Recharge Wrap-up: Ford announces e-bike project, Honda Accord Hybrid availability catches up

Supplies of the Honda Accord Hybrid have apparently caught up with demand. Honda originally launched the Accord Hybrid for the 2014 model year, but lack of availability plagued interested customers and eager dealers alike. Honda cited "component supply constraints" - likely batteries, electric motors and the like - for the lack of available vehicles. Now, "The supply of Accord Hybrids in general is in line with the supply of the regular Accord sedan," according to Honda's Angie Nucci. Read more at Green Car Reports. Apple is seeking a resolution to a lawsuit accusing the company of poaching employees from lithium-ion battery maker A123 Systems. A123 has requested a court order stopping a former employer from breaking an employment agreement, as well as keeping Apple from encouraging the person to do so. Apple has requested more time to respond to that court order. A123 has also filed a suit accusing five employees of breaking nondisclosure agreements and going or trying to go to work for Apple. Insiders say that Apple is developing an electric car that could go into production as early as 2020. Read more at Automotive News. South Dakota's Ethanol Infrastructure Incentive Program is helping retailers fund ethanol storage. The state government has set aside $300,000 as part of the program to fund ethanol storage tanks at gas stations. The program, which originally set out to reimburse retailers for building ethanol flex-pumps, is now helping them expand their ethanol capacities. Retailers can apply for funds for pumps and storage through June 30. Read more at Argus Leader. Ford is expanding its Global Mobility Plan with the Handle on Mobility electric bike experiment. The foldable MoDe:Me e-bike is for personal use and commuting, while the MoDe:Pro is built for commercial duty, with both powered by a 200-watt motor and 9-amp-hour battery. The bikes use an iPhone app called MoDe:Link, which provides various information and controls important bike functions. Through the app, the bikes offer navigation (with traffic data, available public transportation and charging locations included), with handlebar vibrations letting the rider know when and where to turn and automatically activating turn signals. The bike can sense and alert the rider to other vehicles on the roadway. Pedal assist is based on heart rate, allowing the rider to arrive at their destination comfortably. Honda asked for Takata inflator change without telling Feds

Honda and Takata could be in legal hot water after the automaker requested a design change to the supplier's airbag inflators in 2009 without notifying the government. According to internal documents obtained by Reuters, the updated parts had extra vents to reduce the force directed occupants if a rupture occurs. Automakers generally need to tell the National Highway Traffic Safety Administration about any safety-related changes to their vehicles, but Honda argues to Reuters that the disclosure wasn't necessary in this case. The company wanted the changes to the parts to "protect against the possibility of future manufacturing errors – it was not an acknowledgement of a larger design flaw in the inflators," Honda spokesperson Chris Martin told Reuters. The revised components started going into some Honda models in 2011. However, a jury might not agree with Honda's position, and a lawyer could argue the company had a responsibility to report the alterations. There's already a pending class action lawsuit against automakers and Takata for violations of the Racketeer Influenced and Corrupt Organizations (RICO) Act, and there are many more from individuals. Among those is the case of a pregnant woman in Malaysia who died from a rupturing airbag. An investigation by the Independent Testing Coalition found three factors for the inflators'' rupturing. The use of ammonium nitrate is part of the problem, but the inflator's assembly doesn't keep moisture from reaching the chemical. If a vehicle is in a high humidity area, the danger is even worse. When they combine, these issues make the explosions more likely. Takata allegedly knew about the problem as far back as 2000 but hid the failures. Honda finance to pay $24M for discriminatory lending practices

Honda has found itself in hot water in the United States over allegations of discriminatory lending practices. However the Japanese automaker's American subsidiaries are taking actions to not only alter its practices, but compensate the victims of such past discrimination. According to the Consumer Financial Protection Bureau, some Honda dealers were found to have offered less preferential loans to customers of African-American, Hispanic, Asian, and Pacific Islander ethnicities than they have offered to white customers, irrespective of their individual financial situations. The American Honda Finance Corporation has allowed dealers to mark up individual loans by two percent or more, depending on the length of the loan's contract, thereby opening the door for dealers to set interest rates at their discretion. And that discretion, according to the CFPB and the Department of Justice, has been applied in a discriminatory fashion, in violation of the Equal Credit Opportunity Act. Honda, for its part, refutes the allegations and maintains that its practices have not been racially or ethnically discriminatory. The company is nevertheless taking measures to address the charges. For one thing, Honda's US financial arm is reducing the amount of wiggle-room it gives its dealers to only 1.25 percent above the buy rate for short-term loans (5 years or less), and one percent for longer-term loans. It has also set up a $24-million fund to compensate victims of the alleged discrimination, coordinating with the CFPB on the dispersal of said funds. The CFPB reports that "because of Honda's responsible conduct," it is not seeking penalties to be levied against the company for the alleged discrimination.
