Imported pickup tax in play in Trump trade talks with South Korea

WASHINGTON/SEOUL - Talks starting Friday to amend a U.S.-South Korean trade deal must balance President Donald Trump's domestic agenda against the need to contain a nuclear armed North Korea and will have to be completed swiftly, officials from both sides told Reuters. The U.S goods trade deficit with South Korea has doubled since the 2012 signing of the US-Korea Free Trade Agreement (KORUS). Almost 90 percent of the 2016 shortfall of $27.6 billion came from the auto sector, an issue the United States is expected to press hard in the Washington talks. A quick deal could give Trump his first trade victory at a time when NAFTA negotiations are dragging on without agreement and pressure on China to change trade practices has yielded little progress. The talks, led by Assistant U.S. Trade Representative Michael Beeman and Yoo Myung-hee, director general for FTA negotiations at South Korea's trade ministry, begin at a time of heightened tensions with Pyongyang. A trade ministry official in Seoul said South Korea was waiting for Washington's formal proposals and substantial negotiations would not take place on Friday over a deal Trump has repeatedly threatened to scrap. "The U.S. brought up lowering non-tariff barriers, especially for their auto industry. At the moment, we are not sure whether the U.S. will ask that but we will be prepared (for the U.S. demand)," said the official, who spoke on condition of anonymity as he was not authorized to talk to the press. A top priority for the Americans is maintaining a 25 percent tariff on Korean pickup truck imports, which was meant to have been phased out from 2019 under the current deal, according to a U.S. official and a South Korean car industry source. South Korea has two major automakers, Hyundai and Kia, both of which are heavily reliant on exports due to the small size of their domestic market. Critics charge that South Korea discriminates against imports with a range of non-tariff barriers. South Korean auto companies believe that Washington will also seek to increase the 25,000-vehicle per U.S. automaker threshold for U.S. car shipments to South Korea that can enter the country without meeting Seoul's domestic industry regulations. The official at a South Korea auto company, who was not authorized to speak to the media, also said the United States was interested in easing Seoul's vehicle emissions targets. These are viewed as discriminating against U.S. autos.

HyFive hydrogen infrastructure gets $51M boost across Europe

London Mayor Boris Johnson has announced a program called HyFive, which will see automakers and other entities invest 31 million British pounds ($51 million US) in a demonstration project for hydrogen fuel-cell vehicles. By next year, London will have three hydrogen refueling stations, while there will be one each in the Danish cities of Aarhus and Odense and one in Innsbruck, Austria. Leaders of the program are planning for other stations in Sweden, Germany and Italy. The five participating automakers are BMW, Mercedes-Benz parent Daimler, Honda, Hyundai and Toyota, while other companies involved include Copenhagen Hydrogen Network, ITM Power and Linde. Those OEMs will make 110 fuel-cell vehicles available for deployment in Bolzano, Copenhagen, Innsbruck, London, Munich and Stuttgart. The program represents an effort to address the "chicken or egg?" challenge inherent to establishing a hydrogen fuel cell vehicle market. While the powertrain technology provides benefits by combining fossil-fuel-like refueling times with long driving ranges and zero emissions, establishing a refueling network and building fuel-cell vehicles is prohibitively expensive, especially in low volumes. The London mayor is no stranger to green transportation technology. Late last year, Johnson made himself available for a photo opportunity with Ecotive and Frazer-Nash, which had developed a six-passenger extended-range plug-in taxicab. 2017 Hyundai Elantra priced from $17,985

The 2017 Hyundai Elantra arrives at dealers in January with a new design and expanded range of tech for a starting price of $17,985 (including $835 destination), which gives buyers access to the latest vehicle's improvements for $100 less than the MSRP of the 2016 model. It also means the Hyundai comes in about $1,500 less than a base 2016 Honda Civic that just won the 2016 North American Car of the Year. The Elantra SE and Limited trims both use a 2.0-liter four-cylinder running on the Atkinson cycle that makes 147 horsepower and 132 pound-feet of torque. The company offers the base SE with a six-speed manual, but the six-speed automatic takes the model's price to $18,985. The SE doesn't come with too many frills, but the $800 Popular Equipment Package on the automatic adds features like a 7-inch Display Audio system with Apple CarPlay and Android Auto support, a rearview camera, and cruise control. For another $1,300, the Tech Package provides LED running lights, blind spot detection, dual-zone climate control, heated front seats, and more. The Limited trim only comes with the six-speed automatic and starts $23,185. It gets expanded standard features like leather seats and LED taillights. A $2,500 Tech Package adds things like an 8-inch infotainment system with navigation, upgraded stereo, and sunroof. The $1,900 Ultimate Package then bundles HID headlights, memory seats, automatic emergency braking, lane-keeping assist, and smart cruise control. Hyundai will announce pricing and details for the Eco trim closer to the launch this spring. The model will use a turbocharged 1.4-liter four-cylinder and seven-speed dual-clutch gearbox to get an estimated 35 miles per gallon combined fuel economy. There will also be a Sport model later in the year, but the automaker hasn't announced any further details of that model yet.
