Body shop manager stole over $500,000 worth of government trucks and parts

The US Department of Justice announced yesterday that the manager of a collision and restoration business in Virginia admitted he helped misappropriate and sell vehicles and parts from the State Department. Specifically, he sold 12 Chevrolet Suburbans, a Hummer, and $7,500 worth of tires and wheels. He pled guilty to charges to commit theft of government property and wire fraud. He will likely see 18 to 20 months in prison, a fine of $4,000 to $40,000, and has already agreed to pay restitution of $416,020 and asset forfeiture of the same amount. According to the Department of Justice, the body shop manager, James Ratcliffe, worked with the owner of the business and a State Department official, both unnamed, to obtain the property. It started with the wheels and tires, which were delivered and sold on two occasions, one in 2011 and another in 2012. The trucks came later, and were sold throughout 2011 and 2013. Ratcliffe and the shop owner kept most of the profits, and shared some of the leftovers with the government official. In addition to the vehicles that were sold, the government official also gave Ratcliffe a pair of Suburbans for his own personal use. The Department of Justice estimated the total value of the SUVs at $96,400. In total, the group misappropriated $512,420 worth of property. Related Video:

A big-time vehicle reveal deserves a prime-time multi-platform debut. At least, that seems to be the opinion of the folks tasked with reintroducing the American public on October 20 to the Hummer nameplate, this time affixed to pickups and SUVs that also wear General Motors' "Professional Grade" GMC badge. And instead of a standalone brand with dealerships full of gas-guzzling off-road beasts, this new, kinder, gentler and fully electric Hummer won't sip any gas at all. The debut will take place across several channels. As has been the de facto process during the pandemic, the event will be streamed online. But — taking a page from the reveal of the Ford Bronco this past July — it will also be witnessed by watchers of the World Series on Fox and "The Voice" on NBC (at least those who are watching live and aren't skipping commercials). Interestingly, according to The Detroit News the television segments will be spread across multiple commercial breaks as sort of a mini film. Naturally, we'll be covering the unveiling live right here on Autoblog, and we'd argue that's the best place to see it all unfold (we admit we may be biased). In any case, no matter where you watch you'll be treated to a host of details about what GMC is calling "the worldÂ’s first super truck." We know it'll boast 1,000 horsepower, go from 0-60 in around 3 seconds, have the next generation of GM's Super Cruise autonomy technology, have removable roof panels and be able to crab walk. Why didn't GM recall fire-prone Hummers earlier?

As early as 2009, motorists reported fires in the Hummer H3. In a complaint filed that March with the regulatory agency in charge of vehicle safety, one motorist said they leaped into a smoldering vehicle and drove it away from gas pumps moments before it was engulfed in flames. Three months later, another motorist described how a fire spread from behind the glove box and consumed their H3. Dozens of car owners filed similar complaints with the National Highway Traffic Safety Administration in the six years that followed, detailing car fires of varying severity that originated in the HVAC systems of their Hummer H3s. But General Motors didn't issue a recall for any of the affected cars until last week, prompting fresh questions about how the company treats safety concerns in the wake of an ignition-switch flaw that went unaddressed for years and, at latest count, is responsible for killing at least 124 motorists. In recall documents filed with NHTSA last week, GM initially said it knew of three fires associated with the defect. Within hours, the company said it knew of 42 fires associated with the problem and three injuries sustained by vehicle occupants. A company spokesperson attributed the inconsistency to a "misstated" number in the original documents and that the higher number comes from NHTSA complaints, reports to GM and TREAD data. Beyond that discrepancy, the documents show General Motors, which has touted a revitalized attitude toward safety concerns since the ignition-switch recalls, did nothing upon determining there was a problem with the H3s. Prompted by two complaints the company received in September 2014, General Motors says it launched an internal investigation related to melting blowers in the HVAC system on December 8, 2014. In that investigation, the company says it confirmed a problem existed, finding that "mismatched electrical conductivity could result in overheating and melting of the blower motor connector module." But even with that conclusion, the company opted to close its internal investigation on April 29, 2015, without taking any action. It wasn't until NHTSA officials met with GM representatives in a meeting on June 18, 2015, that General Motors was prompted to reconsider.
