Recharge Wrap-up: Electric Bayliner conversion, China considers EV mandates

An electric mobility enthusiast converted a Bayliner boat to electric power. Using 10 Tesla modules to build a 32-kWh battery pack, Scott Masterson's 2016 Bayliner 175 now uses an electric motor in place of the original 3.0-liter Mercruiser engine. With a top speed of about 53 mph and a range of about 25 miles, Masterson can enjoy a nice cruise on the water without the accompanying gas fumes. He says the conversion wasn't all that complicated, and it took him about three months of part-time work. Check it out in the video above, and read more at Electrek. Audi's updates to the 2017 A3 include the E-Tron plug-in hybrid. Inside the car, it will likely get Audi's "Virtual Cockpit" instrument display. The MMI infotainment system will be updated, with available Apple Carplay and Android Auto functionality. Slight changes to the headlights, taillights, and grille will make up the bulk of the exterior visual changes. Hyundai has delivered its first hydrogen-powered car to Quebec. The Centre de Gestion de l'Equipment Roulant (Rolling Stock Management Center), which manages the province's government fleets, took delivery of a 2016 Hyundai Tucson Fuel Cell. It is leased in partnership with the University of Quebec's Hydrogen Research Institute of Trois-Rivieres, where the vehicle will be refueled. Read more from Green Car Congress. China is considering mandates for cleaner cars similar to those imposed by California. Unlike its current subsidy-based incentives, China could potentially require automakers to either produce or import more electric vehicles or purchase carbon credits from automakers that do. A draft of the legislation from the National Development and Reform Commission would fine non-compliant automakers at five times the price of the credits. "Without question, this will be good for the industry and will promote the development of all types of clean-energy vehicles," says China Association of Automobile Manufacturers Deputy Secretary General Ye Shengji. Hyundai plant one of 100 factories shutting down in wake of Beijing pollution scare

Many factories and chemical plants have suspended production in Beijing in an attempt to curb dangerous pollution, according to the South China Morning Post. The air pollution is some of the worst the city has seen in years, with harmful PM2.5 particle rates hovering between 200 and 400 micrograms per cubic meter. That number is down from as high as 886 on Sunday. For contrast, the US Environmental Protection Agency regulations say PM2.5 concentration at any location be no higher than 65 micrograms per cubic meter, with average maximums not to exceed 15 micrograms per cubic meter.
China blames the pollution on vehicle emissions, industrial production and an increase in domestic coal use to heat homes during cold weather. A total of 48 work sites, including construction zones, metal refineries and chemical plants have suspended production, and 41 factories have cut back production as well. That includes Hyundai Motor Beijing, which suspended production on Sunday.
Even so, the area's children's hospitals are receiving up to 10,000 patients per day with respiratory ailments. The city's government says it is in the midst of an eight-year plan to curb pollution and that levels have dropped between 30 and 70 percent over the past 14 years thanks to its actions.

2013 Hyundai Veloster Turbo: July/August 2013

If you've been reading the past several updates on our long-term 2013 Hyundai Veloster Turbo, you may have noticed a trend developing. This is a flawed vehicle. Not critically so, but for many of our editors, this vehicle's annoying attributes are indeed outweighing the good. What may not be obvious, though, is that the deck is kind of stacked against the Turbo model.
See, a Veloster with its base powertrain and less of the gimmicky, look-at-me styling is a solid, fashion-forward, nicely packaged hatchback at a good price. Our issues haven't so much been with the Veloster itself, but with the unfulfilled expectations of hot-hatchery that the Turbo brings to the equation.
For this update, then, I will focus on a common bridge between the two Veloster models: the cars' top-end infotainment systems. Tack on the Style and Tech packs on the standard Veloster or the Ultimate Package on a Veloster Turbo, and you'll get the same Blue Link infotainment system, touchscreen navigation and eight-speaker Dimension stereo (a standard item on the VT).
