Fiat Chrysler faces $79 million U.S. penalty for fuel economy shortfall

WASHINGTON — Fiat Chrysler Automobiles NV on Wednesday said it faces a $79 million U.S. civil penalty for failing to meet 2017 fuel economy requirements, as regulators reported more automakers were falling short of U.S. greenhouse gas emissions standards. The Italian-American automaker said the payment is not expected to have a material impact on its business. Of 18 major carmakers in the United States, 13 including Fiat Chrysler failed to comply with fuel economy and greenhouse gas emissions standards for the 2017 model year without using credits, according to the National Highway Traffic Safety Administration (NHTSA). The agency said its review of model year 2017 vehicles showed "automakers falling further behind current standards." The 2017 model fleet fell 1 1/2 miles per gallon short of the 33.8 mpg standard based on yearly performance without including credits, NHTSA reported. The shortfall was a half-mile per gallon for the 2016 model year. NHTSA said more automakers were failing to comply with standards for the 2018 and 2019 model years, "and the potential penalties on automakers, which are passed along to consumers, are expected to continue to increase." The Trump administration has used the widening gap between the emissions of automakers' U.S. fleets, which are skewing toward larger vehicles, and national vehicle CO2 emissions standards to bolster its case for freezing vehicle emissions and mileage standards at current levels through 2026. Environmental groups and regulators in California and other states are fighting against any rollback in standards, saying tough rules are needed to address climate change and reduce consumer outlays for fuel. NHTSA and the Environmental Protection Agency are working to finalize as early as next month a rewrite of the Obama administrationÂ’s fuel efficiency requirements, which call for sharp reductions in fleet-wide emissions by 2026. Fiat Chrysler is paying fines for the shortfall in its domestic passenger car fleet, which includes several front-wheel-drive Jeep and rear-drive Dodge SUVs and some sedans and muscle cars. The automaker killed its slow-selling domestic small and midsize sedans. After paying $77.3 million last year for a 2016 model year fuel-economy shortfall, a Fiat Chrysler spokesman confirmed Wednesday the company had received a letter on the 2017 penalty and has 60 days to pay the fine.

Viper fans are at the Nurburgring to reclaim production-car speed record

With the outgoing generation of the Viper, Dodge missed a fabulous opportunity to set another Nurburgring lap record. The company did it, twice, with the previous-generation Viper ACR, but never went back with the latest ACR, and it definitely won't now that the car is being discontinued. This is why a group of Viper fans began fundraising back in January to take ACRs to the 'Ring for one more shot at glory. And, right now, that group is in Germany preparing for the attempt. The team made it thanks to support from GoFundMe donors, and sponsorship from Kumho Tires and Prefix, a design and prototype company based in Michigan. They're using two Viper ACR GTS-R commemorative-edition cars, which are appropriate for competing track cars since they have the same white-with-blue-stripes color scheme as Dodge's old Viper GTS-R racecars. The cars are supplied from ViperExchange and BJ Motors and equipped with Kumho Ecsta V720 tires. According to the group's Facebook page, the team has been practicing since Wednesday, July 19. A video posted today highlighted that the only mechanical issue so far has been an overheating problem that was solved with a new thermostat. Each car is running a different suspension setup for practice - one soft, the other hard - and they'll adjust them as needed. The plan is that both cars will use the same setup on the record attempt. To claim the record without any argument will require beating the 6:45.9 time set by the Nio EP9 electric car. Right behind it is the Radical SR8LM, which is technically street-legal, but not really a street car. It set a time of 6:48. As for true street cars with gasoline engines, the target the Viper team will really want to beat is the Lamborghini Huracan Performante, which pulled off a time of 6:52. Junkyard Gem: 1991 Dodge Monaco LE

When Chrysler took over the American Motors Corporation in 1987, the hot-selling Jeep brand was the big prize of that deal. At a stroke, Iacocca's company got the XJ Cherokee (which remained in production into our current century) plus its Comanche pickup sibling, the Wrangler, the Grand Wagoneer, and the AMC Eagle as bonuses. The Eagle gave its name to Chrysler's new marque, which worked out well for quite a few years, and of course the PowerTech V8 engine began life as an AMC design. Yes, Chrysler made out like a bandit on the AMC purchase, but one of the most important acquisitions that came with that coup ended up being a Renault design from the last gasp of Kenosha: the Eagle Premier. Genetic material from this car made its way into Chrysler products for decades to come, and the Dodge Division got the opportunity to slap Monaco badges on the Premier for the 1990 through 1992 model years. Here's one of those super-rare cars in a Denver self-service yard. Dodge sold plenty of Detroit-designed Monacos from the 1965 through 1978 model years, and so the name seemed ripe for a revival in 1990. We rated the 1974 Dodge Monaco "Bluesmobile" #3 on the Best Movie Cars of All Time list, and Monacos may be found in countless cop movies and TV shows over the decades. Did the name belong on a Renault design? Absolutely! The radical-looking and big-selling Chrysler LH cars were built on a modified Eagle Premier chassis, enabling Chrysler to print money from a 1980s Renault design all the way through 2004. After that, Mercedes-Benz engineering (with a dash of Mitsubishi thrown in for good measure) got stirred into the mix, but I'm told by a Chrysler engineer that you can still see the Renault 25 structure beneath the dashboard in modern Challengers and Chargers. All of this comes thanks to Lee Iacocca's score of that advanced European car way back in 1987. One thing from the Premier that Chrysler dropped like a monkey dropping a red-hot penny once production of the Premier/Monaco ended: the PRV V6, a sophisticated-but-flaky overhead-cam V6 originally developed by a partnership between Peugeot, Renault, and Volvo (hence the acronym). This engine achieved its greatest fame as the powerplant that went into the DeLorean DMC-12. You could get the chugging AMC 2.5-liter straight-four in the Eagle Premier, but all the 1990-1992 Monacos got the 3.0-liter PRV, rated at 150 horsepower.
