Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. Honda NM4 concept motorcycles channel Akira

Honda has rolled out a pair of new motorcycle concepts at the Osaka Motorcycle Show in its home market of Japan, and they're our first glimpse at the company's "neo-futuristic" NM4. Shown in both stealthy black and an eye-catching white, the NM4s are sharp creations that feature interesting riding positions.
Honda calls the concepts' seating "the cockpit position," claiming that it unifies bike with rider. We don't know about that, but we will admit that compared to most sportbike seats - which are more or less just bits of padding to squeeze between your legs - these bikes' saddles look more or less like conventional seats. Honda says that their backrests are adjustable, which should provide a comfortable riding experience. Still, with these bikes' sporting looks, we can't imagine their low seats are going to be great for dipping knees through the bends (although the should lower the center of gravity, so perhaps it's a wash).
Both show bikes, NM4-01 and NM4-02, are powered by 745-cc, two-cylinder engines, while dual-clutch transmissions are employed to dispatch unspecified amounts of power to their wide rear tires. The bikes are nearly identical save for different colors, but the NM4-02 features an integral set of hard panniers for increased utility. We've got a gallery of both, so hop up above and take a look. Honda to dub Fit-based as HR-V for North America

You may remember it as the Urban SUV (pictured above) from when it debuted in concept form at the Detroit Auto Show last year, or know it as the Vezel as the production version was unveiled for the Japanese Domestic Market at the 2014 Tokyo Motor Show. But when Honda starts exporting its new Fit-based crossover - or better yet, building it in Mexico for North American consumption - it will be called the HR-V.
This news comes courtesy of Honda enthusiast forum Temple of VTEC. When contacted by Autoblog, Honda spokesmen declined to comment on the veracity of the report, saying only that it would "announce the name in the near future," but the handle fits with what we know about Honda's history with compact crossovers. The previous HR-V (which was not available in the States) was a high-riding, squared-off crossover built between 1999 and 2006 and based on the Fit's predecessor, the Honda Logo.
While the HR-V moniker might not have name recognition in North America, it would in Europe where Honda also hopes its new crossover will find eager customers. It will also fit in nicely below the CR-V that will continue on as the HR-V's larger stablemate.
