Fiat/PSA's dominance in small vans hangs up EU's merger approval

BRUSSELS — EU antitrust regulators are concerned about Fiat Chrysler and Peugeot / PSA's combined high market share in small vans and may require concessions to clear their $50 billion merger, people familiar with the matter said. The companies, which are seeking to create the world's fourth biggest carmaker, were told of the European Commission's concerns last week. If Fiat and PSA fail to dispel the European Commission's doubts in the next two days and subsequently decline to offer concessions by Wednesday, the deadline for doing so, the deal would face a four-month-long investigation. The EU competition enforcer, which has set a June 17 deadline for its preliminary review, declined to comment. Fiat was not immediately available for comment while PSA had no immediate comment. Hiving off overlapping businesses, usually a regulatory demand to ensure more competition, could prove tricky for the carmakers because of the technicalities. Fiat and PSA are looking to merge to help offset slowing demand and shoulder the cost of making cleaner vehicles to meet tougher emissions regulations. The deal puts under one roof the Italian carmaker's brands such as Fiat, Jeep, Dodge, Ram, Maserati and the French company's Peugeot, Opel and DS. We test the latest Easter Jeep Safari off roaders in Moab

The Easter Jeep Safari began as a play for tourism: in 1967 the Moab Chamber of Commerce invited "the Jeeping community" to ride a single trail on the Saturday before Easter. The attendees were mostly members and friends of the Chamber of Commerce. Now, 52 years later, the nine-day Safari takes place on more than 40 trails and lures thousands of Jeepers, who put on one of the biggest and best modified Jeep shows in the world. Cue the designers at Jeep and Mopar, who mastermind new ideas every year for what a modified Jeep could look like, with inspiration from the experiences they have and the mods they see at the Safari. We flew to Moab to drive the seven newest concepts, and start the recap with the disappointments: The B-Ute and the 4-Speed, but only because we couldn't drive them. Before the day had properly begun, those two designer treats had tapped out. The Renegade – internally codenamed B Utility, hence the "B-Ute" name – always feels like The Little Engine that Could when placed next to its halo Wrangler brother. In addition to the cosmetic changes, designers put the arcane caption "Lt. Jenkins" above "FWD1337" (explanations of those two memes here and here). The B-Ute would have been nice to drive if for no other reason than shouting "Leeeroy Jenkins" all around the course. View 16 Photos We rued missing out on the 4-Speed. The blue wonder is the third of a conceptual trio called "The Lightweights," focused on nimble trail handling provided by weight savings. The first of the Lightweights, the 2011 Pork Chop concept, cut 900 pounds from a standard Wrangler Sport. The 2013 Stitch concept lopped 1,100 pounds. The 4 Speed omits 900 pounds. Jeep brought both earlier concepts, and they were revelations. The Stitch was a throwback to stripped-out Dukes-of-Hazard-style Jeep romping. Round vents at the edges of the instrument panel act as side mirrors, Fiat Abarth seats grip occupants, the lemon-hued bikini top sewn from a transparent welding curtain bathes the cockpit in yellow light. Daisy Duke drove a 1980 CJ-7 that had 87 horsepower to move 2,700 pounds. The Stitch weighs about 3,200 pounds, but gets 290 hp. The Stitch skimmed over rocks and floated over sand, so light on its feet that Jeep lead designer Mark Allen told us the 35-inch Mickey Thompson MTZ tires were inflated to a mere 3 psi. The 4-Speed concept's pretty close to the Stitch weight thanks to carbon bits and lighter four-cylinder engine.

Aptly-named Hooligans motorcycle gang charged with stealing 150 Jeep Wranglers

Nine members of the Tijuana, Mexico-based Hooligans motorcycle gang are facing federal charges, accused of stealing 150 Jeep Wranglers in San Diego County, then moving them across the border, where they were sold or stripped for parts. "The joy ride is over for these Hooligans," said Deputy U.S. Attorney Mark Conover. "For many of us, our cars are our most valuable possessions," he said. "These arrests have put the brakes on an organization that has victimized neighborhoods in a different way, by stealing something very personal, something that has required a lot of sacrifice to purchase." Conover said the gang also stole dozens of motorcycles. The indictment alleges that the gang used old-fashioned shoe leather, a high-tech device, and a specific Chrysler dealership to pull off the thefts. San Diego County faced a rash of Wrangler thefts in 2014. Conover says most of the Jeeps were stolen in the middle of the night, and most were equipped with alarms, yet no alarm ever went off. Police were perplexed about that until they caught a break. On Sept. 26, 2014, a Jeep was stolen out of a driveway in Rancho Bernardo, where a security camera showed the thieves' method. Based on what they saw in the surveillance footage, officers sent Chrysler a list of 20 Jeeps that had been stolen and asked whether anyone had requested duplicate keys - and sure enough, a duplicate had been issued for all 20 - and all from the same dealership, in Cabo San Lucas, Mexico. The indictment alleges that the Hooligans would case a specific Jeep days ahead of stealing it, and would take down its vehicle identification number. Somehow they managed to obtain the secret key codes that would allow them to request a duplicate key for that particular Jeep. During the theft, the indictment says, the Hooligans would disable the alarms system, program the duplicate key using a handheld device, then simply drive away. The fact that Jeeps' engine bays can be easily accessed because of their external latches made the job even easier. (Authorities recommend Jeep owners purchase aftermarket locking latches.) Three of the gang members have been arrested. One was already in custody when two others were arrested this week, one of them at San Diego's massive San Ysidro border crossing. The six others facing charges are still at large and believed to be in Mexico. Seven are US citizens, while two are from Mexico. The collective value of the thefts is estimated at $4.5 million.
