Recharge Wrap-up: Electric Bayliner conversion, China considers EV mandates

An electric mobility enthusiast converted a Bayliner boat to electric power. Using 10 Tesla modules to build a 32-kWh battery pack, Scott Masterson's 2016 Bayliner 175 now uses an electric motor in place of the original 3.0-liter Mercruiser engine. With a top speed of about 53 mph and a range of about 25 miles, Masterson can enjoy a nice cruise on the water without the accompanying gas fumes. He says the conversion wasn't all that complicated, and it took him about three months of part-time work. Check it out in the video above, and read more at Electrek. Audi's updates to the 2017 A3 include the E-Tron plug-in hybrid. Inside the car, it will likely get Audi's "Virtual Cockpit" instrument display. The MMI infotainment system will be updated, with available Apple Carplay and Android Auto functionality. Slight changes to the headlights, taillights, and grille will make up the bulk of the exterior visual changes. Hyundai has delivered its first hydrogen-powered car to Quebec. The Centre de Gestion de l'Equipment Roulant (Rolling Stock Management Center), which manages the province's government fleets, took delivery of a 2016 Hyundai Tucson Fuel Cell. It is leased in partnership with the University of Quebec's Hydrogen Research Institute of Trois-Rivieres, where the vehicle will be refueled. Read more from Green Car Congress. China is considering mandates for cleaner cars similar to those imposed by California. Unlike its current subsidy-based incentives, China could potentially require automakers to either produce or import more electric vehicles or purchase carbon credits from automakers that do. A draft of the legislation from the National Development and Reform Commission would fine non-compliant automakers at five times the price of the credits. "Without question, this will be good for the industry and will promote the development of all types of clean-energy vehicles," says China Association of Automobile Manufacturers Deputy Secretary General Ye Shengji. Hyundai HCD-15 Santa Cruz might be the compact pickup we've been waiting for

The recent pickup truck renaissance and the dominance of the crossover has not been a great thing for car-heavy brands like Hyundai. That doesn't mean the Korean manufacturer is sitting on its hands, though, as it's taken the 2015 Detroit Auto Show to introduce the Hyundai HCD-15 Concept, also known as the Santa Cruz. The handsome trucklet heralds an eventual production model, and while the overall styling is likely to be softened by the time a sellable model arrives, there are a number of features present on this design-only concept that give us hints about the future Santa Cruz. Rear-hinged half-doors grant access to the back seats, while the cabin itself can seat five people without much shoehorning. The cargo area, while quite compact at first glance, can easily be expanded to space Hyundai describes as "similar to a mid-size pickup." Aesthetically, we're fans of the Santa Cruz's styling, which is more brutish than "fluidic sculpture 2.," without appearing brash. The hexagonal grille, upright front fascia, and fast C-pillar are all very nice touches, although the rear tailgate does appear somewhat awkward. The Santa Cruz's theoretical powertrain (it never moved while on stage, and it lacked a real interior) features at its heart a 2.-liter turbodiesel four-cylinder. With 190 horsepower, 300 pound-feet of torque and HTRAC all-wheel drive, we can only hope that Hyundai's powertrain claims see the light of day. No diesels in the running for 2016 Green Car Of The Year

It's a new era for the Green Car Of The Year. In the past, the theme of the award was to take a broad look at alternative powertrains and pick the best among them. "Clean diesels" from the Volkswagen group were often among the finalists and won the award twice. For the 2016 edition - which will be handed out at the LA Auto Show next month - not a single diesel made the list. There's little wonder why. Green Car Journal, which names the winner with a panel of experts, had to strip two VW brand vehicles of their past wins. The 2009 VW Jetta TDI, which won in 2008, and the 2010 Audi A3 TDI, which won in 2010, have both lost their titles now that the world knows about the "defeat devices" that VW installed in many of its TDI vehicles around the world. So, what does that leave us with for 2016? Two plug ins, a hybrid, and two gas vehicles. The two electric vehicle are the Audi A3 e-tron and the Chevy Volt, while the all-new Toyota Prius (which will come with a plug-in version later) is the lone pure hybrid. Rounding out the pack are two efficient gas models: the Hyundai Sonata and the Honda Civic. This is the tenth year for the Green Car Of The Year, and it will be interesting to see if diesels can come back into the award's good graces (for the record, no diesels were among the finalists in 2013, either) in the future.
