FCA to pay buyers $1,700 to swap out of scandal-mired VWs

FCA is trying to gain some sales from arch-rival VW in the competitive European market by offering potential buyers in Italy up to $1,700 to swap into an FCA group car. While the promotion isn't specifically targeted at TDI owners affected by the emissions scandal, it is clearly intended to turn dissatisfaction with VW's defeat device cheat into additional sales, Bloomberg reports. The 500-1,500 euro incentive (roughly $560-1,700, depending on vehicle) stacks on top of any other rebates or deals applicable, and applies if a buyer brings in any of Volkswagen Group's cars – including Audi, Skoda, and SEAT, among (many) others. As Bloomberg notes, it's normal for automakers to offer "conquest" deals – giving a buyer cash for trading in a competitor's vehicle. Those deals aren't usually limited to one company's products, however; FCA's program looks specifically to take advantage of VW's legal and public relations nightmare. FCA isn't the only automaker trying this trick in Italy. Automotive News Europe also reported that Ford is offering approximately $840 in incentives across its entire range to owners of VW vehicles seeking to trade in for a Ford. No word of yet as to whether these incentives will spread beyond Italy or to other automakers.Related Video:

NHTSA questions FCA's reaction to recalls, will hold public hearing

The US Department of Transportation and National Highway Traffic Safety Administration are holding a public hearing on July 2 to investigate whether FCA US is failing to fix safety problems and issue necessary notices. The agencies also want detailed accounts of the handling of 20 recalls by June 1 as part of a special order. If the Feds determine that the automaker isn't living up to its legal requirements, the result could go as far as a "buy-back or replacement of affected vehicles." "Significant questions have been raised as to whether this company is meeting its obligations to protect the drivers from safety defects, and today we are launching a process to ensure that those obligations are met," NHTSA administrator Mark Rosekind said in the announcement of the hearing. The 20 recalls that the agencies are investigating date from between 2013 and 2015. Just some of these include the action to make the fuel tanks safer on the Jeep Grand Cherokee and Liberty; FCA US' Takata inflator repairs; inadvertently deploying airbags in the Liberty, Grand Cherokee and Dodge Viper; and the company's ignition switch fix for the Chrysler Town & Country, Grand Caravan and Journey. Failure to submit reports about all of these on time could result in a $7,000 per day fine. You can read the whole list in the PDF for the special order. In a statement to Autoblog, FCA US said, "The average completion rate for FCA US LLC recalls exceeds the industry average and all FCA US campaigns are conducted in consultation with NHTSA. The Company will cooperate fully." The government agencies claim that they have received complaints from customers alleging that they weren't notified of recalls; parts not being available; difficulty getting an appointment, and misinformation from dealers. During the hearing witnesses from FCA US, NHTSA and the public have the opportunity to present evidence on each campaign. GM, Ford and FCA expected to extend coronavirus shutdown into April

U.S. automakers General Motors, Ford and Fiat Chrysler are expected to extend their current shutdown in North America into the month of April as the fight to slow the spread of the coronavirus continues. At this point, the exact dates that Detroit's Big Three automakers will restart vehicle production remains up in the air. Ford said in a statement that it does not plan to restart production until at least April 6 but warned it could be further delayed into April. United Auto Workers President Rory Gamble sent a letter to union members saying that FCA had "no plans to reopen on March 30." GM has yet to confirm its plans — its last statement said the decision when to reopen "will be reevaluated week-to-week after" March 30 — but unnamed sources told Reuters that it will also comply with Michigan Governor Gretchen Whitmer's order barring non-essential businesses from operating until April 13. Gamble's letter said the union is "waiting to hear from GM and are demanding that they put our membersÂ’ safety first and adhere to government and health officialsÂ’ recommendations to stay-at-home." A spokeswoman for Whitmer was unable to clarify on Tuesday whether auto production is considered essential or not. Michigan has declared vehicle sales by auto dealers to be impermissible under the order, but dealerships and other facilities can make repairs.  The UAW also said two Fiat Chrysler union members — one in Indiana and one in Michigan — have died after contracting the coronavirus. A group representing major U.S. and foreign automakers warned in a letter to U.S. lawmakers with other industry groups on Monday that, "Auto industry analysts are expecting sales to be down by as much as 40 percent in March compared to 2019."
