Car Club USA: CleanMPG Northwest Rally

Car Club USA heads to Los Angeles for the CleanMPG Northwest Rally, where a group of like-minded hypermiling enthusiasts led by Wayne Gerdes attempts to drive from Los Angeles, CA, to Bend, OR, on one tank of fuel. For this challenge, Wayne tapped some of the most accomplished hypermilers in the world, including Guinness World Record holder Bob Winger and Mike Sefton, "the most fuel efficient driver in all of Canada." It doesn't take long for the competition to get heated. "They're not aggressive enough, and it's not going to save them anything by being soft right now," says Gerdes as the group attempts to navigate the Interstate traffic. "Driving in Los Angeles is a hyper miler's nightmare," says Winger. The trip will challenge both car and driver, while putting the latest fuel-efficient tech to the test. Wayne is piloting the Volkswagen Golf Sportwagen TDI, Sefton drives the Audi A3 TDI, and Winger attempts the trek in a Honda Accord Hybrid. Defying Trump, major automakers finalize California emissions deal

WASHINGTON — The California Air Resources Board (CARB) and major automakers on Monday confirmed they had finalized binding agreements to cut vehicle emissions in the state, defying the Trump administration's push for weaker curbs on tailpipe pollution. The agreements with carmakers Ford Motor Co, Volkswagen AG, Honda Motor Co and BMW AG were first announced in July 2019 as voluntary measures prompting anger from U.S. President Donald Trump. A month later, the Justice Department opened an antitrust probe into the agreements. The government ended the investigation without action. The Trump administration in March finalized a rollback of U.S. vehicle emissions standards to require 1.5% annual increases in efficiency through 2026. That is far weaker than the 5% annual increases in the discarded rules adopted under President Barack Obama. The 50-page California agreements, which extend through 2026, are less onerous than the standards finalized by the Obama administration but tougher than the Trump administration standards. The automakers have also agreed to electric vehicle commitments. Volvo Cars, owned by China's Geely Holdings, said in March it planned to join the automakers agreeing to the California requirements. It has also finalized its agreement. The settlement agreements say California and automakers agreed to resolve "potential legal disputes concerning the authority of CARB" and other states that have adopted California's standards. In May, a group of 23 U.S. states led by California and some major cities, challenged the Trump vehicle emissions rule. Other major automakers like General Motors Co, Fiat Chrysler Automobiles NV and Toyota Motor Corp did not join the California agreement. Those companies also sided with the Trump administration in a separate lawsuit over whether the federal government can strip California of the right to set zero emission vehicle requirements. Ford said the "final agreement will reduce emissions in our vehicles at a more stringent rate, support and incentivize the production of electrified products, and create regulatory certainty." BMW said "by setting these long-term, predictable, and achievable standards, we have the regulatory certainty that is necessary for long-term planning that will not only reduce greenhouse gas emissions but ultimately benefit consumers as well." 

Honda Civic Tourer sports forbidden facelift

Following up on a sextet of spy photos from June, we now have another batch of images of the facelifted Euro-spec Honda Civic undergoing testing in the United Kingdom. There's a bit more sheetmetal to this particular prototype, though, as our spy photographers have caught the upcoming Tourer model (pronounced "wagon" among us Yanks).
Like the hatchback we showed you last month, the new Tourer benefits from the same set of styling tweaks inspired by the Civic Type R Concept from March's Geneva Motor Show. That means it boasts a revised front fascia, albeit with a more heavily camouflaged version of the grille shown in last month's photos. It's a similar story below, where the intakes on this long-roof model wear more disguise, yet look to be virtually identical to what we've already seen.
While the headlights still look to be a straight lift from last month's car, the more upright nature of the Tourer's tailgate demands a more subdued character. Gone are the thin, curvy LED taillights, and in their place sit significantly more substantial units (with conventional bulbs), although they boast none of the design chutzpah shown on our last round of spy photos. Our spies claim LED taillights will be available, noting that they simply aren't fitted to this particular prototype, a distinction that suggests this is a lower-end model.
