Honda underreported 1,729 claims of injuries or deaths since 2003

Among these underreported cases were eight Takata airbag inflator ruptures not submitted. Following an independent audit of its safety reporting procedures, Honda has found massive holes in its methodology and practices that resulted in 1,729 claims of injuries or deaths going unreported to federal authorities dating back to July 2003. The cases should have been submitted to the National Highway Traffic Safety Administration as part of its quarterly Early Warning Reports (EWRs) under the TREAD Act, but they fell through the cracks for a variety of reasons. Honda blames the underreporting on three factors: data entry errors, computer coding problems and "an overly narrow interpretation of what constituted a 'written notice' under the TREAD Act." The first two issues were related to the computer program that collected the claims. If employees didn't enter a date in the "written claim received" field, then they were omitted from the EWRs. Also, the company's internal component codes didn't always match those used by NHTSA, and only the ones that were the same were disclosed. Finally, third-party documents, including police reports, were not considered. Honda says the computer error is now corrected, and the company is updating its data entry training. In the future, written and oral claims will be included in EWRs, as well. Among these underreported cases were eight Takata airbag inflator ruptures not submitted in Honda's EWRs, including one death and seven injuries. However, the automaker claims NHTSA was already aware of all of these incidents either from the agency's own records or from the company's notification outside of the EWR process. Unfortunately, this problem could have been stopped much sooner. The issue was first brought to light in 2011 but didn't result in a followup. NHTSA advised the automaker of discrepancies in January 2012, and it still did nothing. This third-party audit wasn't commissioned until September 2014. "Honda acknowledges that it lacked the urgency needed to correct its problems on a timely basis," it says in the announcement. Separately, the Japanese government is starting an investigation, as well. According to Reuters, the Japanese Transport Minister has created a task force to look into the Takata recalls and find out whether Honda under-reported incidents there. 2016 Honda HR-V scores class-leading 35 mpg

Smaller cars generally net better fuel economy ratings, and while crossovers aren't generally as efficient as hatchbacks and small sedans, smaller crossovers are getting better EPA ratings all the time. The latest to join the pack is the new 2016 Honda HR-V. The US Environmental Protection Agency has just released its ratings for the littlest Honda crossover, and the figures are pretty impressive. In front-wheel-drive form with the optional continuously variable transmission, the HR-V is rated at 28 miles per gallon in the city, 35 on the highway and 31 combined. Those figures make it the most economical conventionally powered SUV on the market. (The EPA doesn't distinguish between truck-based sport-utes and car-based crossovers) Among crossovers, the FWD HR-V outperforms the Nissan Juke, Kia Soul, Chevrolet Trax, Buick Encore... the whole lot. Only the Mazda CX-5 matches it on the highway rating, which is noteworthy since it's a much bigger vehicle. Along with the forthcoming Fiat 500X and Jeep Renegade, Mazda's nearly here CX-3 hasn't been rated yet (we predict it will score better than the HR-V, if only to improve on the fuel economy ratings of its larger CX-5 counterpart). Of course, there are hybrids that get better ratings than the Honda, but comparing a hybrid to a conventional vehicle is like comparing apples to electrically charged oranges. Naturally, the picture changes a bit if you go for all-wheel drive or the available six-speed manual. In AWD spec (only available with the CVT), the HR-V gets 27 city, 32 highway and 29 combined. The front-driver with the six-speed suffers a worse fate at 25 city, 34 highway and 28 combined. No matter which way you slice it, of course, the Fit hatchback upon which the HR-V is based, with its CVT hooked up to a smaller engine and with less weight to motivate, still sips fuel more lightly than the HR-V. Daimler, Toyota, BMW to lead $10-billion hydrogen investment

Daimler, BMW, and Toyota are leading a group of 13 companies pledging to invest more than $10 billion during the next five years to spur enough infrastructure-building and technology advancements to get more of the general public to buy hydrogen fuel-cell vehicles. The automakers, which also include Honda and Hyundai, as well as companies such as Shell, AirLiquide, Linde Group, and Total SA, are part of what they're calling the Hydrogen Council. The group made its announcement in Davos, Switzerland, on Tuesday. The Hydrogen Council will pledge to accelerate its rate of hydrogen-related investments, which currently stand at about $1.5 billion annually. The coalition says its work represents a continuation of the 2015 Paris Agreement, in which many of the companies agreed to address the issue of climate change. The group says that hydrogen, which emits water vapor when used in fuel-cell vehicles, "can play an important role in the transition to a clean, low-carbon, energy system." The Hydrogen Council also vowed to push global governments to accelerate public investment in hydrogen-related infrastructure. Relative to other drivetrain technologies, hydrogen fuel-cell vehicles are in their relative infancy in terms of adoption because of the high cost of both building fuel cell vehicles and setting up a hydrogen-refueling infrastructure. Toyota is the only automaker that sells a production fuel-cell vehicle in the US. The Japanese company, which introduced its Mirai domestically in late 2015, sold 1,034 of them in the US last year. Daimler subsidiary, Mercedes-Benz, used Tuesday's announcement to remind people that it would start selling its GLC plug-in hydrogen fuel-cell crossover this year. There are only 33 publicly accessible hydrogen refueling stations in the US, including 30 in California, and one each in Connecticut, Massachusetts, and South Carolina, according to the US Department of Energy. By comparison, there are more than 15,000 electric-vehicle charging stations with almost 40,000 outlets in the US.
