Georgia sheriff buys Dodge Charger Hellcat, and the feds want a refund

A sheriffs office in Georgia recently purchased a new 2018 Dodge Charger SRT Hellcat. It's currently being used and driven by Gwinnett County Sheriff Butch Conway. Now the U.S. Department of Justice wants its money back. All $70,000 of it. According to The Atlanta Journal-Constitution, the DOJ described the purchase as extravagant. The purchase was originally approved by the DOJ, with the money coming from asset forfeitures. The government has since questioned whether the car is being used for its intended and stated purpose — undercover and covert operations as well as the Gwinnett County Beat the Heat program. The Beat the Heat program is a nonprofit meant to "to educate drivers about the dangers of distracted driving and illegal street racing" by holding drag nights at local tracks. The Hellcat — along with a 1996 Chevy Impala SS, a 1990 Chevy Corvette and 2004 Volkswagen GLI — are all featured on the Beat the Heat website. All but the Hellcat are privately owned and funded. The DOJ prohibits the use of taxpayer money for "extravagant expenditures" and says the "the vehicle in question is a high-performance vehicle not typically purchased as part of a traditional fleet of law enforcement vehicles." The sheriff's office defended the purchase, stating that Sheriff Conway uses it to commute and "when he participates in field operations, covert and otherwise, with our deputies" and that "Conway maintains that this vehicle is an appropriate purchase, especially for an agency with a $92 million budget and the opportunity this vehicle provides in making our roadways safer." FCA to invest $4.5B for new Detroit plant, expanded production at current facilities

We expected some shifts in manufacturing plans as Fiat Chrysler plans to begin electrifying its Jeep brand, but this news bodes well for Michigan. FCA announced today that it would spend $4.5 billion to expand production in the state, including building a new assembly plant in Detroit and increasing capacity at five other facilities in the state. The plan, which FCA says will create nearly 6,500 new jobs, will help to meet increasing demand for Ram and Jeep products, and to electrify Jeep models. $1.6 billion will be set aside to transform the Mack Avenue Engine Complex into a site to build the next generation of Jeep Grand Cherokee, as well as an unspecified, new three-row Jeep model. FCA says this part of the plan will create 3,850 new jobs. FCA is increasing its investment in the Warren Truck plant to $1.5 billion in order to continue building the Ram 1500 Classic, as well as the new Jeep Wagoneer and Grand Wagoneer, creating 1,400 new jobs. FCA says that the new Ram 1500 Heavy Duty will still be built in Saltillo, Mexico. At FCA's Jefferson North facility, the automaker will invest $900 million to upgrade the plant. This site will continue to build the Dodge Durango, as well help build the next Jeep Grand Cherokee. FCA expects this to create 1,100 new jobs. As Jeep plans to electrify models in its SUV lineup, each of the above plants will produce plug-in hybrid versions of the Jeep models produced there, "with flexibility to build fully battery-electric models in the future," the company said in its announcement. "Three years ago, FCA set a course to grow our profitability based on the strength of the Jeep and Ram brands by realigning our U.S. manufacturing operations," said FCA CEO Mike Manley, referring in part to earlier investments in Illinois, Ohio and Michigan. "Today's announcement represents the next step in that strategy," Manley continued. "It allows Jeep to enter two white space segments that offer significant margin opportunities and will enable new electrified Jeep products, including at least four plug-in hybrid vehicles and the flexibility to produce fully battery-electric vehicles." Other investments include $119 million to move production of the 3.0-, 3.2- and 3.6-liter Pentastar engines from Mack I to the Dundee Engine Plant, and $400 million for increased capacity and 80 new jobs at the Sterling and Warren stamping plants. 2020 Dodge Journey loses trims and colors, adds equipment

Update: A previous version of this article incorrectly stated that all-wheel-drive was available on the Journey. It has been discontinued for the 2020 model year. The text has been changed to reflect this. The 2020 Dodge Journey sticks with the formula that's served it for its entire 11-year lifespan so far, which is to say nothing more than incremental changes will usher in the new year. The lineup shrinks by half, the SE and GT trims going away, leaving the SE Value and Crossroad trims. The end of the Journey GT means the end of the 283-horsepower, 3.6-liter Pentastar V6 for the Journey, the two remaining models powered by the 2.4-liter four-cylinder with 172 horsepower and 165 pound-feet of torque shifting through a four-speed automatic. The SE Value sits on 17-inch steelies with wheel covers, the Crossroad rides on 19-inchers, and both models turn the front wheels only; the option of all-wheel drive has left the building. Both trims add new standard equipment, Rear Park Assist included on both, the Crossroad acquiring a sunroof. The color wheel for exterior hues loses two options, Destroyer Grey and Verde Oliva, leaving seven choices. The SE Value interior retains its choice of black or tan cloth, the Crossroads sticks with black only. SE Value and Crossroad will offer an option called the Popular Entertainment Group that installs different equipment depending on trim. For the SE Value, that will add a power driver seat, premium cloth seating, leather-wrapped steering wheel and shift knob, tri-zone temperature control, Uconnect Voice Command with Bluetooth, a 12-month subscription to SiriusXM Radio, interior observation mirror, and security alarm. On the Crossroad, the same package means navigation, heated front seats and steering wheel, six premium speakers and subwoofer, remote start, a universal garage door opener. Pricing hasn't been announced yet, but with the 11-year-old Journey selling itself as a value proposition — it's right there in the name — we don't expect much change from the $24,740 price of the 2019 SE Value.
