Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. Honda, GM supposedly working together on PHEVs, autonomous cars

Back in 2013, Honda and General Motors announced that they would work together on hydrogen fuel cell vehicles (pictured). The stated goal was to develop "commercially feasible fuel cell and hydrogen storage" for around 2020, but there was no discussion at the time that any actual H2 vehicles would come out of the program. Things are evolving with that partnership, maybe. There are rumors circling this week that the two automakers are now working together on plug-in hybrid vehicle technology and autonomous technology. The supposed new facet to the GM-Honda partnership doesn't just focus on a powertrain, reports The Yomiuri Shinbun, but also in getting suppliers to lower prices because now you have two automakers ordering parts together. Building plug-in hybrids and fuel cell cars together might be a thing, too, Yomiuri says. The 2013 hydrogen partnership was made between two leaders in the field (the announcement press release talks says, "GM and Honda rank No. 1 and No. 2, respectively, in total fuel cell patents filed between 2002 and 2012." But if these new rumors are true, then it's more of a bit of catch up for Honda (which had a great but unsuccessful car in the Accord PHEV) while GM gets more tech to better challenge Toyota. That's how the Yomiuri presents it, anyway. A Honda spokesperson told AutoblogGreen that, "Honda and GM's collaboration in the co-development of next generation fuel cell systems is making good progress. Engineers are discussing how we might expand the relationship utilizing each other's strengths, but there is no fixed plan regarding specific areas or timing." Child cobalt miners: Automakers pledge ethical minerals sourcing for EVs

BERLIN - Leading carmakers including Volkswagen and Toyota pledged on Wednesday to uphold ethical and socially responsible standards in their purchases of minerals for an expected boom in electric vehicle production. Demand for minerals such as cobalt, graphite and lithium is forecast to soar in the coming years as governments crack down on vehicle pollution and carmakers step up their investments in electric models. To cover its plans for more than 80 new models by 2025, Volkswagen alone is looking for partners in China, Europe and North America to provide battery cells and related technology worth more than 50 billion euros ($59 billion). Talks with major cobalt producers, including Glencore, at VW's Wolfsburg headquarters last week ended without a deal. More than half of the world's cobalt comes from the Democratic Republic of Congo, a country racked by political instability and legal opacity, and where child labor is used in mines. On Wednesday, a group of 10 leading passenger-car and truck manufacturers announced an initiative to jointly identify and address ethical, environmental, human and labor rights issues in raw materials sourcing. The partnership dubbed "Drive Sustainability" consists of VW, Toyota Motor Europe, Ford, Daimler, BMW, Honda, Jaguar Land Rover, Volvo Cars and truckmakers Scania and Volvo. The alliance "will assess the risks posed by the top raw materials (such as mica, cobalt, rubber and leather) in the automotive sector," said Stefan Crets of the CSR Europe business network.
