at odds with. All of this means the campaign doesn't yet have an end in sight.
