Weekly Recap: Obama reflects on the auto bailout's legacy

President Obama took a victory lap of sorts this week at the Detroit Auto Show, lauding the industry's progress and reflecting on the decision to bail out General Motors and Chrysler seven years ago. While the rescue was controversial at the time, historians will likely judge the president's actions to help save two of America's industrial symbols in a positive light. Much like Theodore Roosevelt's trust-busting tactics were controversial in the early 20th century, Obama's plan drew fire from critics who argued the free market should be left to its own devices. But providing financial aid and forcing the automakers to restructure had an enduring impact on the US economy. The auto industry has added more than 646,000 jobs since the companies emerged from bankruptcy, including manufacturing and retail positions. Make no mistake, GM and Chrysler were nearly dead in 2009. Now, GM is a powerhouse that's set to capitalize on a market that could see 18 million vehicles sold this year. Chrysler, which was renamed FCA US, survived as part of the Italian-American Fiat Chrysler Automobiles conglomerate. It's also performed well amid the strong industry conditions, though CEO Sergio Marchionne very publicly went looking for alliance partners last year, something from which he's since backed off. While Obama can claim a win, the bailout was actually started by George W. Bush, who provided short-term loans to GM and Chrysler in December 2008. Without that, they might not have made it much past Obama's inauguration. NEWS & ANALYSIS News: Spy Shooters captured the next-gen BMW Z4 during extreme cold weather testing. Analysis: The upcoming Z4 (which might be called the Z5) looks sharp. But the big deal is that BMW's much-anticipated sports-car project with Toyota is coming to fruition. Refresher: BMW and Toyota agreed to work together back in December 2011 and then announced an expansion of that deal to include sports cars in June 2012. Ultimately, it will provide BMW with a new Z4 and Toyota with another sports car, perhaps the Supra replacement. BMW is developing the platform, while Toyota is expected to chip in with hybrid technology. Big picture, this project is a good thing. It's providing enthusiasts with two modern sports cars that Toyota and BMW might not chose to develop on their own. Junkyard Gem: 2004 Chrysler PT Cruiser GT

Many claim to hate the Chrysler PT Cruiser now, though better than a million were sold in the United States during the retro-styled little truck's production run (the NHTSA classified the PT Cruiser as a truck, so that's what we'll call it). I didn't start finding many PT Cruisers in junkyards until about 10 years ago, at which point the Chrysler section in just about every big self-service yard became choked with row upon row of them. While most of these cars trucks were ordinary— if cute-looking— transportation appliances, Chrysler built some with turbocharged 2.4-liter engines and five-speed manual transmissions. Here is one of those rare machines, found in a Northern California self-service yard last month. The PT Cruiser was based on the Neon, meaning that it was no sweat to take any high-performance Neon bits and swap them onto its sibling. The PT Cruiser GT didn't quite get the same running gear as the SRT-4 Neon, but it was a genuine factory hot rod. The heart of the PT Cruiser GT was this turbocharged 2.4-liter engine, rated at 215 horsepower in the 2003-2005 version. The naturally-aspirated 2.4 that went into ordinary PT Cruisers made 150 horses in 2004. While a Getrag five-speed manual transmission was standard equipment (at least at the lower-end trim levels) for all but the final year of the Cruiser's 2001–2010 American sales run, nearly every buyer paid what it took to get the optional four-speed automatic. That didn't happen with this car truck, which has the five-speed. The GT also got better brakes, bigger wheels, a stiffer suspension, a lower ride height, and a louder exhaust. What's not to like? Could Chrysler leave Michigan for Tennessee?

Detroit's Big Three could become the Big Two. According to an AP report in The Detroit News, state officials have been lobbying for Fiat-Chrysler CEO Sergio Marchionne to select Tennessee as the location for Fiat's joint headquarters with Chrysler Group LLC.
This weekend, Marchionne met with Tennessee governor Bill Haslam at a ceremony celebrating the expansion of a Fiat subsidiary plant in the city of Pulaski. The AP report does not mention any serious talks about headquarters relocation, only that Tennessee officials have been "working me over pretty well," according to Marchionne.
Fiat hopes to complete its merger with the Auburn Hills-based automaker sometime next year, and earlier reports have stated that the company is seeking $10 billion in financing to buy the remaining bits of Chrysler. If the company were to relocate, it would join Nissan and Volkswagen in having major American automotive operations in Tennessee. Of course, that whole "Imported From Detroit" thing would need to go out the window, as well.
