Now at Costco: Bales of toilet paper and a Volvo or Pacifica to haul them

Costco, the beacon of bulk buying, where you can buy everything from gasoline to your own casket at deep discount, is offering some Costco-only incentives through its Auto Program in partnership with specific car brands: for now, Volvo and Chrysler, with other brands planned for later. First, Volvo: Now through Oct. 2, you can get both special incentives AND employee pricing (aka "A-Plan" pricing) AND whatever rebates and incentives Volvo might already have going on. The Costco incentives are: $3,000 on 2017 and 2018 S90 sedans. $750 on 2017 and 2018 S60 sedans. $750 on 2017 and 2018 V60 and V90 Cross Country wagons. $750 on 2017 and 2018 XC90 SUVs. $750 on the outgoing 2017 XC60 crossovers. Automaker incentives usually vary by region, but in the Detroit area, at least, Volvo currently has a $2,500 incentive on the 2018 XC90 and $3,500 on the 2017 model. Those end Aug. 31 but could be renewed in September, and others could be added then as well. Volvo is also offering special interest rates on financing some of the other models. And when all is said and done, if you fill out a Costco customer survey you'll get a $200 cash card. The Chrysler Pacifica deal, also through Oct. 2, is even simpler: Go to the Costco site, print out a certificate worth $1,000, and take it to a Chrysler dealership — any dealership, not just those that usually work with Costco, which is a first. The incentive covers both 2017 and 2018 models. And like the Volvo promotion, these Costco incentives can be combined with whatever Chrysler's doing — and it currently has a myriad of incentives on 2017 Pacificas, in various combinations that differ depending on whether you're leasing or buying. If you register at the Costco Auto Program website, you'll be put in touch with a dealer who can review the bottom line after all the discounts are factored in. Participating dealerships have offered special pricing to Costco members for years, up to the price automaker employees get. Costco's program doesn't typically work the way these Volvo and Chrysler programs do, though a similar joint promotion with Volvo back in 2013 sold 7,500 cars. If you haven't used the Costco Auto Program, but you don't like haggling at a dealership, you might give it a try. The beauty of it is that a dealer is obligated to offer you a set price and is also obligated to treat you by certain rules, such as not trying to upsell you. Last year, 490,000 vehicles were sold to Costco members through the program.

2018 Woodward Dream Cruise: What to know and where to go

If there's anything that proves Detroit's motor-oil-in-the-veins, gearhead bonafides, it's the annual Woodward Dream Cruise, which will bring an anticipated 1.5 million or so people from near and far, plus tens of thousands of classic and custom and just plain weird cars, to a 16-mile portion of Woodward Avenue on Saturday for the 24th year. Loved by gearheads, collectors and the merely curious, who see it as the Motor City's version of Mardi Gras, and loathed by others, who deride it as the world's largest traffic jam, the Dream Cruise is nothing if not an explosion for the senses. What will you see there? Well, as Autoblog Managing Editor Greg Rasa put it last year, "There are historic cars. And works of art. Some are worth vast sums of money, and some are rat rods and rust buckets. And some are bizarre creations that make you ask, 'What were they thinking?'" A few things are certain: You will see many incredible automobiles. There will be plenty of T-shirts and other merch, official and not-so-much. It will be crowded, and probably hot. The Cruise will officially go from 9 a.m. to 9 p.m., though of course cruisers have been out already for weeks. And there are plenty of attractions, both on and off the pavement of Woodward. Tony Michaels, the Dream Cruise's executive director, said the event is special for the Detroit region. "Together we celebrate the automobile and what it has meant to us," he told Autoblog. "To see the these fantastic vehicles and the proud owners says so much about who we are and our pride. "People should take it in to see history running 16 miles down Woodward Avenue and to be a part of the greatest automobile event in America." Ford is once again serving as the Dream Cruise presenting sponsor and will hold the 20th anniversary of the Mustang Alley at the corner of Nine Mile and Woodward in Ferndale, where it expects as many as 1,000 Mustangs to line up. It will also show off its lineage of trucks at 13 Mile, along with several performance vehicles at Duggan's Irish Pub at 31501 Woodward in Royal Oak. The company on Thursday unveiled the 2018 Mustang Cobra Jet drag car to celebrate the nameplate's 50th anniversary. Fiat Chrysler to pay $800M in Jeep, Ram emissions cheating case

WASHINGTON — Fiat Chrysler Automobiles NV has agreed to a settlement worth about $800 million to resolve claims from the U.S. Justice Department and state of California that it used illegal software that produced false results on diesel-emissions tests, but still faces an ongoing criminal probe. The hefty penalty is the latest fallout from the U.S. government's stepped-up enforcement of vehicle emissions rules after Volkswagen AG admitted in September 2015 to intentionally evading emissions rules. The Fiat Chrysler settlement includes $311 million in total civil penalties to U.S. and California regulators, up to $280 million to resolve claims from diesel owners, and extended warranties worth $105 million. It covers 104,000 Fiat Chrysler 2014-16 Ram 1500 and Jeep Grand Cherokee diesels, the Justice Department said. Regulators said Fiat Chrysler used "defeat devices" to cheat emissions tests in real-world driving. Fiat Chrysler said in a statement that "the settlements do not change the Company's position that it did not engage in any deliberate scheme to install defeat devices to cheat emissions tests." The company did not admit liability. "You wouldn't pay $311 million total dollars to the federal government in civil penalties if there were not a serious problem," U.S. assistant attorney general Jeff Clark told a news conference. The settlement also includes $72.5 million for state civil penalties, and $33.5 million in payments to California to offset excess emissions and consumer claims. German auto supplier Robert Bosch GmbH, which provided the emissions control software for the vehicles, also agreed to pay $27.5 million to resolve claims from diesel owners. Owners will receive an average of $2,800 to obtain software updates as part of the emissions recall, Fiat Chrysler said. Elizabeth Cabraser, a lawyer for the owners, said the "substantial cash compensation" will ensure that consumers get the recall fix. Bosch, which also provided diesel emissions software to Volkswagen, also agreed to pay $103.5 million to settle claims with 47 U.S. states that said the supplier "enabled" the cheating and should have known its customers would use the software improperly, the New York Attorney General's Office said.
