Defying Trump, major automakers finalize California emissions deal

WASHINGTON — The California Air Resources Board (CARB) and major automakers on Monday confirmed they had finalized binding agreements to cut vehicle emissions in the state, defying the Trump administration's push for weaker curbs on tailpipe pollution. The agreements with carmakers Ford Motor Co, Volkswagen AG, Honda Motor Co and BMW AG were first announced in July 2019 as voluntary measures prompting anger from U.S. President Donald Trump. A month later, the Justice Department opened an antitrust probe into the agreements. The government ended the investigation without action. The Trump administration in March finalized a rollback of U.S. vehicle emissions standards to require 1.5% annual increases in efficiency through 2026. That is far weaker than the 5% annual increases in the discarded rules adopted under President Barack Obama. The 50-page California agreements, which extend through 2026, are less onerous than the standards finalized by the Obama administration but tougher than the Trump administration standards. The automakers have also agreed to electric vehicle commitments. Volvo Cars, owned by China's Geely Holdings, said in March it planned to join the automakers agreeing to the California requirements. It has also finalized its agreement. The settlement agreements say California and automakers agreed to resolve "potential legal disputes concerning the authority of CARB" and other states that have adopted California's standards. In May, a group of 23 U.S. states led by California and some major cities, challenged the Trump vehicle emissions rule. Other major automakers like General Motors Co, Fiat Chrysler Automobiles NV and Toyota Motor Corp did not join the California agreement. Those companies also sided with the Trump administration in a separate lawsuit over whether the federal government can strip California of the right to set zero emission vehicle requirements. Ford said the "final agreement will reduce emissions in our vehicles at a more stringent rate, support and incentivize the production of electrified products, and create regulatory certainty." BMW said "by setting these long-term, predictable, and achievable standards, we have the regulatory certainty that is necessary for long-term planning that will not only reduce greenhouse gas emissions but ultimately benefit consumers as well." 

2017 Honda Accord Hybrid comes with $300 price hike

The 2017 Honda Accord Hybrid went on sale at US dealerships today with an MSRP of $29,605, or $300 more than the 2016 model. Among other new bells and whistles, the sedan, which is available in three trims, includes features such as front and rear parking sensors, remote engine start, heated rear seats, and rain sensing wipers, not to mention the "elegantly contoured" aluminum hood. Honda Sensing driver-assist features are now part of the standard equipment package, while the EX-L version includes touchscreen interface with Apple CarPlay and Android Auto capability. Honda revealed details about the model in April, saying at the time that it had a combined fuel-economy rating of 48 miles per gallon. Honda notes that rating can't be compared to the 2016 model-year's fuel economy because of "new more stringent ratings requirements enacted by the US EPA," though has estimated that, apples to apples, the fuel-economy of the 2017 version is up about four percent. That, even though the car's horsepower is also increased about eight percent to 212. The new price tag means the Accord Hybrid will start about $1,600 higher than the Toyota Camry Hybrid. That model kept its pricing at $27,625 for the 2017 model year. Regardless, Honda is hoping to goose its hybrid sales with the updated model. Honda and its Acura division's hybrid sales through May plunged 79 percent from a year earlier to 1,975 units. Last year, Honda sold 11,063 Accord Hybrids, down 21 percent from a year earlier. By comparison, Toyota sold 30,640 Camry Hybrid's last year, marking a 22 percent drop from 2014. Meantime, take a look at Honda's press release below. Honda, Mazda, Mitsubishi, Mercedes also under diesel emissions scrutiny

The controversy over Volkswagen's diesel emissions scandal isn't limited to the US. In Europe, where diesel engines are far more popular, the issue is shining a harsh light on the NEDC emissions test. As already known, the evaluation does a poor job of reflecting real-world production of NOx, and it appears a significant number of automakers are affected. The Guardian in the UK has been reporting on real-world test results from a company called Emissions Analytics. After the latest round of checks, vehicles from Mercedes-Benz, Honda, Mazda and Mitsubishi were found to generate far more NOx than they should. The newspaper also published similar results for Renault, Nissan, Hyundai, Fiat, Volvo, Jeep, Citroen, VW, and Audi. On average, the figures are about four times over the limit of producing the pollutant. Unlike VW and its defeat device, these automakers aren't actually breaking the rules. The vehicles perform up to the NEDC lab test for emissions, but those results simply aren't translated to the street. "The VW issue in the US was purely the trigger which threw light on a slightly different problem in the EU - widespread legal over-emissions," Nick Molden from Emissions Analytics said to The Guardian. A big fight to decide the future of this issue appears to be on the horizon. Automakers claim that they can't meet the next round of tightening emissions regulations and are asking for compromises. Although, spokespeople for Mercedes and Honda told The Guardian that the brands would be in favor of the stricter rules. Meanwhile, some European governments began backtracking their support of diesels well before this scandal came to light. The added scrutiny certain hasn't helped the future of the oil-burner.
