After Years Of Delays, Rear Visibility Requirements Move Closer To Reality

Regulations that would require automakers to improve rear-view visibility on all new cars and light trucks are nearing completion after six years of delays. The U.S. Department of Transportation sent its proposed rear-visibility rules to the Obama administration for review on Christmas Day. The White House Office of Management and Budget now must finalize the regulations. The rule are intended to minimize the risk of pedestrian deaths from vehicles in reverse, a type of accident that disproportionately affects children. Already in 2014, two children have died from cars backing over them, driven in each case by the children's father. Specifics of the Transportation Department's proposal are not available during the review, but the rules are expected to compel automakers to install rear-view cameras as mandatory equipment on all new vehicles. That's what safety advocates have wanted all along. Thought they were pleased the proposed ruling had finally been issued, there was some worry Friday the final rules would omit the rear-view camera mandate. "We're encouraged, but we're also a little concerned about speculation the rear-view camera may not be in there," said Janette Fennell, the president and founder of Kids and Cars, a nonprofit organization dedicated to protecting children in and around vehicles. "I'm wondering where that might be coming from." On Thursday, The Automotive News had reported the possibility the new standards could offer an alternative to rear-view cameras, such as redesigned mirrors, that improved visibility. The Office of Management and Budget typically completes its reviews of new rules in 90 days, although that can be extended. OMB officials said Friday they do not comment on pending rules. The intent of the rules is to enhance rear visibility for drivers and prevent pedestrian deaths. Approximately 200 pedestrians are backed over in the United States each year, according to estimates from the National Highway Traffic Safety Administration. Accidents Mostly Affect Children Roughly half the victims are children younger than age five. A government analysis concluded approximately half the victims -– 95 to 112 -– could be saved with new regulations. Yet the rules have arrived at a glacial pace. President George W. Bush signed legislation that had been passed with bipartisan Congressional support in 2008. But automakers have fought the idea of adding rear-view cameras, saying it is too expensive.

Ford, GM to collaborate on 9- and 10-speed transmissions

Back in October, there were reports that General Motors and Ford Motor Company were hard at work co-developing new nine- and ten-speed automatic transmissions, and now both automakers have confirmed this joint operation. While there are no specific vehicles mentioned to receive either transmission, a collaborative press release issued by GM and Ford mention that the transmission will be designed for front- and rear-wheel-drive cars, crossovers, trucks and SUVs.
These aren't the first powertrain components developed jointly between these cross-town rivals, either. The six-speed automatic currently used in vehicles like the Ford Edge, Ford Fusion, Chevrolet Cruze and Chevrolet Equinox was engineered in a similar fashion. As is the case with this existing transmission, both automakers will assist in the design, development and testing of the new transmissions, but each will build its own units in its own factories. The auto industry in the US showed strong results through much of 2014 with sales regularly growing year-over-year for many brands. That same trend carried over in the Great White North, as well. Canada posted its best numbers ever with 1.85 million units sold, up about 100,000 vehicles over 2013. The country nearly had a new market leader, too. The big winner among our neighbors to the north in 2014 was Ford with 291,951 vehicles sold, up 3 percent from 2013, according to Reuters. That success also handed the company the sales crown for the fifth consecutive year. In large part, the strong result came from the company's popular trucks, which represented about 80 percent of overall sales. "Ford moved into the number one position in September and didn't look back," said a note to clients by DesRosiers Automotive Consultants quoted by Reuters. However, the Blue Oval didn't exactly take an overwhelming lead for the year. The company nearly had to hand over the sales trophy to FCA after the company rallied in the latter part of the year. The Italian-American conglomerate had its best results ever to nip at the Ford's heels and move 290,004 units for 2014, a 12-percent improvement from last year. Jeep especially helped the bottom line with over 50-percent growth, according to Reuters. Only two other brands were able to break the 200,000-vehicle barrier in Canada for 2014. General Motors came in third place overall with 249,800 sales, up 6.3 percent. The combined Toyota and Lexus also barely jumped the hurdle with 200,851 units moved, a 2.8 percent improvement.
