Michigan Gov. Gretchen Whitmer says manufacturing can reopen May 11

Michigan Governor Gretchen Whitmer on Thursday said the state's factories can reopen next Monday, May 11, removing one of the last major obstacles to North American automakers bringing thousands of laid-off employees back to work amid the coronavirus pandemic. While reopening the manufacturing sector, Whitmer also extended her state's stay-at-home order by about two weeks to May 28, citing a desire to avoid a second wave of COVID-19, the respiratory illness caused by the novel coronavirus. “WeÂ’re not out of the woods yet, but this is an important step forward," Whitmer said in a statement. "As we continue to phase in sectors of our economy, I will keep working around the clock to ensure our businesses adopt best practices to protect workers." This week, General Motors and Fiat Chrysler Automobiles said they were targeting resuming vehicle production in North America on May 18, but suppliers would need time to prepare ahead for that date. Ford has not said what date it is targeting. The governor previously extended the state's coronavirus stay-at-home order through May 15, but had lifted restrictions for some businesses. Neighboring Ohio had allowed manufacturing to resume this past Monday, putting pressure on Whitmer to follow suit. Michigan's shutdown had stymied efforts by the Detroit Three and rival automakers to restart vehicle assembly anywhere in the United States, because so many critical parts suppliers are based in the state. Automakers and their suppliers already have begun gearing up for a possible resumption of work at their U.S. plants, but needed the official go-ahead from Whitmer. Industry officials had been pressing Whitmer to allow suppliers to reopen starting May 11 so the automakers could resume operations on their target date. They also wanted the green light so they can press Mexico to open its auto sector as suppliers there are also critical for the industry restart. The automakers' plans were tacitly approved on Tuesday by the United Auto Workers union, which represents the Detroit automakers' hourly U.S. plant workers. The union had previously said early May was "too soon and too risky" to restart manufacturing. Under Whitmer's new order, factories must adopt measures to protect workers, including daily entry screening, no-touch temperature screening as soon as possible and use of protective gear like face masks. Automakers have already rolled out such policies.

Ford investing $2.5 billion in two new plants in Mexico

Automobile production keeps ramping up in Mexico. Last week alone, Toyota announced a new plant it's building south of the border, and news broke that Hyundai is looking into the same. Now Ford has announced a multi-billion-dollar initiative that will see it building two new facilities in Mexico, as well. Though neither will be a final assembly plant, both promise to break new ground for the automotive industry in Mexico – at least as far as Ford is concerned. The first is a new engine facility to be built at Ford's existing plant in Chihuahua. The fruit of a $1.1-billion investment will see the Blue Oval produce new gasoline engines for use in North America, South America and Asia-Pacific, creating 1,300 new jobs in the process. Ford will also be investing another $200 million to expand its inline-four and diesel engine production lines at the same plant. The move will create another 500 new jobs and make Ford's Chihuahua engine plant the largest in Mexico, according to the company's press release. Ford has also announced the building of its first transmission facility in Mexico, to be constructed within Getrag's plant in Irapuato in the state of Guanajuato. The $1.2-billion investment will create 2,000 new jobs and be charged with exporting two new automatic transmissions to markets around the world. The announcement comes on the 90th anniversary of Ford's presence in Mexico, dating back to 1925. Currently the company produces the Fiesta, Fusion and Lincoln MKZ in Mexico, as well as numerous Duratec and diesel engines. Ford Recalls Nearly 435,000 Vehicles

Ford is recalling nearly 435,000 cars and SUVs to fix rusting frame parts or faulty seats. The biggest of the two recalls covers nearly 386,000 Ford Escapes from the 2001 through 2004 model years. Ford says the subframes can rust, allowing a control arm to separate and hamper steering control. Ford is aware of one crash but no injuries linked to the problem. The SUVs were originally sold or registered in 20 states and Washington, D.C., where salt is used to clear snow and ice from roads. Six Canadian provinces also are included. Dealers will install a reinforcement brace to fix the problem. The Escapes covered by the recall were built from Oct. 22, 1999 through Dec. 19, 2003 at the Kansas City Assembly plant, and from May 1, 2003 through Jan. 23, 2004 at the Ohio Assembly plant, Ford said in a statement issued Monday. They were originally sold or registered in Connecticut, Iowa, Minnesota, Ohio, Wisconsin, Delaware, Maine, Missouri, Pennsylvania, Maryland, New Hampshire, Rhode Island, Illinois, Massachusetts, New Jersey, Vermont, Indiana, Michigan, New York, West Virginia and Washington, D.C. Also covered are Escapes sold or registered in Ontario, Quebec, Prince Edward Island, New Brunswick, Nova Scotia, and Newfoundland & Labrador. The second recall covers 49,000 Ford Fusion, Lincoln MKZ, Ford Escape and C-MAX vehicles from 2013 and 2014. Dealers will replace seat back frames that weren't welded properly. No crashes or injuries have been reported from the problem, Ford said. Recalls Ford
