Recharge Wrap-up: Storm Pulse EV touring motorcycle, Elio COO launches YoYo car subscription service

The Eindhoven University of Technology in The Netherlands has created the Storm Pulse electric touring motorcycle. Its 28.5-kWh modular battery pack provides 236 miles of riding on a single charge. The batteries can be charged on a standard household outlet, and can be swapped out in a matter of minutes. The Storm Eindhoven team is raising money to take the prototype bike on a world tour this summer, covering 40,000 kilometers (24,855 miles) in 80 days, not just to show off the Pulse, but also to demonstrate the feasibility of electric mobility. Thanks to its well-developed solar infrastructure – which includes 29 solar farms with 15 more in the works – feeding its central grid (as well as problems distributing it to other parts of the country), the surplus means energy prices have dropped to zero in certain locales for well over a hundred days of the year. Fiat Chrysler Automobiles (FCA) is reportedly talking to Uber Technologies about a possible partnership regarding driverless cars. Anonymous sources close to the matter have said that a venture could be announced by the end of 2016. Uber is also in talks with other automakers, according to one source. Having access to Uber's massive fleet of vehicles around the world provides large opportunities for gathering data and improving systems. Sources say Fiat has also been in contact with Amazon about autonomous delivery vehicles. Read more at Automotive News Europe. Former Elio Motors COO Hari Iyer is launching the YoYo car subscription service as its CEO. YoYo will offer cars on-demand with a concierge service, using a pay-per-mile model. Iyer will maintain a relationship with Elio as a member of its Board of Directors, and as a strategic advisor to CEO Paul Elio. "I am proud of our team's accomplishments [at Elio] and the progress we've made to date and will look on with pride when I see an Elio on the road," says Iyer. With contract expiration days away, UAW targets GM first for negotiations

The United Auto Workers union on Tuesday said that it would target General Motors as the first of the Detroit automakers for talks ahead of the current four-year contract's expiration on Sept. 14. This year's contract talks between the union and GM, Ford and Fiat Chrysler Automobiles NV are expected to be contentious as U.S. new vehicle sales are slowing and automakers face rising costs associated with the development of electric vehicles and self-driving cars. Rising healthcare costs, job security, profit sharing and the use of temporary workers are expected to be major sticking points. GM in particular has been a target of union ire since announcing the closure of five North American plants late last year. That move drew a wave of criticism, including from U.S. President Donald Trump. Trump has repeatedly prodded GM and last week said the No. 1 U.S. automaker should begin moving its operations in China back to the United States. "We are prepared and we are all ready to stand up for our members, our communities and our manufacturing future," UAW President Gary Jones said in a statement. In a statement, GM said, "We look forward to having constructive discussions with the UAW on reaching an agreement that builds a strong future for our employees and our business." The contracts come at a difficult time for the UAW, as a federal corruption investigation into the union continues to grow. Last week, the FBI conducted searches at Jones' home, a union retreat and multiple other locations, including the home of the union's previous president, Dennis Williams. NHTSA looking into non-Takata airbag shrapnel case

The global airbag inflator recall from Takata has been one of the biggest topics in auto safety for months. Now, the National Highway Traffic Safety Administration is opening a preliminary evaluation into the components from Arc Automotive to investigate whether two reported ruptures and two injuries signal a wider problem. So far, only the 2002 Chrysler Town & Country and 2004 Kia Optima are believed to be affected. If a safety campaign is deemed necessary, it could cover an estimated 420,000 of the minivans and 70,000 of the Korean sedans. NHTSA first noticed these ruptures in December 2014. The agency received a complaint of a 2009 case in Ohio about the bursting of the driver's side inflator in a 2002 Town & Country. According to the report, the incident broke the woman's jaw and sent shrapnel into her chest. The government investigated the case, and this was found to be the only known occurrence in these vehicles. The analysis indicated the part's gases were possibly blocked somehow and caused the component to explode. FCA US spokesperson Eric Mayne told Autoblog that the company is "cooperating fully" with NHTSA. "Also, we no longer use that inflator," he said. A second incident came to NHTSA's attention in June 2015 with the driver's side rupture in a 2004 Optima in New Mexico. The agency lists fewer details about the case, and a root cause isn't known. This is also the only currently known example in a Kia vehicle. According to a statement from Kia to Autoblog, "We are taking this matter very seriously and support NHTSA's action and will continue working cooperatively with the agency and suppliers throughout the process." Arc's components are sealed within a steel housing that's meant to protect them from "external atmospheric conditions," according to NHTSA. Multiple suppliers also use them. In the Chrysler, the airbag module came from Key Safety Systems and from Delphi in the Kia. In a statement to Autoblog the company said, "We have received NHTSA's notification and are cooperating fully with its Preliminary Evaluation." At this time, NHTSA admits that it doesn't know for certain whether these two cases are linked. The agency is conducting this preliminary evaluation to learn more.
