For some, getting a Fiat 500e last week was almost free

Auto-racing clubs know a thing or two about moving fast. And a couple of them out in California appeared to do just that when a bunch of incentives for the Fiat 500e electric vehicle added up to a pretty sweet deal. Actually, a borderline free one. Green Car Reports was kind enough to do the math on the calculation of an $83-a-month, three-year lease deal on that included a $2,100 perk and required an $11,000 downpayment on the $32,000 car. California and federal government incentives for EVs cut that downpayment down to $1,000 out of pocket once the incentives ($7,500 from the feds, $2,500 from the state) were factored in by the leasing company. Then, Fiat-Chrysler was throwing in another $1,000 for folks who were leasing a car from another car company, hence the freebie. That means some lucky people, at least temporarily, were able to work basically a zero-downpayment agreement for a three-year lease on a car whose monthly payment is the equivalent of about two full tanks of gas. Once word of those perks got around to some California racing clubs, about 100 500e vehicles to be moved off of California lots during the past week or so. Plugged in, indeed. Fiat Chrysler to pay $40 million fine for inflating sales numbers

DETROIT — Fiat Chrysler is paying $40 million to settle with U.S. securities regulators who say the automaker misled investors by overstating its monthly sales numbers over a five-year period. The Italian-American company inflated sales by paying dealers to report fake numbers from 2012 to 2016, the U.S. Securities and Exchange Commission alleged in a complaint. Fiat Chrysler agreed to pay the civil penalty and to stop violating anti-fraud, reporting and internal accounting control regulations, the SEC said Friday in a statement. The automaker did not admit or deny the agency's allegations, the statement said. "This case underscores the need for companies to truthfully disclose their key performance indicators," Antonia Chion, associate director in the SEC's Enforcement Division, said in the statement. She noted that the new vehicle sales figures give investors insight into the demand for an automaker's products, a key to assessing the company's performance. Fiat Chrysler said it has reviewed and refined its sales reporting procedures. It said the payment will not have a large impact on its financial statements. The agency said the automaker boasted about a streak of year-over-year sales increases into 2016, when the streak actually was broken in September of 2013. When the company disclosed the sales scheme in 2016, it said that it had a "reserve" stock of cars that had been shipped to big fleet buyers such as rental car companies but not recorded as sales. The SEC said employees called this database of actual but unreported sales the "cookie jar." The company dipped into those sales to stop the streak from ending, or when it would have missed other sales targets. Fiat Chrysler said it now records sales as soon as vehicles are shipped to customers. It has also take steps to ensure that a sale is immediately subtracted from its books when it finds out the deal was scuttled because the buyer backed out or couldn't get financing. The SEC probe is another in a long string of legal troubles for Fiat Chrysler. It also faces federal investigations into illegal payments to union officials through a training center, and a criminal probe into allegations that its diesel-powered trucks were programmed to cheat on emissions tests. Plymouth Belmont: Running, driving, Virgil Exner-owned concept car could be yours

Concept cars are such bittersweet things. They're often gorgeous and exciting, but all too often they never see production in even the most watered-down forms. And even then, the beautiful shapes aren't usually driveable. But in the case of this 1954 Plymouth Belmont concept, it is drivable, and it could be yours. This curvaceous roadster, which appeared at the 1954 New York Auto Show and was owned at one time by Chrysler styling master Virgil Exner, is driveable because under the long hood is a 241-cubic-inch V8 coupled to a three-speed automatic transmission. It's not a speed demon with just 157 horsepower, but that's OK, because you don't want to accelerate so fast you deprive the world of the Belmont's beautiful body. For a design from the 1950s, it's impressively restrained and elegant. The flanks are completely smooth and flowing, the only interruptions being the shut lines to the small doors. There aren't even door handles on the sides. Chrome and polished stainless accents are left only to the lights, bumpers, grille, and a slender line that runs along the peak of the fenders from stem to stern. Even the fins are small and subtle (relatively). Even the interior is simple and clean. The dashboard is made of machine-turned metal with white on black analog dials and compass-like needles. Everything else is wrapped in a very light beige leather (probably vinyl), and again, polished surfaces are kept to a minimum. Of course the other great part is that this concept is something you could own because it will go for auction at Barrett-Jackson's Scottsdale auction. There's no publicly available estimate for how much money the car may bring, but it does have a reserve, so be prepared with a little extra cash even if you have the winning bid.
