Defying Trump, major automakers finalize California emissions deal

WASHINGTON — The California Air Resources Board (CARB) and major automakers on Monday confirmed they had finalized binding agreements to cut vehicle emissions in the state, defying the Trump administration's push for weaker curbs on tailpipe pollution. The agreements with carmakers Ford Motor Co, Volkswagen AG, Honda Motor Co and BMW AG were first announced in July 2019 as voluntary measures prompting anger from U.S. President Donald Trump. A month later, the Justice Department opened an antitrust probe into the agreements. The government ended the investigation without action. The Trump administration in March finalized a rollback of U.S. vehicle emissions standards to require 1.5% annual increases in efficiency through 2026. That is far weaker than the 5% annual increases in the discarded rules adopted under President Barack Obama. The 50-page California agreements, which extend through 2026, are less onerous than the standards finalized by the Obama administration but tougher than the Trump administration standards. The automakers have also agreed to electric vehicle commitments. Volvo Cars, owned by China's Geely Holdings, said in March it planned to join the automakers agreeing to the California requirements. It has also finalized its agreement. The settlement agreements say California and automakers agreed to resolve "potential legal disputes concerning the authority of CARB" and other states that have adopted California's standards. In May, a group of 23 U.S. states led by California and some major cities, challenged the Trump vehicle emissions rule. Other major automakers like General Motors Co, Fiat Chrysler Automobiles NV and Toyota Motor Corp did not join the California agreement. Those companies also sided with the Trump administration in a separate lawsuit over whether the federal government can strip California of the right to set zero emission vehicle requirements. Ford said the "final agreement will reduce emissions in our vehicles at a more stringent rate, support and incentivize the production of electrified products, and create regulatory certainty." BMW said "by setting these long-term, predictable, and achievable standards, we have the regulatory certainty that is necessary for long-term planning that will not only reduce greenhouse gas emissions but ultimately benefit consumers as well." 

Honda recalls more than 750,000 vehicles to fix faulty seat air bag sensor

DETROIT — Honda is recalling more than three quarters of a million vehicles in the U.S. because a faulty sensor may cause the front passenger air bags to inflate when they're not supposed to. The recall covers certain Honda Pilot, Accord, Civic sedan, HR-V and Odyssey models from the 2020 through 2022 model years, as well as the 2020 Fit and Civic Coupe. Also included are the 2021 and 2022 Civic hatchback, the 2021 Civic Type R and Insight, and the 2020 and 2021 CR-V, CR-V Hybrid, Passport, Ridgeline and Accord Hybrid. Affected models from the Acura luxury brand include the 2020 and 2022 MDX, the 2020 through 2022 RDX and the 2020 and 2021 TLX. Documents posted Tuesday by the U.S. National Highway Traffic Safety Administration say that the front passenger seat weight sensor may crack and short circuit, and fail to turn off the air bag as intended. The sensors are required to disable the air bags if children or small adults are in the seats. If that doesn't happen, it increases the risk of injury. Dealers will replace the seat sensors at no cost to owners. Owners will be notified starting March 18. Honda says in documents that it has 3,834 warranty claims but no reports of injuries or deaths from the problem between June 30, 2020 and Jan. 19 of this year. Honda withdraws LMP2 prototype from Pikes Peak

Things don't always go as planned, especially when it comes to racing. That's the lesson that Honda had to learn the hard way at Pikes Peak this year. Unfortunately that means that the ARX-04b LMP2 prototype won't be running up the mountain in this weekend's Race to the Clouds. Honda was slated to run its new LMP2 prototype at Pikes Peak, but a series of misfortunes meant that the entry had to be withdrawn. The prototype was set back with a series of mechanical difficulties, chief among them a turbocharger failure that inflicted damage on the vehicle's engine. That left Honda with little choice but to withdraw the entry. "We some had some problems that forced us to miss practice on Tuesday and Wednesday," Honda spokesman Eric Mauk confirmed in correspondence with Autoblog. Given that Justin Wilson – despite his extensive experience particularly in open wheels – is considered a rookie at this event, "race rules state that he must practice all three sections of the race course before the race. With just two days of practice left (you can only practice one section a day due to time constraints), we could not do that, so we had to withdraw." It's an unfortunate turn of events for Honda and Wilson, to be sure, but the manufacturer will still be entering a number of other vehicles at Pikes Peak this weekend. Included among them are the electric CR-Z prototype, and the NSX that is serving as pace car for the event. All told, Honda is fielding 13 entries in 11 different classes.
