Fiat Chrysler faces $79 million U.S. penalty for fuel economy shortfall

WASHINGTON — Fiat Chrysler Automobiles NV on Wednesday said it faces a $79 million U.S. civil penalty for failing to meet 2017 fuel economy requirements, as regulators reported more automakers were falling short of U.S. greenhouse gas emissions standards. The Italian-American automaker said the payment is not expected to have a material impact on its business. Of 18 major carmakers in the United States, 13 including Fiat Chrysler failed to comply with fuel economy and greenhouse gas emissions standards for the 2017 model year without using credits, according to the National Highway Traffic Safety Administration (NHTSA). The agency said its review of model year 2017 vehicles showed "automakers falling further behind current standards." The 2017 model fleet fell 1 1/2 miles per gallon short of the 33.8 mpg standard based on yearly performance without including credits, NHTSA reported. The shortfall was a half-mile per gallon for the 2016 model year. NHTSA said more automakers were failing to comply with standards for the 2018 and 2019 model years, "and the potential penalties on automakers, which are passed along to consumers, are expected to continue to increase." The Trump administration has used the widening gap between the emissions of automakers' U.S. fleets, which are skewing toward larger vehicles, and national vehicle CO2 emissions standards to bolster its case for freezing vehicle emissions and mileage standards at current levels through 2026. Environmental groups and regulators in California and other states are fighting against any rollback in standards, saying tough rules are needed to address climate change and reduce consumer outlays for fuel. NHTSA and the Environmental Protection Agency are working to finalize as early as next month a rewrite of the Obama administrationÂ’s fuel efficiency requirements, which call for sharp reductions in fleet-wide emissions by 2026. Fiat Chrysler is paying fines for the shortfall in its domestic passenger car fleet, which includes several front-wheel-drive Jeep and rear-drive Dodge SUVs and some sedans and muscle cars. The automaker killed its slow-selling domestic small and midsize sedans. After paying $77.3 million last year for a 2016 model year fuel-economy shortfall, a Fiat Chrysler spokesman confirmed Wednesday the company had received a letter on the 2017 penalty and has 60 days to pay the fine.

Junkyard Gem: 1991 Dodge Stealth R/T

Chrysler's relationship with Mitsubishi goes back to the early 1970s, when the first Mitsubishi Colt Galants arrived from Japan with Dodge Colt badging. Plenty of Mitsubishi-built Arrows and Ram 50s and Challengers followed, and the joint Chrysler-Mitsubishi plant in Illinois began building cars in 1988. By the 1990s, you could find Mitsubishi DNA throughout the American Chrysler family, and the Mitsubishi GTO was brought over to become the Dodge Stealth starting in 1991. Here's one of those first-year Stealths, now residing in a Colorado self-service boneyard. Four grades of Stealth were available here in 1991, with the R/T Turbo AWD at the very pinnacle. This car, a regular R/T, is one step down from that model but still a pretty quick machine for its time. MSRP was $25,155, or about $55,370 in 2022 dollars. The R/T got this naturally-aspirated DOHC 6G72 engine, displacing 3.0 liters and making 222 horsepower. If you got the turbocharged version in the R/T Turbo AWD (or the Mitsubishi 3000GT VR-4), power went up to 300 horses. The 3000GT (as the GTO was known here) was mechanically identical to this car but had slightly different styling. The GTO/3000GT/Stealth replaced the Mitsubishi Starion and its Chrysler/Dodge Conquest siblings, which were sold here from the 1983 through 1989 model years. The Starion was a rear-wheel-drive machine that competed for sales against the Toyota Supra and Nissan Z, while the Mitsubishi GTO was available with either front- or all-wheel-drive. As illustrated by this photo of the rear suspension, this car is a front-wheel-drive version. Americans loved automatic transmissions 30 years ago, nearly as much as we love them today, but this car has a proper five-on-the-floor manual. If you wanted the optional four-speed automatic, it cost 813 bucks ($1,790 today). The Stealth R/T AWD had a mandatory five-speed manual transmission. This car has been hit hard by junkyard shoppers and the ravages of time, but it was fairly luxurious when new. Air conditioning was standard equipment on the R/T, though not on the lesser Stealths. This car came close to 150,000 total miles, but fell a bit short of that milestone. The final year for the Dodge Stealth was 1996, though the Mitsubishi 3000GT remained available here through 1999. FCA recalling 63k Jeeps, Vipers and Ram ProMaster City vans

Fiat Chrysler Automobiles has announced a pair of recalls cover nearly 63,000 vehicles. The bigger of the two actions covers manual-transmission-equipped vehicles from 2006, including the Jeep Liberty and Wrangler, as well as the Dodge Viper. FCA engineers uncovered that the clutch ignition interlock switches use a kind of wire that was part of a previous recall campaign. Because of this, the company said that affected vehicles may not start, although in rare cases, "if recommended starting procedures are not followed," the affected vehicles may lurch forward after turning the key. Those recommended starting procedures "include activating the parking brake, placing the shift lever in neutral and pressing the clutch pedal before turning the vehicle's ignition key." Recall number two affects the company's 2015 Ram ProMaster City cargo and passenger vans. Owners will need to report to dealers to have a piece of tape removed from the side-curtain airbags. The tape is added during assembly and in some cases, may not have been removed. That could prevent the airbags from deploying in the event of a crash. Just under 59,000 vehicles are included in the first recall, including 43,874 in the United States, 11,309 outside of North America, 2,944 in Canada and 706 in Mexico. The ProMaster City recall includes just over 3,900 vehicles. FCA claims it's unaware of any injuries, fatalities or accidents related to either recall and will perform repairs free of charge. The Company will replace their clutch ignition interlock switches at no charge to customers. The action follows an investigation by FCA US engineers that discovered these vehicles are equipped with switches that contain a certain type of wire implicated in a previous campaign. The wire, which was temporarily substituted by a supplier for the specified material, may break. As a result, the vehicles may not start, and in rare cases – if recommended starting procedures are not followed – a vehicle may exhibit unintended movement when its ignition key is turned. FCA US is unaware of aware of any related injuries or accidents involving this population of vehicles.
