Honda fined $70 million for failing to report deaths, injuries

The federal agency charged with keeping US motorists safe announced Thursday it has fined Honda $70 million for failing to report death and injury data in a timely manner. Honda failed to report 1,729 incidents involving death or injury over an 11-year period, according to National Highway Traffic Safety Administration officials. Federal law requires automakers to report deaths, injuries and certain warranty claims. Officials said Thursday that information could have been used to spot trends in automotive defects and potentially save lives. Transportation Secretary Anthony Foxx said it is possible the Department of Justice could conduct a criminal investigation into the failures, but it was not immediately known whether the Justice Department would pursue such charges. NHTSA officials still don't know much about the 1,729 incidents of death or injury that were missing from the Early Warning Reporting records, because in some cases, they still haven't been reported. Mark Rosekind, the agency's new administrator, said Honda is still in the process of sending investigators the missing information. "Our first task will be to review that, and determine actual deaths and injuries," he said. "That data is in the process of coming to us and being processed right now." The $70 million is the largest civil penalty levied against an automaker in history, officials said. It actually consists of two $35 million penalties, the maximum allowed by statute for a single TREAD Act violation. In this case, NHTSA broke the fine into separate violations, one for the missing deaths and injury information and one for the company's failure to report certain warranty-claim information. Honda reached an agreement with the federal government in late December, in which it accepted additional regulatory oversight and third-party audits that will ensure reporting is properly completed in the future. Junkyard Gem: 1997 Acura 1.6 EL

Drivers from Mexico or Canada who take their cars across the border into the United States may drive them legally here for one year, after which they must drive back home or go through a registration process that ranges from arduous to impossible, depending on the state. As a result, quite a few Canadian- and Mexican-market cars end up marooned and un-registerable here, and I find some of them during my junkyard travels. Today, we've got a Canada-only Acura that showed up in a Northern California boneyard recently. I'm always looking for junkyard odometers with very high final readings (right now a 631k-mile Volvo 240 holds the record), and at first glance I though I had come across a Civic sedan with nearly 450,000 miles. Then I noticed the metric speedometer and realized that I was looking at a non-US-market car. 448,538 kilometers is 278,709 miles, by the way. A look at the build tag and emissions stickers showed that this car was built and sold in Canada. I'd found a second-generation Acura EL in a Colorado junkyard a few years back, so I knew that I'd just found a first-generation EL. Like its Acura Integra contemporary, the Acura EL was based on the Honda Civic. It replaced the Integra in Canada for 1997 and production continued through 2005. It differed somewhat in appearance from the Civic and had a nicer interior but was mechanically nearly identical to the US-market Civic EX sedan. A version for the Japanese market was built in Canada and exported across the Pacific as the second-generation Honda Domani. The engine is a 1.6-liter SOHC four-banger with VTEC, rated at 127 horsepower and 107 pound-feet. This one appears to be a loaded EL Premium, with the optional four-speed automatic. List price would have been C$22,000, or about $30,676 in 2023 United States dollars (using the exchange rate for June of 1997). The decklid had an EL-only spoiler, so a local Honda expert must have bought it for a Civic sedan. Since this car was old enough to be federally legal under the 25-year rule, it could have been registered legally in some US states… but California's strict emissions regulations would have made the process too difficult to be worth undertaking on a near-300k-mile machine that isn't particularly exotic.

Newest version of Honda's ASIMO coming to TV on April 15

Honda's ASIMO robot is moving into its teenage years, having originally been introduced in 2000, and like all teens, it's still learning. The bot has received regular incremental upgrades over that time, and the latest version will premiere on LIVE with Kelly and Michael on Tuesday, April 15.
The newest enhancements provide ASIMO with improved hand dexterity, the ability to use sign language, run faster, climb stars more smoothly, balance on one foot, jump and more. Honda says other new features will be demonstrated with hosts Kelly Ripa and Michael Strahan on the show.
The ongoing development of ASIMO, which stands for Advanced Step in Innovative Mobility, is being done so that one day it can help humans who require assistance. The current version is 4-feet, 3-inches tall, weighs 110 pounds and is made mostly from magnesium alloy and plastic. A big limit is still its lithium-ion battery that only provides 40 minutes of charge. The robot has not needed human control to move since a previous iteration in 2011, which also improved its manual dexterity. It could even pour drinks.
