Scott Pruitt unfiltered: EPA administrator talks climate science, car emissions
Tue, Jul 18 2017U.S. Environmental Protection Agency Administrator Scott Pruitt gave Reuters a wide-ranging interview on Monday at his office in Washington, discussing issues from climate science to automobile emissions. The following is a full transcript of the interview: REUTERS: You have said the EPA will focus on a "Back to Basics" approach under your leadership. What does this mean for how EPA enforces polluters? You have been critical of the idea of regulation by enforcement. PRUITT: I think what I'm speaking about, there is a consent decree approach to enforcement, where you use judicial proceedings to actually engage in regulation. Enforcement should be about existing regulations that you're actually enforcing against someone who may be violating that, very much in the prosecutorial manner. As attorney general [in Oklahoma], I lived that. There was a grand jury that I led. Being a prosecutor, I understand very much the importance of prioritization, of enforcing the rule of law, of addressing bad actors. That's something we are going to do in a meaningful way across the broad spectrum of cases, whether it is in the office of air or the Superfund area, or otherwise. REUTERS: Do you want to see states play a bigger role in enforcing polluters, even though some have less of a capacity to do so – financially and personnel wise? PRUITT: I think the state's role is really, when you look at this office working with states, it should be how do we assist, how do we engage in compliance and assistance with states. The office [at EPA that deals with enforcement] is called OECA, the Office of Enforcement, Compliance and Assistance, so those are the tools we have in the toolbox to achieve better outcomes. So what we ought to be doing is working proactively with state DEQs [Departments of Environmental Quality] to get their state implementation plans [for federal regulations] timely submitted, provide assistance and technical support, drive a draft of state implementation plans, and then actually work with them on how to achieve through those plans better outcomes and air and water quality. As far as enforcement is concerned, we will actually work with states. We actually did that recently with Colorado. There was an oil and gas company that was emitting some 3,000 tons, is that what it was, it was quite a bit of ... it was an ozone case. In any event, we joined with Colorado in that prosecution. So sometimes states will do it, sometimes we will join with them.
Michigan Gov. Gretchen Whitmer says manufacturing can reopen May 11
Thu, May 7 2020Michigan Governor Gretchen Whitmer on Thursday said the state's factories can reopen next Monday, May 11, removing one of the last major obstacles to North American automakers bringing thousands of laid-off employees back to work amid the coronavirus pandemic. While reopening the manufacturing sector, Whitmer also extended her state's stay-at-home order by about two weeks to May 28, citing a desire to avoid a second wave of COVID-19, the respiratory illness caused by the novel coronavirus. “WeÂ’re not out of the woods yet, but this is an important step forward," Whitmer said in a statement. "As we continue to phase in sectors of our economy, I will keep working around the clock to ensure our businesses adopt best practices to protect workers." This week, General Motors and Fiat Chrysler Automobiles said they were targeting resuming vehicle production in North America on May 18, but suppliers would need time to prepare ahead for that date. Ford has not said what date it is targeting. The governor previously extended the state's coronavirus stay-at-home order through May 15, but had lifted restrictions for some businesses. Neighboring Ohio had allowed manufacturing to resume this past Monday, putting pressure on Whitmer to follow suit. Michigan's shutdown had stymied efforts by the Detroit Three and rival automakers to restart vehicle assembly anywhere in the United States, because so many critical parts suppliers are based in the state. Automakers and their suppliers already have begun gearing up for a possible resumption of work at their U.S. plants, but needed the official go-ahead from Whitmer. Industry officials had been pressing Whitmer to allow suppliers to reopen starting May 11 so the automakers could resume operations on their target date. They also wanted the green light so they can press Mexico to open its auto sector as suppliers there are also critical for the industry restart. The automakers' plans were tacitly approved on Tuesday by the United Auto Workers union, which represents the Detroit automakers' hourly U.S. plant workers. The union had previously said early May was "too soon and too risky" to restart manufacturing. Under Whitmer's new order, factories must adopt measures to protect workers, including daily entry screening, no-touch temperature screening as soon as possible and use of protective gear like face masks. Automakers have already rolled out such policies.
Fiat 500e EV starts rolling off the line for the American market
Thu, Feb 22 2024Unveiled in 2020, and announced for the American market in 2023, the electric Fiat 500e is headed to our shores. The first American-spec examples of the pocket-sized, retro-styled hatchback have rolled off the Mirafiori Assembly Plant located near the heart of Turin, Italy. At launch, the 500e range will include a single trim called (RED) Edition. It stands out with red-painted door mirror caps, LED headlights, 17-inch diamond-cut alloy wheels, and a red dashboard. While it's available in red, of course, buyers can also choose Tuxedo Black and Glacier White. It's reasonable to assume other trim levels will join the range later in the production run, but Fiat hasn't revealed its future plans yet. Although we haven't driven the American-market 500e yet, we took a spin in a European-spec model in 2023 and walked away impressed with the interior. It feels much nicer overall than the last-generation 500 (which retired from the American market in 2019 but remains available new in Europe), and it's packed with fun little design details such as the Turin skyline etched into the wireless charging pad's mat. Power for the 500e comes from a front-mounted electric motor linked to a 42-kilowatt-hour lithium-ion battery pack. The motor sends 118 horsepower and 162 pound-feet of torque to the front wheels, and the battery holds enough electricity to deliver up to 149 miles of driving range. That's not much, but Fiat notes the 500e was developed for urban buyers and says the model can charge to 80% in 35 minutes. Alternatively, a full charge takes 4 hours and 15 minutes when using a Level 2 charger; that's an advantage of using a small battery. The first examples of the 2024 Fiat 500e are scheduled to reach our shores by the end of the first quarter of 2024, and the first batch of dealer-allocated cars sold out in less than a week, though a specific number hasn't been revealed. Pricing starts at $34,095 including a $1,595 destination charge and excluding incentives. Every 500e will come with a Level 2 charger or charging credits at public stations.
