FCA believes thieves aren't getting into Jeeps with laptops

Last week, we reported on an incident where thieves stole a 2010 Jeep Wrangler from an owner's driveway in Houston, TX with nothing but a laptop. While the security footage made it seem like the perpetrator hacked into the vehicle, we had a conversation with FCA's senior manager of security architecture Titus Melnyk who set the record straight. According to Melnyk, the thief in the video isn't using the laptop to get into the vehicle, but rather as a means of coding a blank key fob and then using that fob to get into the Jeep. According to Melnyk, the suspects have gained access to a key programming tool, which allows them to pair blank key fobs to FCA vehicles. With the key fob now coded, the suspects can get into the vehicle and drive away. The thieves, believes Melnyk, have acquired the programming tool through a dishonest dealership or locksmith. Since the suspects are using a process designed to be used (honestly) by dealers, FCA doesn't consider this to be hacking and believes that there are no security flaws in the vehicles. How are the thieves getting key fobs? While Melnyk believes it is possible to recode an existing key fob, he points out that it's much easier to purchase a blank key fob on Ebay for less than $25. 7 months later, Jeep 'trailer hitch' recall still stalled

For the past few years, Chrysler and its CEO, Sergio Marchionne, have gone head-to-head with the National Highway Traffic Safety Administration and its boss, David Strickland, over the government safety agency's request for Chrysler to recall almost three-million Jeep vehicles due to what NHTSA says is a safety issue that has caused at least 51 deaths. After a three-year investigation and Chrysler's initial refusal to issue a recall because it deemed the vehicles safe and built to the day's federal requirements, last summer, the two parties compromised on a "voluntary campaign" to inspect 1.56 million vehicles, those being the 1992 to 1998 Grand Cherokee and 2002 to 2007 Liberty.
Those vehicles were designed with their gas tanks between the rear axle and the bumper, and NHTSA says that in rear-end collisions, damage to the fuel tank has caused fires responsible for those 51 deaths. The compromise reached last summer was that Chrysler would inspect 1.56 million vehicles and, "if necessary, provide an upgrade to the rear structure of the vehicle." Practically speaking, that meant Chrysler would replace aftermarket trailer hitches, but would take no action if a vehicle had a factory-installed hitch or an aftermarket hitch from Mopar.
A report in The Detroit News says the "voluntary campaign" is just now getting under way, with Chrysler saying last week that the design of the replacement part had been finalized and it was tooling up "to deliver the required volume." Seven months later, still in question is whether NHTSA will crash-test the fix engineered by Chrysler, noteworthy because not only did the vehicles in question pass every safety standard necessary to be cleared for sale at the time, there are still questions (to those of us on the outside) as to how the Jeeps at issue fare among their peers in such incidents. Either way, Chrysler and NHTSA apparently still disagree on the efficacy of the remedy itself: the carmaker says it might help in low-speed crashes but not high-speed collisions, a position the NHTSA is at odds with. All of this means the campaign doesn't yet have an end in sight.

FCA nears plea deal in diesel emissions fraud probe

Fiat Chrysler Automobiles (FCA) is nearing an agreement to plead guilty to criminal conduct to resolve a multiyear emissions fraud probe surrounding Ram pickup trucks and Jeep sport-utility vehicles with diesel engines, people familiar with the matter said. FCA lawyers and U.S. Justice Department officials are brokering a plea deal that could be unveiled in coming weeks and include financial penalties totaling between $250 million and $300 million, the people said. Such a resolution with FCA, which is now part of Stellantis NV, would come more than four years after Volkswagen AG pleaded guilty to criminal charges  to resolve its own diesel-emissions scandal involving nearly 600,000 vehicles.It would also mark the final significant chapter in the government crackdown on automakers' emissions practices that was precipitated by Volkswagen's deception, which became known as "Dieselgate." The FCA investigation focuses on roughly 100,000 diesel-powered vehicles that allegedly evaded emissions requirements. The plea negotiations are fluid and some terms, including the size of any financial penalties, could change as discussions continue, the people said. Justice Department officials are preparing paperwork that will likely be negotiated with FCA to finalize the plea deal, which could result in changes and also present an outside chance for the agreement to fall apart, the people said. A plea agreement would cap a series of investigations dating back to 2015 surrounding diesel-powered vehicles in FCA's U.S. lineup. The current criminal investigation targets the U.S unit of the Italian-American automaker. The affected vehicles span model years 2014 to 2016. Representatives for FCA parent Stellantis and the Justice Department declined to comment. The scandals over emissions cheating tarnished diesel technology and accelerated the industry's shift to electric vehicles. The European automakers had promoted "clean diesel" technology as a way to reduce carbon dioxide emissions and ease a transition to an all-electric future. When regulators on both sides of the Atlantic uncovered evidence that diesel vehicles polluted far more in real world driving, the argument for a slower transition to battery electric vehicles was shredded. Now, automakers are accelerating battery electric vehicle development to comply with tougher, post-Dieselgate pollution standards.
