Imported pickup tax in play in Trump trade talks with South Korea

WASHINGTON/SEOUL - Talks starting Friday to amend a U.S.-South Korean trade deal must balance President Donald Trump's domestic agenda against the need to contain a nuclear armed North Korea and will have to be completed swiftly, officials from both sides told Reuters. The U.S goods trade deficit with South Korea has doubled since the 2012 signing of the US-Korea Free Trade Agreement (KORUS). Almost 90 percent of the 2016 shortfall of $27.6 billion came from the auto sector, an issue the United States is expected to press hard in the Washington talks. A quick deal could give Trump his first trade victory at a time when NAFTA negotiations are dragging on without agreement and pressure on China to change trade practices has yielded little progress. The talks, led by Assistant U.S. Trade Representative Michael Beeman and Yoo Myung-hee, director general for FTA negotiations at South Korea's trade ministry, begin at a time of heightened tensions with Pyongyang. A trade ministry official in Seoul said South Korea was waiting for Washington's formal proposals and substantial negotiations would not take place on Friday over a deal Trump has repeatedly threatened to scrap. "The U.S. brought up lowering non-tariff barriers, especially for their auto industry. At the moment, we are not sure whether the U.S. will ask that but we will be prepared (for the U.S. demand)," said the official, who spoke on condition of anonymity as he was not authorized to talk to the press. A top priority for the Americans is maintaining a 25 percent tariff on Korean pickup truck imports, which was meant to have been phased out from 2019 under the current deal, according to a U.S. official and a South Korean car industry source. South Korea has two major automakers, Hyundai and Kia, both of which are heavily reliant on exports due to the small size of their domestic market. Critics charge that South Korea discriminates against imports with a range of non-tariff barriers. South Korean auto companies believe that Washington will also seek to increase the 25,000-vehicle per U.S. automaker threshold for U.S. car shipments to South Korea that can enter the country without meeting Seoul's domestic industry regulations. The official at a South Korea auto company, who was not authorized to speak to the media, also said the United States was interested in easing Seoul's vehicle emissions targets. These are viewed as discriminating against U.S. autos.

A French company called Kolle has made a pickup truck version of the Renault Kangoo ZE. The converted version of the electric van retains the same battery and drivetrain, offering a range of 106 miles, plus a bit more utility without the restraints of a roof over the cargo area. The tailgate is separated into two hinged doors, which swing open to the side for loading and unloading. Payload is about 1,433 pounds. Drivers in southern California have put enough cumulative miles on the Hyundai Tucson Fuel Cell to reach the moon. The hydrogen-powered crossover recently surpassed a combined 238,900 miles, which is the average distance from Earth to the moon. Mileage and other helpful information is gathered from participating owners periodically. "Surpassing this fundamental stellar threshold gives us a glimpse into the unlimited zero-emissions potential for Hyundai fuel cells," says Hyundai's Mike O'Brien. "If a small fleet of hydrogen-powered fuel cell vehicles can accumulate this kind of mileage in just a few short months, one can only imagine the potential for a zero-emissions hydrogen vehicle future." Read more in the press release below. A cross-country trip in a pickup running on chicken fat is scheduled for March 8. Cliff Ricketts, an agribusiness and agriscience professor at Tennessee State University, originally began the trip in November, running on biodiesel made from chicken fat. The 1981 Volkswagen Rabbit pickup's transmission broke near Kansas City, cutting short the trip between Key West, Florida and Seattle, Washington. With the truck repaired, he hopes to make the 3,550-mile trip next month. During his earlier attempt, though, Ricketts logged fuel economy ranging from 36 to more than 45 miles per gallon. Kia, Hyundai testing big crossovers, and one looks like the Telluride

Big things are coming from Hyundai and Kia in the near future, and we mean literally. One of our spy photographers caught the companies each testing full-size crossover SUVs out in the snow. The Kia caught our attention in particular, because it looks quite a bit like the Kia Telluride concept from 2016. At the front of the Kia, the entire fascia looks boxy with nary a curve in sight. It also has low-set, squared-off headlights at the far edges; both prominent features on the concept, too. That theme carries over to the back, where the metal portion of the hatch looks plain and flat and is almost perfectly vertical. The glass area leans forward a bit. The taillights also look like those on the concept, with thin vertical portions that make a 90-degree turn inward at the top. A neat design touch not found on the concept are the slight glass extensions into the roof on each side of the windshield. When the concept Telluride was revealed, it was based on the Sorento platform and had a combined 400 horsepower. This power came from a 270-horsepower V6 and a 130-horsepower electric motor, which Kia claimed would provide 30 mpg in all-wheel-drive form. We expect that the Telluride will mainly be offered in non-hybrid forms, and perhaps in diesel form, since this prototype was testing alongside a Volvo XC90 diesel. But we also wouldn't necessarily rule out a hybrid variant like the concept. Kia and Hyundai both are getting serious about hybrids and electrification, and if Kia is targeting something like the XC90, which itself offers a hybrid powertrain, it would make sense that Kia is planning to offer a competing product. A Kia executive said news about the production model is coming "soon," so we'll probably learn more about the production Telluride sometime this year, probably no earlier than the New York Auto Show. View 16 Photos As for the big Hyundai, it will likely take the space the newly downsized Santa Fe has vacated. We're not sure what it might be called, but the last time Hyundai had a crossover bigger than the Santa Fe, it was called the Veracruz, so the name could make a return. Styling-wise, the front of this full-size crossover is right in line with the rest of Hyundai's new-generation crossovers. It has the split headlight design that first showed up on the Kona, with the lower lamps providing primary illumination, and the thin, scowling upper lamps working mainly as daytime running lights.
