U.S. VP Harris pledges to consult S. Korea over EV subsidy concerns

TOKYO/SEOUL — U.S. Vice President Kamala Harris told South Korea's prime minister on Tuesday that Washington will work to address Seoul's concerns over recently enacted electric vehicle (EV) subsidies that could disadvantage Asian automakers. The $430 billion "Inflation Reduction Act" bill enacted in August includes a host of U.S. President Joe Biden's priorities, including investments to roll back climate change and make Washington a world leader in the EV market. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. Harris, visiting Japan, met with South Korea's Han Duck-soo and "underscored that she understood (Korean) concerns regarding the Act's tax incentives for electric vehicles, and they pledged to continue to consult as the law is implemented," the White House said. A senior Biden administration official said extensive conversations have already taken place within the U.S. government over how to address South Korea's concerns. "She listened very carefully and made clear our commitment to work within the U.S. government — the U.S. Trade Representative, the Treasury Department — as we look ... to help address that issue," the official said. Biden has sought to deepen business with South Korea as part of a bid to increase U.S. manufacturing jobs and build a united front against China, who he views as the country's key ideological and economic competitor. Korean officials see the new requirements as a betrayal after South Korean companies agreed to make major investments and build factories in the United States. Heavily industrialized South Korea worries the new subsidies will set back Hyundai Motor Co and its affiliate Kia Corp in the world's largest consumer market. Cars are South Korea's third-largest export. Hyundai recalls some 2011 Sonatas: Airbags might not deploy

Hyundai is recalling certain 2011 model-year Sonata midsize sedans, saying the airbags may not inflate in a crash. Hyundai says in a government filing that the airbag control unit may short circuit in a crash and prevent the front and side airbags from inflating and the seatbelts from tightening. The automaker says it is aware of four incidents in which owners of the 2011 Sonata reported airbag failure during a crash. Only 1 percent of models are estimated to be defective. The recall affects 154,753 Sonata models built between Dec. 11, 2009, and Sept. 29, 2010, at Hyundai's Alabama assembly plant. It starts April 20. Hyundai says the remedy for the recall is still being developed. This recall is not related to the massive global Takata recall. Separately, Hyundai this week issued a recall for nearly 44,000 Santa Fe and Santa Fe Sport SUVs, both from 2018, following reports of the steering wheel detaching from the steering column. In that recall, dealers will replace the steering wheel assembly, if necessary. Affected owners are to be notified starting March 16. Hyundai will open up some hydrogen fuel cell patents in Korea

Last year, Tesla made its electric vehicle patents open source. Last month, Toyota did the same with some of its hydrogen fuel cell patents. Now, Hyundai is going to let some Korean companies get access to the automaker's patents as parts of a innovation center project in Gwangju, South Korea. Just Auto reports that about 1,000 "unused patents" belonging to Kia and Hyundai will be made available to participants in a new automotive start-up hub. There will be 12 of these hubs in Korea, not all focused on hydrogen fuel cells. Hyundai said that it will help raise $164 million to help turn Gwangju in a center for eco-friendly industry. Phil Floraday, Hyundai Motor America manager of Midwest Product Public Relations, told AutoblogGreen that, "The main purpose of the patents mentioned in the story will be to nurture small- and medium-sized businesses in the Gwangju area. While we cannot clarify all the patents at this time, we can tell you that they are not entirely focused on FCEV or eco-friendly patents only."
