Honda fined $70 million for failing to report deaths, injuries

The federal agency charged with keeping US motorists safe announced Thursday it has fined Honda $70 million for failing to report death and injury data in a timely manner. Honda failed to report 1,729 incidents involving death or injury over an 11-year period, according to National Highway Traffic Safety Administration officials. Federal law requires automakers to report deaths, injuries and certain warranty claims. Officials said Thursday that information could have been used to spot trends in automotive defects and potentially save lives. Transportation Secretary Anthony Foxx said it is possible the Department of Justice could conduct a criminal investigation into the failures, but it was not immediately known whether the Justice Department would pursue such charges. NHTSA officials still don't know much about the 1,729 incidents of death or injury that were missing from the Early Warning Reporting records, because in some cases, they still haven't been reported. Mark Rosekind, the agency's new administrator, said Honda is still in the process of sending investigators the missing information. "Our first task will be to review that, and determine actual deaths and injuries," he said. "That data is in the process of coming to us and being processed right now." The $70 million is the largest civil penalty levied against an automaker in history, officials said. It actually consists of two $35 million penalties, the maximum allowed by statute for a single TREAD Act violation. In this case, NHTSA broke the fine into separate violations, one for the missing deaths and injury information and one for the company's failure to report certain warranty-claim information. Honda reached an agreement with the federal government in late December, in which it accepted additional regulatory oversight and third-party audits that will ensure reporting is properly completed in the future. Japan's government gives hydrogen vehicles a big boost

The Japanese government is really paving the way for hydrogen fuel cell technology on its roads. Japan's Ministry of Economy, Trade, and Industry is changing regulations on fuel tanks to make hydrogen cars more appealing to drivers, which should help put the country ahead of others in the race to develop a viable H2 fleet. Japan is raising the allowed pressure of hydrogen tanks from 700 atmospheres to 875, which has the effect of increasing driving range by 20 percent. This move puts the country in line with others with high-pressure fueling regulations. Japan is also in talks with the United Nations and the European Union to streamline inspection rules to make it easier to export Japan's fuel-cell vehicles. Toyota premiered its hydrogen-powered FCV Concept at the Tokyo Motor Show last year and plans to release a production version as early as next year. Honda also plans to build its own fuel-cell cars for 2015, and it debuted its FCEV Concept at last year's Los Angeles Auto Show. Nissan is sending mixed messages on hydrogen, both questioning the availability of a refueling infrastructure and working on developing the vehicles. In Japan, a relatively small country, increasing the range of fuel-cell vehicles makes creating a usable infrastructure a bit less daunting. Will hydrogen-fueled electric cars see the same sort of success as Toyota's Prius hybrid or battery-powered EVs? Only time will tell, but we can keep our fingers crossed that it will, and that the popularity spills over beyond Asia. Honda Civic Tourer sports forbidden facelift

Following up on a sextet of spy photos from June, we now have another batch of images of the facelifted Euro-spec Honda Civic undergoing testing in the United Kingdom. There's a bit more sheetmetal to this particular prototype, though, as our spy photographers have caught the upcoming Tourer model (pronounced "wagon" among us Yanks).
Like the hatchback we showed you last month, the new Tourer benefits from the same set of styling tweaks inspired by the Civic Type R Concept from March's Geneva Motor Show. That means it boasts a revised front fascia, albeit with a more heavily camouflaged version of the grille shown in last month's photos. It's a similar story below, where the intakes on this long-roof model wear more disguise, yet look to be virtually identical to what we've already seen.
While the headlights still look to be a straight lift from last month's car, the more upright nature of the Tourer's tailgate demands a more subdued character. Gone are the thin, curvy LED taillights, and in their place sit significantly more substantial units (with conventional bulbs), although they boast none of the design chutzpah shown on our last round of spy photos. Our spies claim LED taillights will be available, noting that they simply aren't fitted to this particular prototype, a distinction that suggests this is a lower-end model.
