Car and Driver lists 10Best for 2013, same as it ever was

Forgive us for having the distinct feeling of déjà vu, but it certainly feels like we've been here before. By that we are referring Car and Driver and the announcement of its annual 10Best vehicles for 2013. To be sure, it's an impressive selection of cars that combine heart-pounding performance and frugal sensibilities, but it also represents something of a broken record on the part of C/D. We're not so sure that's a flaw, though, as the resulting list is tough to argue with.
Vehicles like the Ford Mustang, Porsche Boxster, and BMW 3 Series have maintained their high-horsepower spots on this list for several years now. Even on the more practical and nimble end, the Honda Accord, Honda Fit and Mazda Miata have not budged. These continued spots are even in light of redesigns for some vehicles such as the Accord, Boxster and 3 Series.
In fact, the only newcomer to the 10Best list this year are the Scion FR-S/Subaru BRZ twins, which knocked out the Cadillac CTS-V. We think it would have been a huge misstep to have excluded the FR-S/BRZ, even in light of the supercharged Caddy's lamentable departure from 10Best.

Will states start to prevent you from registering cars that have pending recalls?

The impact of 2014 – henceforth known as Year of the Recalls – will have long-ranging consequences on the auto industry. One of the biggest changes, though, might not be in the way manufacturers inform the government of pending recalls or in the way Uncle Sam punishes automakers that violate its rules, but in the ability to sell cars with pending recalls. And strangely enough, the charge is being led by an automaker. Honda Executive Vice President Rick Schostek, pictured above, argued during a meeting of the Senate Transportation Committee that the government needs to take a role in mandating that consumers have recall services performed. That could include withholding registration for vehicles with pending recalls, Bloomberg reports. Honda is just one of the automakers currently embroiled in the massive Takata airbag recall. "It's a good idea," safety advocate Clarence Ditlow said, according to Bloomberg. "California won't give you a registration if you have an emissions recall. Why not a safety recall?" "Honda is going to use any innovative tools to find customers and get these recalls done," Schostek told the Transportation Committee. The exec, aside from echoing Ditlow's viewpoint, also argued for requiring dealerships and garages to inform vehicle owners of incomplete recalls, regardless of the service provided. Schostek also made an argument that state governments could step in, as well. Whatever ends up happening, it's fair to say that between Takata and General Motors, the future of recalls for American consumers are set for significant changes. Leno meets the nicest people on his bored-out Honda CB750

Jay Leno's Garage is back to its tried-and-true formula this week with Jay taking a close look at a seriously cool vehicle with a guest. This time he invites in Adam Gaspic from Gasser Custom to take a look at a highly customized 1975 Honda CB750.
The bike is really an amalgam of styles from different eras and various Honda parts. Its looks are inspired by '50s hot rods with its white-wall tires and satin, metallic fuel tank, but there is a little British café racer in there, as well. A digital instrument panel and LED turn signals lend an air of modernity to it, too. Mechanically, the bike rides on a modified '75 frame with the front and rear suspension from an '80s Honda. However, the pièce de résistance is its engine, bored out to 836cc with additional head work and a custom exhaust.
Once on the road, the bike really sings. It sounds just the way a classic Japanese motorcycle should with a mix of whine at high-revs with rumble down low.
