GM says it favors fuel-efficiency rules based on historic rates

WASHINGTON — General Motors backs an annual increase in fuel-efficiency standards based on "historic rates" rather than tough Obama era rules or a Trump administration proposal that would freeze requirements, according to a federal filing made public on Monday. The largest U.S. automaker said the Obama rules that aimed to hike fleet fuel efficiency to more than 50 miles per gallon by 2025 are "not technologically feasible or economically practicable." The Detroit automaker said that since 1980, the motor vehicle fleet has improved fuel efficiency at an average rate of 1 percent a year. Fiat Chrysler Automobiles NV said in separate comments that the auto industry is complying with existing fuel efficiency requirements by using credits from prior model years. As a result, even if requirements are frozen at 2020 levels, "the industry would need to continue to improve fuel economy" as credits expire, it added, warning if the government hikes standards beyond 2020 requirements "the situation worsens ... without some significant form of offset or flexibility." Fiat Chrysler and Ford urged the government to reclassify two-wheel drive SUVs as light trucks, which face less stringent requirements than cars. A four-wheel drive version of the same SUV is considered a light truck. Ford backs fuel rules "that increase year-over-year with additional flexibility to help us provide more affordable options for our customers." GM's comments said it was "troubled" that President Donald Trump's administration wants to phase out incentives for electric vehicles. The Trump plan's preferred alternative freezes standards at 2020 levels through 2026 and hikes U.S. oil consumption by about 500,000 barrels per day in the 2030s but reduces automakers' collective regulatory costs by more than $300 billion. It would bar California from requiring automakers to sell a rising number of electric vehicles or setting state emissions rules. The administration of former President Obama had adopted rules, effective in 2021, calling for an annual increase of 4.4 percent in fuel-efficiency requirements from 2022 through 2025. GM has been lobbying Congress to lift the existing cap on electric vehicles eligible for a $7,500 tax credit. The credit phases out over a 12-month period after an individual automaker hits 200,000 electric vehicles sold, and GM is close to that point.

The Elemental RP1 might be Britain's next big boutique roadster success story. Designed by a team with Formula One experience, it aims to mix road car drivability with racecar performance in a single, adaptable package weighing less than 1,000 pounds. It was first previewed a few weeks ago, but the secrecy has finally disappeared due to its upcoming debut at the Goodwood Festival of Speed. The backbone of the RP1 is a carbon fiber and aluminum tub onto which the front and rear subframes bolt on. Inside, it has an F1-like, feet-up driving position that allows for additional underfloor aerodynamic aids to improve downforce. Despite its hardcore nature, Elemental says that it wants the car to be very user friendly. Buyers should be able to drive the RP1 to the track, adjust it with some wrenches, go racing and drive it home. The company even claims the storage areas to either side of the engine offer enough room for a helmet and other racing gear. Hopefully, buyers don't crash, though, otherwise they might be stuck. Elemental is adding two more engine options for the RP1, as well. In addition to the previously announced tuned Ford 2.0-liter EcoBoost with 280 horsepower, buyers can also choose a upgraded version of Ford's three-cylinder 1.0-liter EcoBoost or a model aimed at pure track use with a 999cc Honda Fireblade motorcycle engine. The 2.0-liter uses a six-speed sequential manual gearbox, and a limited-slip differential and alternate gear sets are available as additional options. The first RP1s built will be pure racers for the 2015 season, and the first road cars will follow in the early summer of next year. 2015 Ford Mustang to make world debut on Dec. 5 [w/video]

Between a bevvy of spy shots, speculative renders and insidery images from the halls of Car and Driver, we've got a pretty decent idea of what the 2015 Ford Mustang might look like. Still, we're excited to see the real deal as soon as possible.
Turns out that Ford has told us just when that first official look might come, too, although it has chosen somewhat of a backdoor fashion for dropping the news.
The video below popped up on the Ford Mustang YouTube channel this morning, promoting a social media effort called #MustangInspires on. The video and hashtag ask fans of the pony car to share pictures of the car - or "photographic stories of inspiration" - on Instagram, Facebook, Twitter, etc. But the truly interesting part of the video description is that which mentions taking "the cover off the all-new Mustang" on December 5.
