Fiat Chrysler faces $79 million U.S. penalty for fuel economy shortfall

WASHINGTON — Fiat Chrysler Automobiles NV on Wednesday said it faces a $79 million U.S. civil penalty for failing to meet 2017 fuel economy requirements, as regulators reported more automakers were falling short of U.S. greenhouse gas emissions standards. The Italian-American automaker said the payment is not expected to have a material impact on its business. Of 18 major carmakers in the United States, 13 including Fiat Chrysler failed to comply with fuel economy and greenhouse gas emissions standards for the 2017 model year without using credits, according to the National Highway Traffic Safety Administration (NHTSA). The agency said its review of model year 2017 vehicles showed "automakers falling further behind current standards." The 2017 model fleet fell 1 1/2 miles per gallon short of the 33.8 mpg standard based on yearly performance without including credits, NHTSA reported. The shortfall was a half-mile per gallon for the 2016 model year. NHTSA said more automakers were failing to comply with standards for the 2018 and 2019 model years, "and the potential penalties on automakers, which are passed along to consumers, are expected to continue to increase." The Trump administration has used the widening gap between the emissions of automakers' U.S. fleets, which are skewing toward larger vehicles, and national vehicle CO2 emissions standards to bolster its case for freezing vehicle emissions and mileage standards at current levels through 2026. Environmental groups and regulators in California and other states are fighting against any rollback in standards, saying tough rules are needed to address climate change and reduce consumer outlays for fuel. NHTSA and the Environmental Protection Agency are working to finalize as early as next month a rewrite of the Obama administrationÂ’s fuel efficiency requirements, which call for sharp reductions in fleet-wide emissions by 2026. Fiat Chrysler is paying fines for the shortfall in its domestic passenger car fleet, which includes several front-wheel-drive Jeep and rear-drive Dodge SUVs and some sedans and muscle cars. The automaker killed its slow-selling domestic small and midsize sedans. After paying $77.3 million last year for a 2016 model year fuel-economy shortfall, a Fiat Chrysler spokesman confirmed Wednesday the company had received a letter on the 2017 penalty and has 60 days to pay the fine.

To premiere the latest use of the wild shade, the brand's display at the annual Detroit-area automotive event will be showing off violet versions of the 2016 Dodge Challenger 392 Hemi Scat Pack Shaker and Charger R/T Scat Pack. The brash tone originally debuted in 1970, but Dodge has kept the lavender hue special in recent years by limiting the option to specific trims. It was last offered during the 2014 model year on R/T and SRT trims of the two vehicles. Practically any buyer will be able to go Plum Crazy if they want. On the Challenger, the color will be available on the SXT Plus, R/T models, Hemi Scat Pack Shaker, SRT 392, and SRT Hellcat trims. The choices for the Charger will be similarly broad, including the SXT when ordered with 20-inch wheels, R/T versions, SRT 392, and SRT Hellcat. Customers desperately wanting a vehicle in the insanely violet shade will be able to place the first orders in September, and dealers will get the chance from October through the end of the year. Production of the lavender muscle cars will then commence in November. Gas prices down, 707-hp engine production up... USA!

On Saturday, the United States of America will celebrate its 239th birthday. That means fireworks, barbecues, block parties, and, oh yeah, Hellcat engines and low fuel prices. The most American of (Mexican-built) powerplants, the big, loud, supercharged, 707-horsepower Hemi is slated for yet another production boost to match up with some serious demand, while the dino juice it runs on is cheaper than it's been in over half a decade. The Saltillo, Mexico engine factory already produces some 4,000 Hellcat engines each year – that's in addition to the Tigershark four-cylinder, the 5.7-liter Hemi, and 6.4-liter SRT Hemi V8s – and it's not entirely clear how many more might get added to that total. What we do know, though, is that Fiat Chrysler can't build the engines fast enough. "We're going to build more [Hellcats] for 2016," SRT boss Tim Kuniskis told Automotive News. "It's a small sliver of what we sell, but it really creates a halo for the rest of the lineup. For example, the next highest car, the Scat Pack Challenger, I have essentially a zero-day supply. It's sold out." This bit of good news comes on the back of something equally good – low summer gas prices. According to the US Energy Information Administration, the nationwide average for for "all formulations" of fuel in June sits at $2.885. Ignoring the remarkably low prices we saw in January and February of this year – figures that themselves hadn't been seen since May of 2009 – the national average hasn't sat that low since October 2010.
