FCA nears plea deal in diesel emissions fraud probe

Fiat Chrysler Automobiles (FCA) is nearing an agreement to plead guilty to criminal conduct to resolve a multiyear emissions fraud probe surrounding Ram pickup trucks and Jeep sport-utility vehicles with diesel engines, people familiar with the matter said. FCA lawyers and U.S. Justice Department officials are brokering a plea deal that could be unveiled in coming weeks and include financial penalties totaling between $250 million and $300 million, the people said. Such a resolution with FCA, which is now part of Stellantis NV, would come more than four years after Volkswagen AG pleaded guilty to criminal charges  to resolve its own diesel-emissions scandal involving nearly 600,000 vehicles.It would also mark the final significant chapter in the government crackdown on automakers' emissions practices that was precipitated by Volkswagen's deception, which became known as "Dieselgate." The FCA investigation focuses on roughly 100,000 diesel-powered vehicles that allegedly evaded emissions requirements. The plea negotiations are fluid and some terms, including the size of any financial penalties, could change as discussions continue, the people said. Justice Department officials are preparing paperwork that will likely be negotiated with FCA to finalize the plea deal, which could result in changes and also present an outside chance for the agreement to fall apart, the people said. A plea agreement would cap a series of investigations dating back to 2015 surrounding diesel-powered vehicles in FCA's U.S. lineup. The current criminal investigation targets the U.S unit of the Italian-American automaker. The affected vehicles span model years 2014 to 2016. Representatives for FCA parent Stellantis and the Justice Department declined to comment. The scandals over emissions cheating tarnished diesel technology and accelerated the industry's shift to electric vehicles. The European automakers had promoted "clean diesel" technology as a way to reduce carbon dioxide emissions and ease a transition to an all-electric future. When regulators on both sides of the Atlantic uncovered evidence that diesel vehicles polluted far more in real world driving, the argument for a slower transition to battery electric vehicles was shredded. Now, automakers are accelerating battery electric vehicle development to comply with tougher, post-Dieselgate pollution standards.

Jeep Wrangler pickup expected to hit dealer showrooms April 2019

Automotive News, after speaking with Fiat- Chrysler dealers after the one of the carmaker's meetings last week, found out the coming Jeep Wrangler pickup should hit dealers in April 2019. The dealers said that was the only new bit of information in the hour-long confab. We know Wrangler pickup production begins in the fourth quarter of this year, but we don't know when we'll get our first look at the bedded Jeep. With fully-camoed prototypes still roaming the streets less eight weeks ago, a public introduction could wait until this year's LA Auto Show, one year after the standard Wrangler broke cover and in the same place. Nor do we know exactly what we'll be seeing yet, and that goes for the name, too; Jeep has kept an admirably tight lid on leaks. Based on all of the spy shots so far, we're looking at a four-door Unlimited with a short bed. Previous speculation about a two-door Wrangler pickup appears to have gotten no further than speculation, at least for now. It's easy to assume that the Jeep utility vehicle will come with the same three engine choices as the rest of the lineup - the 268-horsepower, 2.0-liter turbo four-cylinder, the 285-hp 3.6-liter Pentastar V6, and the 3.0-liter EcoDiesel V6 with 442 pound-feet of torque. Fiat-Chrysler CEO Sergio Marchionne said he expects to see 100,000 Wrangler pickups sold each year, which is about 56 percent of the Wrangler's current U.S. and European volume, so it makes sense to put everything on the menu. Jeep made the Comanche pickup until 1992, but that was based on the Cherokee; the last Wrangler pickup was the 1986 CJ-8 Scrambler. Come April 2019, the cargo-centric Wrangler will enter a growing segment already humming with the Chevrolet Colorado, Toyota Tacoma, Honda Ridgeline, and Nissan Frontier, and awaiting the much anticipated Ford Ranger and brand new Frontier. The Wrangler would be the only member of the club to offer a convertible top, though. People are still keeping an eye on Ram, too. Government Ending Jeep Investigation

The government is closing its investigation into older-model Jeeps with fuel tanks that could rupture and cause fires. The National Highway Traffic Safety Administration said Friday it has "no reservations" with Chrysler Group's plans to recall the vehicles. The agency is expected to release a report on its investigation in a few weeks. The decision ends an unusually public struggle between Chrysler and NHTSA. The agency asked Chrysler to recall 2.7 million Jeeps last June, contending that their gas tanks - which are positioned behind the rear axle - were at risk of rupturing and catching fire in rear-end crashes. Involved were Grand Cherokee SUVs from the 1993 to 2004 model years and Liberty SUVs from 2002 to 2007. Chrysler initially refused to recall the vehicles. The company said the rate of fuel leaks and fires after crashes was similar to comparable vehicles that were sold during the time in question. It was the first time in two years that an automaker had refused NHTSA's request for a recall. Chrysler later agreed to recall 1.56 million of the Jeeps and install trailer hitches on them to help protect the gas tanks. The company sent notices to the remaining customers saying their vehicles were fine if they have factory-installed or Chrysler-made trailer hitches. NHTSA said late Friday that it has been in close contact with Chrysler and will monitor the recall as it continues. Chrysler has told customers that it will start installing the hitches soon. "Consumers should have their vehicles serviced promptly once they receive final notification from Chrysler,"NHTSA said in a statement. In its own statement Friday, Chrysler said, "We share NHTSA's commitment to safety." NHTSA's outgoing chief, David Strickland, told The Associated Press in an interview last month that Chrysler had convinced NHTSA that the Jeeps were no more dangerous than similar vehicles sold at that time. "Those vehicles performed at a rate similar to their peers. That is the keystone analysis as to whether something poses an unreasonable risk to safety," Strickland said. Friday was Strickland's last day at NHTSA. He is joining Venable, a law firm. NHTSA began investigating the Jeeps at the request of the Center for Auto Safety, a Washington-based advocacy group. "It is tragic that NHTSA approved Chrysler's sham trailer hitch recall for Jeeps that explode in rear impacts," the Center for Auto Safety's director, Clarence Ditlow, said Friday.
