Weekly Recap: FCA hit with record fine as NHTSA crackdown continues

The National Highway Traffic Safety Administration slapped Fiat Chrysler Automobiles with a record fine this week that could reach $105 million. The punishment comes after NHTSA found problems with the automaker's execution of 23 recalls that affect more than 11 million vehicles. The consent agreement, announced Sunday, calls for FCA to pay a $70-million cash fine and requires the company to spend at least $20 million over a three-year period on industry outreach programs and to beef up old recall campaigns. Failure to comply will result in another $15-million fine. FCA also agreed to federal oversight, which includes an independent monitor to oversee the company's recalls. The $70-million cash fine equals a penalty NHTSA levied on Honda in January. "Fiat Chrysler's pattern of poor performance put millions of its customers and the driving public at risk," NHTSA administrator Mark Rosekind said in a statement. "This action will provide relief to owners of defective vehicles, will help improve recall performance throughout the auto industry, and gives Fiat Chrysler the opportunity to embrace a proactive safety culture." FCA called the deal a "consensual resolution," but admitted that it "failed to timely provide an effective remedy" during certain recalls. "We are intent on rebuilding our relationship with NHTSA and we embrace the role of public safety advocate," the company said in a statement. The announcement kicked off a busy week for the automaker. NHTSA agreed FCA did not need to recall 4.7 million vehicles after an investigation failed to find defects with a power module used in some Jeep, Dodge, and Ram vehicles. A Georgia judge also reduced a civil verdict involving a death in a Jeep Grand Cherokee crash. Amid all of that, the company reported net profit of about 333 million euros, or $364 million in the second quarter on Thursday. OTHER NEWS & NOTES FCA ramps up Hellcat production Despite a decidedly legal and financial week for FCA, there was still time for the performance side of the business to briefly grab the spotlight. The automaker is more than doubling its production of the Dodge Challenger and Charger SRT Hellcats in response to strong demand. The order bank opens the second week of August and production begins in September. FCA will finish up its scheduled 2015 model-year Hellcat builds, and cancel any "unscheduled" versions, though customers will get discounted pricing for 2016.

1968 Dodge Super Charger is a super Charger with a supercharger

Mopar's latest custom creation is sure to be in the running for coolest car at this year's SEMA show. It's a 1968 Dodge Charger, a car selected in part because this year marks the car's 50th anniversary, but taken to the extreme and renamed Super Charger. The headliner of the car's radical upgrades is the new "Hellephant" engine. It's a take on the original car's 426-cubic-inch Hemi V8. But this new engine, with the same displacement, is based on the current Hemi V8, and adds a supercharger. All told, it makes a whopping 1,000 horsepower and 950 pound-feet of torque on 93 octane pump gas. It will be available as a crate engine, too. The engine is far from the only impressive change to the car. All over the body are mild to wild tweaks. The wide, uninterrupted grille from the original is still here, but it's a one-piece example now. And instead of hiding the headlights behind doors that have to open for illumination, the lights simply shine through the grille, retaining a clean look even at night. The whole car sits 2.5 inches lower than stock, and it's now four inches wider thanks to the huge fender flares. They house 305-mm-wide tires up front, and 315-mm tires in the rear. Likely the most complicated change to the car is the lengthened wheelbase. There are two more inches between the wheels now, something Mopar did to reduce the front overhang. A close second in complexity are the taillights. They're the same shape as the originals, but now the round elements are actually exhaust outlets. The tips also happen to be the same as those on the Alfa Romeo Stelvio. There are other details that help bring together the exterior. The rain rails have been smoothed out on the roof, the vent windows removed, special 426 stickers have been added, and the fuel door now has a Hellephant badge with a blue background with lots of little Mopar Ms. The interior gets some attention, too. The rear seat has been removed, Dodge Demon style. It gets a custom roll bar designed to be as unobtrusive as possible, even getting the hoop around the seats to roughly line up with where the windows meet. Gauges come from the Mopar catalog, and the steering wheel and seats are from the dearly departed Dodge Viper. 2016 Dodge Viper ACR is ready to take a bite out of the Corvette Z06 [w/video]

The Dodge Viper ACR is back, and as Fiat Chrysler Automobiles tells it, it's the most venomous breed ever born. Before you get too excited, the 8.4-liter V10 produces 645 horsepower; five more than the standard Viper and five less than the supercharged Chevrolet Corvette Z06. It's unclear why Dodge didn't extract more from the huge engine, although we somehow imagine that certain people in Maranello, Italy had a say in the matter. Instead of blessing the ACR variant with bunches of extra output, Dodge instead turned to an aggressive aerodynamics package that it claims delivers nearly a ton of downforce at the Viper's maximum speed of 177 miles per hour. The total aero package includes an adjustable, twin-element, carbon-fiber rear wing, carbon-fiber diffuser, an extendable front splitter, and dive planes. Those big louvers on the hood? Yeah, they're removable, too. The "race-tuned" suspension uses coil-over Bilstein shocks that offer ten different settings and up to three inches of height adjustment. Kumho Ecsta V720 tires were built specifically for the Viper ACR, and come in 355/30 in back and 295/25 in front, with 19-inch wheels at all four corners. Along with the aero improvements, Dodge is claiming the Viper can pull a race-car-like 1.5Gs in higher-speed turns. Carbon-ceramic brakes with six-piston calipers add the stopping power that's greater or equal to the ACR's cornering performance. Dodge was also keen to reduce weight, taking some rather dramatic measures in the effort. The stereo has just three speakers, while the electric function was removed from the seats. Even the carpet has been replaced with a "lightweight" alternative. Finally, Dodge is offering up the innovative 1 of 1 customization it pioneered with the Viper GT earlier this year. That means that not only can you get the fastest Viper ever built, but it'll be entirely your own when you take delivery.
