Recharge Wrap-up: Canada gets Hyundai Tucson Fuel Cell, Washington governor favors EVs

Washington Governor Jay Inslee wants extend tax breaks for EVs past the July 1 expiration date. He also calls for looking into allowing EVs use of carpool lanes and creating charging infrastructure. Inslee sees encouraging electric driving as a way to help mitigate climate change, but detractors within the state don't like the idea of giving priorities to certain drivers. "I'm not enthusiastic about a subsidy that picks winners and losers and doesn't help the middle class," says representative Reuven Carlyle. Read more at The State. Novozymes says it has an enzyme solution, called Eversa, that can make biodiesel from waste oils. The technology converts the vegetable oils used by the food industry into usable fuel. The enzymatic process is said to be cheaper and safer than chemical processes with fewer harmful byproducts, and can handle higher levels of free fatty acids. The process is safer than others, says Novozymes' Frederik Mejlby, due to the lack of required high temperature and pressure, and that the "organic nature and mild process conditions do not generate toxic components as in some chemical biodiesel processes." Read more in the press release below. The USDA has announced funding of advanced biofuels and the bioeconomy. The USDA is providing $5.6 million in grants to advanced biofuel producers, as well as an additional $4 million toward a bioeconomy to reduce dependence on foreign oil. The funds come from the USDA's Advanced Biofuel Payment Program, which is part of the 2008 Farm Bill. The biofuel sources targeted are, in particular, crop residue, animal, food and yard waste, vegetable oil and animal fat. Read more in the press release below. Hyundai will be offering the Tucson Fuel Cell for lease in Canada. Beginning in early 2015, the hydrogen vehicle will be available to customers in Vancouver, British Columbia. It's the first hydrogen vehicle from a major automaker in the country. "We are proud to be leading the fuel cell movement," says Hyundai Auto Canada President and CEO Don Romano, "and now is the time for auto companies, governments, and citizens to join us in this initiative and push for the creation of a hydrogen infrastructure in Canada to maintain this positive momentum." U.S. appeals court preserves $210M Hyundai-Kia fuel economy class settlement

A U.S. appeals court restored a $210 million nationwide class-action settlement for hundreds of thousands of owners of Hyundai Motor Co and Kia Motors Corp vehicles whose fuel economy estimates were inflated. By an 8-3 vote on Thursday, in a case closely watched by class-action lawyers, the 9th U.S. Circuit Court of Appeals in Pasadena, California, said vehicle owners had enough in common to let them settle as a group. It also rejected arguments by owners opposed to the settlement that the claims process was too burdensome, and that lawyers for the class had colluded with the automakers to extract a "sweetheart deal" that undervalued their claims. The case began after the U.S. Environmental Protection Agency found flaws in Hyundai's and Kia's testing procedures, prompting the automakers to lower fuel efficiency estimates for about 900,000 vehicles from the 2011, 2012 and 2013 model years. Lawyers for objecting drivers had no immediate comment. Hyundai said it was grateful for the decision. Kia and its lawyers did not immediately respond to requests for comment. The decision by Circuit Judge Jacqueline Nguyen upheld a settlement approved in June 2015 by U.S. District Judge George Wu in Los Angeles. Wu "made careful findings, which the objectors here largely do not challenge, and which more than support the judgment," Nguyen wrote. The decision reversed a divided three-judge 9th Circuit panel's January 2018 rejection of the settlement and decertification of the class action. That panel said Wu failed to assess whether differences in state laws prevented certification of a nationwide class. It also said used car owners should have been excluded because it was unclear whether they had relied on the South Korean automakers' fuel economy claims. Lawyers had said it would become much harder to obtain nationwide settlements if the panel ruling stood. Nguyen had dissented from the panel ruling. Circuit Judge Sandra Ikuta, who wrote it, dissented on Thursday. Ikuta accused the majority of failing to determine what law should apply to the nationwide class or how the settlement, and thus attorneys' fees, should be valued. "The majority's failure to correct these errors may be beneficial for the class action bar, but it detracts from compliance with Supreme Court precedent," Ikuta wrote. The 9th Circuit covers nine western U.S. states, Guam and the Northern Mariana Islands.

Hyundai crashes two Sonatas in public to prove a point about safety

According to The Korean Car Blog, Hyundai has a quality perception gap in the minds of its domestic customers, but it's not with another brand: some South Koreans think US-market Hyundai products are safer than those sold in South Korea. For example, home-market consumers think the US gets more advanced airbag systems than they do. Hyundai decided that the best way to combat that idea was to ram two 2015 Sonata 2.0 Turbos into one another, each one traveling at 34 miles per hour, in front of a live audience. From what we can glean from a Google-translated version of the backstory, the company had a local university professor secure two vehicles, a Lakeside Blue model from South Korea and a Venetian Red model manufactured in the company's US plant and flown over. It invited buyers of the 30th Anniversary Sonata and members of the local media to a drive-in movie premiere on August 22, the show actually being the crash test. In addition to the two Sonatas that would autonomously throw themselves at one another, the company had a Tucson Fuel Cell use its hydrogen fuel cell stack to make popcorn and 119 various emergency vehicles emergency services on standby in case anything went wrong. When guests were asked which car they thought would fare better, 74 percent of the crowd said the US-spec car.
