U.S. issues new tariff threat, this time against British-built cars

WASHINGTON — Britain is the United States' closest ally but their long friendship may be sorely tested as the two countries try to forge a new trade agreement after Britain's exit from the European Union. U.S. Treasury Secretary Steven Mnuchin said on Saturday in London that he was optimistic that a bilateral deal with Britain could be reached as soon as this year. But Mnuchin gave up no ground after a second meeting with his UK counterpart, Sajid Javid. Javid has insisted that Britain will proceed with a unilateral digital services tax, despite a U.S. threat to levy retaliatory tariffs on British-made autos. Mnuchin told reporters after Saturday's meeting that such taxes would discriminate against big U.S. tech companies like Alphabet Inc's Google, Apple, Facebook and Amazon. The UK Treasury declined to comment on the private meeting. The divide highlights the challenges ahead as the Trump administration seeks a new bilateral agreement with Britain, part of a broader push to rebalance relations with nearly all its major trading partners. The stakes are high — British Prime Minister Boris Johnson has pegged the trade deal with United States as a way to ease the pain of breaking with Europe, Britain's largest trade partner. U.S. President Donald Trump, has promised a "massive" trade deal to support Brexit, the product of a populist movement similar to his "America First" agenda. The goodwill and special relationship the two countries have enjoyed for decades may not count for much, experts say. "Trump is not going to be doing Johnson any favors," said Amanda Sloat, a senior fellow with the Brookings Institution in Washington. "He's not going to give him a trade deal without major concessions." Even before the digital tax issue arose, the Trump administration threatened to tax foreign car imports, which could hit British-made Jaguar, Land Rover, Mini, and Honda Civic hatchback cars. Stiff U.S. trade demands include increased access for U.S. farm goods, concessions that will be difficult for Britain's entrenched natural food culture to swallow. The United States also wants Britain to change the way its National Health Service prices drugs and allow in more U.S. pharmaceuticals, which could prove politically unpopular for Johnson's government. Washington's demand that London block Chinese telecoms equipment maker Huawei Technologies Co Ltd for national security reasons could also cloud talks.

Recharge Wrap-up: Honda Legend Sport Hybrid launching in Japan; driving cross-country on chicken fat

Honda will begin sales in Japan of the Legend Sport Hybrid SH-AWD in January. The Legend is Japan's answer to the Acura RLX Sport Hybrid sold in the US. Up front, the new flagship sedan uses a 3.5-liter V6 with cylinder deactivation and a seven-speed, dual-clutch transmission with integrated electric motor. In the rear, a dual electric motor unit supplies power to the wheels. The three electric motors are also used for generating electricity during deceleration. The car has three drive modes, including EV Drive, Hybrid Drive and Engine Drive. The result is a fuel economy rating of 40 mpg, according to the JC08 cycle. While Jay Leno explains how marketing early electric cars toward women caused them to lose out to internal combustion, the same can't be said about the current era of EVs. Leno says that early EVs, like Leno's beloved Baker, appealed to women because they were quiet, clean, and didn't require cranking to start them. In addition to improving performance at all speeds and increasing range, the GKN's eAxle also performs well in terms of NVH, providing seamless shifts and low gear noise. An alternative fuels researcher at Middle Tennessee State University will drive a truck powered by chicken fat biodiesel across the country. Professor Cliff Ricketts is driving a converted 1981 Volkswagen Rabbit pickup from Key West, FL to Seattle, WA to demonstrate the viability of chicken fat as a fuel. Honda, Subaru airlifting parts to bypass port labor diputes

It should be abundantly obvious that a vital element in building cars is actually having the components on hand to assemble them. A labor dispute on the West Coast between the International Longshore and Warehouse Union and management is not making that quite so easy for some Japanese automakers. Work slowdowns at the ports have pushed Honda and Subaru parent Fuji Heavy Industries into flying some parts into the country. The two automakers began shipping by airplane late last month to avoid production delays, according to Bloomberg, but it has been an expensive solution. Subaru's chief financial officer said the decision cost around $60 million more per month than sending components by cargo ship. They aren't the only companies dealing with the problem, either. Toyota reportedly stopped overtime assembly at some of its factories here because of the delays in getting parts, according to Bloomberg. The dockworkers have been negotiating on a new contract since May 2014, and the current offer on the table to them has offered a 3 percent raise, according to Bloomberg. Although, the union is reportedly considering another slowdown at 29 ports along the West Coast in the coming days.
