Feds chastise Marchionne over Jeep recall, only 13% repaired so far

Following the significant outcry surrounding the General Motors and Takata airbag safety crises this year, the National Highway Traffic Safety Administration seems to be taking a much more aggressive role in pushing owners to repair their recalled vehicles. In the agency's latest move, it's urging Jeep drivers to get their models fixed. Acting NHTSA administrator David Friedman even sent a letter to Fiat Chrysler Automobiles CEO Sergio Marchionne pressing him to get more of the SUVs fixed. The problem goes back to the recall of the 2002-2007 Liberty and 1993-1998 Grand Cherokee because of the possibility for the fuel tank to rupture in some rear crashes. The campaign affected over 1.5 million vehicles, but Chrysler initially refused NHTSA's request for a repair campaign. The automaker eventually came up with a fix that involved adding a trailer hitch to provide extra protection to the tank. The feds believe the danger "will be reduced by the remedy now offered by Chrysler," according to the statement. However, this latest push comes out of NHTSA's concern that only three percent of the affected vehicles are repaired, although Chrysler maintains some 13.4 percent have actually been fixed. The agency is asking the automaker to reach out to owners "proactively," and get them to bring the Jeeps in dealers. According to the the feds' statement, the company "has nearly 400,000 parts available" to perform the fixes, and it's still producing more. Friedman's letter to Marchionne goes even further, alleging NHTSA has received reports that dealers are turning customers away who request the recall. He asks the CEO to prove within 15 days that these claims are false. "Given the low rates of repair that Chrysler has reported more than a year after the recall, significantly more aggressive steps are required," says a portion of the note. According to The Detroit News, Chrysler has subsequently promised to speed up the recall work, vowing that all dealers will have at least 12 repair kits in stock by Monday. Further, it has announced plans to ramp up its notification campaign with Facebook ads and public service announcements. Feds accuse Fiat Chrysler, UAW of conspiring to break labor laws

DETROIT — Top officials of Fiat Chrysler Automobiles and the United Auto Workers union conspired to violate U.S. labor laws, federal prosecutors alleged in a court document, saying a former executive at the automaker knew bribes paid to union leaders were designed to "grease the skids" in labor negotiations. U.S. Justice Department officials for the first time called the company and the union "co-conspirators" in a document related to a guilty plea agreed by former Fiat Chrysler director of employee relations Michael Brown. The document was filed with the U.S. District Court in Detroit on May 25. Its contents were reported by the Detroit News on Wednesday. Brown pleaded guilty to one count of concealing a felony. The plea agreement stated that he knew Fiat Chrysler executives authorized $1.5 million in improper payments and travel, liquor, cigars and other goods for UAW officials who served on the union's negotiating committee. Prosecutors say FCA executives paid UAW representatives to influence union business. including collective bargaining on contracts ratified in 2011 and 2015. The government contends money was run through the UAW-Chrysler National Training Center, via false charitable donations and training center credit cards. Fiat Chrysler Chief Executive Officer Sergio Marchionne has said in the past that the misconduct "had nothing whatsoever to do with the collective bargaining process" and the "egregious acts were neither known to nor sanctioned" by the company. Fiat Chrysler had no further comment Monday. Outgoing UAW President Dennis Williams told union leaders at a conference in Detroit on Monday "our leadership team had no knowledge of the misconduct — which involved former union members and former auto executives — until it was brought to our attention by the government." Brown pleaded guilty on May 25, according to court documents, and will be sentenced on Sept. 20. Five other people have pleaded guilty in the government's ongoing investigation into the UAW and Fiat Chrysler, including the wife of a late UAW official, two other former UAW employees, former Fiat Chrysler vice president Alphons Iacobelli and another former Fiat Chrysler employee. FCA UConnect fiasco could set over-the-air updates back years

Since cars have become more software dependent, most major automakers have been inching toward enabling over-the-air updates to keep vehicle electronics, ranging from infotainment systems to safety features, current. But there are only two car companies — Fiat Chrysler and Ford —± currently doing OTA updates, and on a limited basis. GM CEO Mary Barra announced last summer that the automaker will launch a new EV architecture and infotainment system capable of over-the-air updates "before 2020." The one exception, per usual, is Tesla. Since the release of the Model S almost six years ago, the maverick EV automaker has made routine OTA software updates a core part of its vehicle platforms and value proposition, and has sent out updates for everything from adjusting ride height to enabling Autopilot, largely without incident. When I've asked automakers why they can't do the same thing, I've heard reasons ranging from running afoul of their dealers (and archiac regulation) to security concerns. Automakers like Ford and General Motors say they want to act like tech companies, which routinely send out OTA updates for a wide range of devices, but overall the car industry still moves at a very cautious snail's pace. And when automakers do try to move faster and take more risks — unlike with a smartphone update, which people bitch about but live with — the consequences can be significant when things go wrong. That's the case with Fiat Chrysler America and its recent public-relations nightmare when an OTA update went awry. The update went out at the end of last week for the Uconnect system in late-model vehicles, and it made head units go into a near continuous reboot, which caused owners to not only lose access to entertainment features, but also critical functions like emergency assistance. Almost immediately, owners took to Twitter to express outrage, and FCA was caught flatfooted. A tweet went out on Monday on the UconnectCares Twitter account that read, "Certain 2017 & 2018 Uconnect systems may experience a reboot every 45-60 seconds. Our Engineering teams are investigating the cause and working towards a resolution.
