Fiat Chrysler faces $79 million U.S. penalty for fuel economy shortfall

WASHINGTON — Fiat Chrysler Automobiles NV on Wednesday said it faces a $79 million U.S. civil penalty for failing to meet 2017 fuel economy requirements, as regulators reported more automakers were falling short of U.S. greenhouse gas emissions standards. The Italian-American automaker said the payment is not expected to have a material impact on its business. Of 18 major carmakers in the United States, 13 including Fiat Chrysler failed to comply with fuel economy and greenhouse gas emissions standards for the 2017 model year without using credits, according to the National Highway Traffic Safety Administration (NHTSA). The agency said its review of model year 2017 vehicles showed "automakers falling further behind current standards." The 2017 model fleet fell 1 1/2 miles per gallon short of the 33.8 mpg standard based on yearly performance without including credits, NHTSA reported. The shortfall was a half-mile per gallon for the 2016 model year. NHTSA said more automakers were failing to comply with standards for the 2018 and 2019 model years, "and the potential penalties on automakers, which are passed along to consumers, are expected to continue to increase." The Trump administration has used the widening gap between the emissions of automakers' U.S. fleets, which are skewing toward larger vehicles, and national vehicle CO2 emissions standards to bolster its case for freezing vehicle emissions and mileage standards at current levels through 2026. Environmental groups and regulators in California and other states are fighting against any rollback in standards, saying tough rules are needed to address climate change and reduce consumer outlays for fuel. NHTSA and the Environmental Protection Agency are working to finalize as early as next month a rewrite of the Obama administrationÂ’s fuel efficiency requirements, which call for sharp reductions in fleet-wide emissions by 2026. Fiat Chrysler is paying fines for the shortfall in its domestic passenger car fleet, which includes several front-wheel-drive Jeep and rear-drive Dodge SUVs and some sedans and muscle cars. The automaker killed its slow-selling domestic small and midsize sedans. After paying $77.3 million last year for a 2016 model year fuel-economy shortfall, a Fiat Chrysler spokesman confirmed Wednesday the company had received a letter on the 2017 penalty and has 60 days to pay the fine.

Members of the United States military have been driving Dodge trucks since the Army bought its first Dodge Brothers ambulance in 1917, and plenty of third-generation D-series pickups ended up in Army service during the mid-1970s. Most of these were 3/4-ton W200s and D200s (designated as M880s), but today's Junkyard Gem is a 1/2-ton D100 CARGO PICKUP W/CAB, found in a Denver self-service wrecking yard. Eventually, the Army auctions off old vehicles, and that happened to this battered D100 Custom at some point. This truck appears to have started life with Navy gray paint, which was painted over in Army-grade olive drab. Perhaps there was some vehicle-shuffling done by the Pentagon. The most recent layer of stickers shows that this truck's final military job was for the U.S. Army Recruiting Command. Power came from the legendary Chrysler Slant-6, in this case the 225-cubic-inch version rated at 105 horsepower. Like most fleet vehicles of the last 50 or so years, it has an automatic transmission. You couldn't expect every soldier to be able to work a three-pedal truck, not even way back in 1976. Instagram user and self-described motorsports enthusiast zl1_dre_92c captured a brief video while out driving around suburban Detroit Tuesday of what appears to be a Charger SRT Hellcat Widebody with more pronounced fenders and distinctive graphics passing him in traffic. We can see SRT spelled out on the lower passenger front door and on the rear fascia, and curiously, it appears to be sporting a Florida license plate. Mopar Insider says a source told it that's because Dodge was trying to keep the muscle car away from the usual prying eyes in Detroit and instead has been running it around its secret testing facility near Naples, Fla. The website further surmises that the model could well debut this weekend at the SoCal LX Club Spring Fest 14 in Pomona, Calif., an annual gathering of Mopar fanatics. That would explain the flashy wrap graphics and our suspicions that this isn't a test car; why else would Dodge so clearly advertise the car's SRT lineage? Although both models would get specialized suspension tuning, it's believed that the engines and outputs will remain — a 485-horsepower, 6.4-liter V8 in the R/T Scat Pack and the 6.2-liter V8 making 717 hp for the SRT Hellcat. Both will also reportedly get the same 20-by-11-inch Pirelli performance tires as are found on the Challenger Widebody. They're wrapped around five-spoke blacked-out aluminum wheels, accented with red brake calipers. It appears we'll know more about this curiosity soon.
