Recharge Wrap-up: Ford announces e-bike project, Honda Accord Hybrid availability catches up

Supplies of the Honda Accord Hybrid have apparently caught up with demand. Honda originally launched the Accord Hybrid for the 2014 model year, but lack of availability plagued interested customers and eager dealers alike. Honda cited "component supply constraints" - likely batteries, electric motors and the like - for the lack of available vehicles. Now, "The supply of Accord Hybrids in general is in line with the supply of the regular Accord sedan," according to Honda's Angie Nucci. Read more at Green Car Reports. Apple is seeking a resolution to a lawsuit accusing the company of poaching employees from lithium-ion battery maker A123 Systems. A123 has requested a court order stopping a former employer from breaking an employment agreement, as well as keeping Apple from encouraging the person to do so. Apple has requested more time to respond to that court order. A123 has also filed a suit accusing five employees of breaking nondisclosure agreements and going or trying to go to work for Apple. Insiders say that Apple is developing an electric car that could go into production as early as 2020. Read more at Automotive News. South Dakota's Ethanol Infrastructure Incentive Program is helping retailers fund ethanol storage. The state government has set aside $300,000 as part of the program to fund ethanol storage tanks at gas stations. The program, which originally set out to reimburse retailers for building ethanol flex-pumps, is now helping them expand their ethanol capacities. Retailers can apply for funds for pumps and storage through June 30. Read more at Argus Leader. Ford is expanding its Global Mobility Plan with the Handle on Mobility electric bike experiment. The foldable MoDe:Me e-bike is for personal use and commuting, while the MoDe:Pro is built for commercial duty, with both powered by a 200-watt motor and 9-amp-hour battery. The bikes use an iPhone app called MoDe:Link, which provides various information and controls important bike functions. Through the app, the bikes offer navigation (with traffic data, available public transportation and charging locations included), with handlebar vibrations letting the rider know when and where to turn and automatically activating turn signals. The bike can sense and alert the rider to other vehicles on the roadway. Pedal assist is based on heart rate, allowing the rider to arrive at their destination comfortably. Honda underreported 1,729 claims of injuries or deaths since 2003

Among these underreported cases were eight Takata airbag inflator ruptures not submitted. Following an independent audit of its safety reporting procedures, Honda has found massive holes in its methodology and practices that resulted in 1,729 claims of injuries or deaths going unreported to federal authorities dating back to July 2003. The cases should have been submitted to the National Highway Traffic Safety Administration as part of its quarterly Early Warning Reports (EWRs) under the TREAD Act, but they fell through the cracks for a variety of reasons. Honda blames the underreporting on three factors: data entry errors, computer coding problems and "an overly narrow interpretation of what constituted a 'written notice' under the TREAD Act." The first two issues were related to the computer program that collected the claims. If employees didn't enter a date in the "written claim received" field, then they were omitted from the EWRs. Also, the company's internal component codes didn't always match those used by NHTSA, and only the ones that were the same were disclosed. Finally, third-party documents, including police reports, were not considered. Honda says the computer error is now corrected, and the company is updating its data entry training. In the future, written and oral claims will be included in EWRs, as well. Among these underreported cases were eight Takata airbag inflator ruptures not submitted in Honda's EWRs, including one death and seven injuries. However, the automaker claims NHTSA was already aware of all of these incidents either from the agency's own records or from the company's notification outside of the EWR process. Unfortunately, this problem could have been stopped much sooner. The issue was first brought to light in 2011 but didn't result in a followup. NHTSA advised the automaker of discrepancies in January 2012, and it still did nothing. This third-party audit wasn't commissioned until September 2014. "Honda acknowledges that it lacked the urgency needed to correct its problems on a timely basis," it says in the announcement. Separately, the Japanese government is starting an investigation, as well. According to Reuters, the Japanese Transport Minister has created a task force to look into the Takata recalls and find out whether Honda under-reported incidents there. Honda gives itself room to delay FCV hydrogen car until June 2017

In a new press release issued to discuss vehicles on display at the Geneva Motor Show, Honda said something a bit curious about its upcoming hydrogen car. The release reads: "The FCV Concept previews an all-new fuel cell road car that is scheduled to go on sale in Japan in the first half of 2016, and subsequently in the USA and Europe within the following 12 months." The last official word was that Honda said the car would arrive in Japan in March 2016, with US and European roll-out some time after that. The new announcement gives the company some wiggle room to adjust that timeline, since 12 months after the first half of 2016 could, theoretically, be at late as June 30, 2017. So, we asked Honda North America's senior environment and safety specialist Angie Nucci if this means that the FCV will be delayed at all. She said she doesn't have additional details for the next-gen FCV availability, "other than March 2016 in Japan and then the US and Europe after. It's the same timing that we discussed in LA." In other words, we might be reading too much into this. But it's worth noting in case the timeline does slip (again).
