After Years Of Delays, Rear Visibility Requirements Move Closer To Reality

Regulations that would require automakers to improve rear-view visibility on all new cars and light trucks are nearing completion after six years of delays. The U.S. Department of Transportation sent its proposed rear-visibility rules to the Obama administration for review on Christmas Day. The White House Office of Management and Budget now must finalize the regulations. The rule are intended to minimize the risk of pedestrian deaths from vehicles in reverse, a type of accident that disproportionately affects children. Already in 2014, two children have died from cars backing over them, driven in each case by the children's father. Specifics of the Transportation Department's proposal are not available during the review, but the rules are expected to compel automakers to install rear-view cameras as mandatory equipment on all new vehicles. That's what safety advocates have wanted all along. Thought they were pleased the proposed ruling had finally been issued, there was some worry Friday the final rules would omit the rear-view camera mandate. "We're encouraged, but we're also a little concerned about speculation the rear-view camera may not be in there," said Janette Fennell, the president and founder of Kids and Cars, a nonprofit organization dedicated to protecting children in and around vehicles. "I'm wondering where that might be coming from." On Thursday, The Automotive News had reported the possibility the new standards could offer an alternative to rear-view cameras, such as redesigned mirrors, that improved visibility. The Office of Management and Budget typically completes its reviews of new rules in 90 days, although that can be extended. OMB officials said Friday they do not comment on pending rules. The intent of the rules is to enhance rear visibility for drivers and prevent pedestrian deaths. Approximately 200 pedestrians are backed over in the United States each year, according to estimates from the National Highway Traffic Safety Administration. Accidents Mostly Affect Children Roughly half the victims are children younger than age five. A government analysis concluded approximately half the victims -– 95 to 112 -– could be saved with new regulations. Yet the rules have arrived at a glacial pace. President George W. Bush signed legislation that had been passed with bipartisan Congressional support in 2008. But automakers have fought the idea of adding rear-view cameras, saying it is too expensive.

Ford recalls 2017 Lincoln Continental for headlight problem

Ford Motor Co. is already recalling the 2017 Lincoln Continental for a headlight problem, the automaker announced Tuesday. The HID headlights may have been assembled with LED lens that don't have the correct lens optics to meet federal visibility requirements for turn signals. Ford says it is unaware of any accidents related to the issue. The company will replace the headlamp assemblies, if needed. The safety compliance recall covers 1,876 Continentals built from June 14 to Sept. 23 at Ford's Flat Rock factory south of Detroit. Most of the cars are in the United States; 49 are in Canada, and one is in a federalized territory. Only about 300 cars are in consumers' hands, a spokesperson said. Customers can use a Lincoln service program where dealers will pick up their Continental, fix it for free, and return it, the spokesperson said. Lincoln has high hopes for the Continental. The flagship sedan uses one of Lincoln's most iconic names and features a luxurious interior, available 400-horsepower V6 engine, and safety features like adaptive cruise control and a 360-degree camera. Lincoln recently announced an elaborate marketing campaign shot by renown photographer Annie Leibovitz to generate interest in the Continental. In a separate recall, Ford also said Tuesday that 60 Edges from the 2015-16 model year are being recalled to update their antilock braking system module. Ford recalls EcoBoost-powered F-150 and SUVs for brake fluid leak

Ford is recalling approximately 280,000 trucks and SUVs equipped with its 3.5-liter EcoBoost engine to address a potential brake fluid leak. The recall covers the 2016-2017 Ford F-150, 2016-2017 Ford Expedition and the 2016-2017 Lincoln Navigator.  According to Ford's defect report, the issue stems from contamination in the brake fluid causing degradation or damage to the seals in the brake master cylinder, allowing fluid to escape. Ford says that braking performance is not immediately impacted by the leak, and owners may not realize there's a problem until a brake malfunction indicator appears in the cluster, accompanied by a chime.  "If the brake fluid in the reservoir is depleted to a predetermined level, the driver will receive an audible chime, message center alert, and red brake warning indicator in the instrument cluster," Ford said in its defect report to NHTSA. "If the driver continues to operate the vehicle, the drive may begin to experience a change in brake pedal travel and feel, and increased pedal effort." "If a loss of brake fluid is substantial enough to reduce brake function to the front wheels, full braking function would remain in the rear wheel circuit. However, reduced brake function in the front wheels can extend stopping distance, increasing the risk of a crash," Ford said.  The issue can be addressed with a replacement brake master cylinder, which Ford will install free of charge.
