Fiat Chrysler faces $79 million U.S. penalty for fuel economy shortfall

WASHINGTON — Fiat Chrysler Automobiles NV on Wednesday said it faces a $79 million U.S. civil penalty for failing to meet 2017 fuel economy requirements, as regulators reported more automakers were falling short of U.S. greenhouse gas emissions standards. The Italian-American automaker said the payment is not expected to have a material impact on its business. Of 18 major carmakers in the United States, 13 including Fiat Chrysler failed to comply with fuel economy and greenhouse gas emissions standards for the 2017 model year without using credits, according to the National Highway Traffic Safety Administration (NHTSA). The agency said its review of model year 2017 vehicles showed "automakers falling further behind current standards." The 2017 model fleet fell 1 1/2 miles per gallon short of the 33.8 mpg standard based on yearly performance without including credits, NHTSA reported. The shortfall was a half-mile per gallon for the 2016 model year. NHTSA said more automakers were failing to comply with standards for the 2018 and 2019 model years, "and the potential penalties on automakers, which are passed along to consumers, are expected to continue to increase." The Trump administration has used the widening gap between the emissions of automakers' U.S. fleets, which are skewing toward larger vehicles, and national vehicle CO2 emissions standards to bolster its case for freezing vehicle emissions and mileage standards at current levels through 2026. Environmental groups and regulators in California and other states are fighting against any rollback in standards, saying tough rules are needed to address climate change and reduce consumer outlays for fuel. NHTSA and the Environmental Protection Agency are working to finalize as early as next month a rewrite of the Obama administrationÂ’s fuel efficiency requirements, which call for sharp reductions in fleet-wide emissions by 2026. Fiat Chrysler is paying fines for the shortfall in its domestic passenger car fleet, which includes several front-wheel-drive Jeep and rear-drive Dodge SUVs and some sedans and muscle cars. The automaker killed its slow-selling domestic small and midsize sedans. After paying $77.3 million last year for a 2016 model year fuel-economy shortfall, a Fiat Chrysler spokesman confirmed Wednesday the company had received a letter on the 2017 penalty and has 60 days to pay the fine.

In practically every metric, Fiat Chrysler Automobiles announced growing worldwide earnings for 2014 in its latest financial release. The automaker sold 4.608 million vehicles globally for the year, a 6-percent jump, and total revenue grew 11 percent to 96.090 billion euros ($109 billion). Profits before taxes also increased by 161 million euros ($182 million) from last year to 1.176 billion euros ($1.3 billion). However, net profits did tumble by 1.319 billion euros ($1.5 billion) to a total of 632 million euros ($716 million). These figures put FCA slightly ahead of what some analysts expected. According to Automotive News, the company's adjusted earnings before taxes and interest of 3.651 billion euros ($4.1 billion) beat a forecast figure of 3.4 billion euros ($3.9 billion). Regionally, Europe is showing signs of a comeback. FCA lost 109 million euros ($123 million) there in 2014, but that was almost a triumph compared to the 506 million euro ($573 million) loss in 2013. According to Automotive News, North America played a major role in the company's success, accounting for 55 percent of its revenue. While these annual figures show growth, FCA is even more optimistic about its prospects in 2015. The company is forecasting shipments of between 4.8 and 5 million vehicles worldwide next year. LH, like new: 1994 Chrysler Concorde on eBay Motors has just 987 miles

The fortunes of Chrysler Corporation have been on a roller coaster going back decades. If we look to the recent past, one particularly dramatic renaissance occurred in the early-to-mid 1990s. That's when Chrysler emerged from more than a decade of peddling K-car-based products to field a dramatically styled modern new lineup. The headline vehicle for that turnaround was the company's trio of LH-platform cars, among them the Chrysler Concorde. To get a sense of exactly what that car was like, we can't imagine there's a better example than this 1994 Chrysler Concorde for sale right now on eBay Motors. The Concorde was introduced for 1993 alongside the Dodge Intrepid and the Eagle Vision (remember Eagle division?). The cars introduced a new "cab-forward" architecture that instantly made the big sedans' competitors look old. Impressed by the LH sedans' spacious interiors and competent handling, and enthralled with brash-talking, cigar-chomping Chrysler executive Bob Lutz, the automotive media heaped praise on the trio. The LH cars were Automobile Magazine's Automobile of the Year for 1993, and the Concorde ended up on Car and Driver's 10 Best lists in '93 and '94. This second-year Concorde, finished in period-appropriate two-tone exterior with contrasting-color lower cladding, is a time warp. Check out the blue cloth interior, the mesh alloy wheels, and the Infinity cassette stereo. Incredibly, this show car shows just 987 miles on the clock, and the condition certainly seems to support that odo reading. At this writing, the car is at $7,600 after just two bids. The reserve, however, has not been met. There are still a few more days to go in the auction, so it remains to be seen how the market values a top-flight Concorde. Will these Lutz-era Chryslers someday get their due? If so, the time to buy might be now.
