Honda Project 2&4 concept has 212 hp, 893 lbs, and our hearts

Take one look at the Honda Project 2&4 concept, and it's immediately clear that the minimalist track special is the result of a collaboration between automotive and motorcycle designers. The body's styling is a modernized take on the Japanese brand's RA272 Formula One car from the 1960s, but then you notice the weird driver's seat that's fully exposed and suspended just inches above the road. The result is a vehicle that looks absolutely deadly, but like an absurd thrill to pilot, too. The Project 2&4's floating seating design simultaneously evokes both a sport bike and a go-kart. There's no dashboard or windshield at all, and the driver simply gets a steering wheel and a glass panel for the instruments. It's hard to imagine pairing things down much more than this, especially since the whole vehicle weighs just 893 pounds. The concept's other major piece of motorcycle DNA is the mid-mounted 1.0-liter V4 sourced from Honda's RC213V that races in MotoGP. Tuned here for road use, it puts down over 212 horsepower when spinning at 13,000 rpm, and peak torque of 87 pound-feet hits at a still stellar 10,500 rpm. The redline is at a stratospheric 14,000 rpm. The high-revving engine bangs through the gears through a six-speed dual clutch transmission. Unfortunately, the Project 2&4 has zero provisions for even a modicum of driver safety, and that makes it exceedingly unlikely for one to ever see customer orders. We still look forward to seeing that bizarre, floating seat on display at the 2015 Frankfurt Motor Show, though. Recharge Wrap-up: Green Car award for Volvo XC90, MN air better from biodiesel

The Honda CR-V could return with a plug-in hybrid option. Expected to debut in the fall of 2017, the PHEV could use a 2.0-liter I4 plus an electric motor. It's possible that the new CR-V is being developed in North America, and will borrow design cues from the Honda Civic. There also could be a seven-seat version. UC Davis will present findings from a CARB-commissioned study on customer valuation of zero-emission vehicles (ZEVs). Dr. Ken Kurani of the university's Institute of Transportation Studies will report on consumer attitudes toward ZEVs, and the differences between those valuations and market behavior. In Kurani's survey, respondents had the opportunity to design their own car with an in-survey game. Almost a quarter of people designed some sort of EV, including plug-in hybrids and fuel cell vehicles. Read more from CARB, or at Green Car Congress. Minnesota's biodiesel efforts have improved air quality. According to the American Lung Association in Minnesota, summer and winter blends of biodiesel have prevented the emission of 130 tons of particulate matter, 319 tons of hydrocarbon and 2,634 tons of carbon monoxide every year, as well as a total of 3.7 million tons of CO2 over the last 10 years. Minnesota requires a B10 biodiesel blend during the summer months, and B5 throughout the winter. Read more from Biodiesel Magazine. The Volvo XC90 has received the Canadian Green Car Award for Most Efficient Three-Row Family Vehicle. Beating out the Ford Explorer 2.3-liter EcoBoost and the Honda Pilot, Volvo's seven-seat crossover was chosen for its mass market appeal, and a variety of qualities both practical and green. Judges look at value, fuel economy, emissions, performance and technology among other features. The XC90 is available as a plug-in hybrid with about 17 miles of all-electric driving range. The judges of the 2016 Canadian Green Car Award announced their category winners today, with the Volvo XC90 winning the Most Efficient Three-Row Family Vehicle category. The other finalists in the category were the Ford Explorer 2.3-litre EcoBoost and the Honda Pilot.

Five vehicles named Top Safety Pick+ including new Civic, MKZ

In an attempt to help push vehicle safety to a higher level, the Insurance Institute for Highway Safety created a stricter Top Safety Pick+ rating last year, which incorporates a brutal small overlap test and requires cars to get Good ratings in four out of the five categories (and no less than Acceptable in the fifth). Joining the list of the safest cars of 2013, the 2013 Volvo XC60, Lincoln MKZ, Honda Civic (sedan and coupe) and the 2014 Mazda6 have all received the coveted TSP+ rating.
The Mazda6 and Lincoln MKZ have both been completely redesigned, and both received Acceptable ratings in the small overlap test. The Honda Civic, coming off its emergency refresh for 2013, is the first small car to be subjected to the small overlap test, and IIHS says that one of the car's many upgrades includes a stiffer front structure allowing it to receive Good ratings in all categories. Similarly, the XC60 gets all Good ratings thanks to, according to IIHS, Volvo updating the airbag software allowing the side airbags to inflate during the small overlap test.
The 2014 Subaru Forester has not yet been subjected to the small overlap test, so it must make do with just a Top Safety Pick rating until the IIHS tests small utility vehicles, which is expected to happen later in the spring.
