Michigan Gov. Gretchen Whitmer says manufacturing can reopen May 11

Michigan Governor Gretchen Whitmer on Thursday said the state's factories can reopen next Monday, May 11, removing one of the last major obstacles to North American automakers bringing thousands of laid-off employees back to work amid the coronavirus pandemic. While reopening the manufacturing sector, Whitmer also extended her state's stay-at-home order by about two weeks to May 28, citing a desire to avoid a second wave of COVID-19, the respiratory illness caused by the novel coronavirus. “WeÂ’re not out of the woods yet, but this is an important step forward," Whitmer said in a statement. "As we continue to phase in sectors of our economy, I will keep working around the clock to ensure our businesses adopt best practices to protect workers." This week, General Motors and Fiat Chrysler Automobiles said they were targeting resuming vehicle production in North America on May 18, but suppliers would need time to prepare ahead for that date. Ford has not said what date it is targeting. The governor previously extended the state's coronavirus stay-at-home order through May 15, but had lifted restrictions for some businesses. Neighboring Ohio had allowed manufacturing to resume this past Monday, putting pressure on Whitmer to follow suit. Michigan's shutdown had stymied efforts by the Detroit Three and rival automakers to restart vehicle assembly anywhere in the United States, because so many critical parts suppliers are based in the state. Automakers and their suppliers already have begun gearing up for a possible resumption of work at their U.S. plants, but needed the official go-ahead from Whitmer. Industry officials had been pressing Whitmer to allow suppliers to reopen starting May 11 so the automakers could resume operations on their target date. They also wanted the green light so they can press Mexico to open its auto sector as suppliers there are also critical for the industry restart. The automakers' plans were tacitly approved on Tuesday by the United Auto Workers union, which represents the Detroit automakers' hourly U.S. plant workers. The union had previously said early May was "too soon and too risky" to restart manufacturing. Under Whitmer's new order, factories must adopt measures to protect workers, including daily entry screening, no-touch temperature screening as soon as possible and use of protective gear like face masks. Automakers have already rolled out such policies.

2022 Lincoln Navigator buyers can get $5,000 to convert to the 2023 model

Ford Motor Company is doling out more money to try to keep its chickens in the coop. Last August, when the automaker couldn't fulfill every order for the 2022 F-150 Lightning electric pickup then levied price substantial price increases on the 2023 F-150 Lightning, the automaker created a "Transition Private Offer." The program gave 2022 reservation holders without trucks a rebate to buy a 2023 Lightning that effectively nullified the price increase. Earlier this month, Ford did it again with the 2023 Bronco. The "2023-Model Bronco Cancel Order & Purchase Replacement Offer" dangled $2,500 to 2023 Bronco buyers without SUVs to either change their Bronco order to a configuration that could be built sooner, or cancel their order and buy another Ford. Now it's Lincoln's turn. CarsDirect says another dealer bulletin outlines a "2023-Model Navigator Connect Model Year Transition Private Offer" for those who didn't get their 2022 Navigator built. "Select customers" who close a deal before April 2, 2023, can get $5,000 off the price of a 2023 Navigator or have the money applied to a 2023 Navigator lease. Akin to the Lightning offer, the Navigator incentive nearly eats up all of the price increases on the new Navigator. The latest version of Ford's most luxurious SUV had MSRPs bumped from about $5,000 for the middle trims to $6,475 for the Black Labels. At the entry-level end, a customer might have some money left over for more options like the brand new Diamond Red Tricoat paint on a 2023 model, depending on how Ford conducts the offer. The base Navigator trims went up by $3,215 for the Standard and $4,730 for the Reserve. If a 2022 Black Label buyer were to take Ford up on the offer, that buyer would be paying $1,475 for the same vehicle; the changes applied to the 2023 Navigator other than price didn't make it to the Black Label.  The folks out in the cold are the few 2022 Navigator L buyers. First Ford Mustang prototype shots caught by legendary spy shooter Jim Dunne

You know how people refer to someone as having "been around the block" to mean they're very experienced? Well, when it comes to automotive spy photography, Jim Dunne actually laid down the concrete slabs of the block's sidewalk. The unforgettable Dunne more or less invented the car spy game - a fact he cemented by writing book called Car Spy - and has been delivering spy shots and reporting on the industry for some 45 years now. (He also once employed this writer as his impromptu personal chauffer on a Volkswagen trip in Germany, while he slept, but that's a story for a different time.)
In any event, Dunne must be on a mission to prove that "elder statesman" doesn't also mean "washed up" as it is his shots of the upcoming new 2014 Ford Mustang that we've been handed by our friends at KGP Photography.
Mr. Dunne has likely spent the last few years obtaining powerful telescopic lenses, as the Ford in question has clearly been photographed from some distance. Nevertheless, what you see here is visual evidence that the sixth-generation Mustang has moved beyond the mule stage, and is now testing in proper prototype form. Sources indicate that there are production-spec body panels under that baggy canvass dress; but the slightly less bulky silhouette of the new car can be just made out. While the car's bumpers have been removed to obfuscate things, we can tell by way of the camo's apertures that the car's taillights have moved upwards and towards the lip of the tail. A fender vent appears to be visible, too, just behind the front wheel.
