Fiat Chrysler UAW corruption had roots in federal bailout of Chrysler

The Detroit News continues its dogged coverage of the federal investigation into corruption at the United Auto Workers union and Fiat Chrysler in a lengthy in-depth report that ties the investigation together with Chrysler’s emergence from bankruptcy protection in 2009, a hefty federal bailout and former CEO Sergio MarchionneÂ’s push to force a merger with crosstown rival General Motors. ItÂ’s a staggering look at the brazen illegal payoffs, kickbacks and embezzlement in the top ranks of both Fiat Chrysler and the UAW, an investigation which has so far resulted in 11 criminal convictions — three of them former FCA employees, the rest former UAW leaders — with at least seven others implicated in wrongdoing to date, including former UAW President Gary Jones, who recently resigned. Prosecutors allege all of it was fueled by $12.5 billion in taxpayer-funded bailout funds within days of Chrysler LLCÂ’s emergence from Chapter 11 bankruptcy protection in June 2009. The News reports that former FCA Vice President Alphons Iacobelli, then its top labor negotiator, admitted to opening the spigot that same month. HeÂ’s now serving 66 months in prison, according to the U.S. Attorney Office in Detroit. All told, Iacobelli and FCA made more than $9 million in illegal payments over eight years to the UAW to cover salaries and benefits, many of them for "no-show" jobs at the joint UAW-FCA training center in Detroit, which is being dissolved. WhatÂ’s more, prosecutors say that Iacobelli answered on UAW matters solely to Marchionne, who died in a Swiss hospital in 2018. Marchionne was never charged with any wrongdoing, even though investigators reportedly caught him lying about providing gifts to UAW leaders during a meeting at the U.S. AttorneyÂ’s Office in Detroit in 2016. The story also details how prosecutors believe he tried to buy the support of UAW leaders for his repeated bids to get GM to agree to a merger, despite widespread belief that such a move would have led to massive job cuts and plant closures, given the two automakersÂ’ many overlapping products. PSA reportedly ditching its two tiny gasoline city cars ahead of merger

The Peugeot 108.   PARIS — PSA is ending the production of Peugeot and Citroen small city cars, three sources told Reuters, withdrawing from an increasingly unprofitable market as its starts a strategic review ahead of its planned merger with Fiat Chrysler. While PSA had already agreed to sell its stake in its Czech joint venture with Toyota where the Peugeot 108 and Citroen C1 models are made, the decision to stop selling the gasoline cars altogether has just been taken, the sources said. Carmakers are reviewing the production of vehicles with combustion engines as they need to fit costly exhaust filtering systems to meet tighter emissions laws. That's pushing up the cost of some so-called entry-level A segment cars to the point where they are hard to justify economically. "PSA is getting out of both the factory and the A segment business, as it is offered today, and on which manufacturers have arguably lost the most money in Europe," one of the sources familiar with the matter said. PSA declined to comment on the future of the two small cars. It said it was reviewing which products would best meet customer expectations in the A segment and cope with European carbon emissions targets. "This means a reflection with fresh and disruptive ideas," a spokesman for the French carmaker said. The European Commission is planning to tighten its emissions limits for cars under new proposals designed to cut the bloc's greenhouse gas output further by 2030. PSA's merger project with FCA has also increased the options available, two of the sources said, as the Italian-U.S. company has no intention of abandoning its small best-selling Panda and 500 models. Both already have hybrid versions and the 500 is also available in full electric mode. "Current projects could be replaced by new ones made possible by the merger with FCA", another source said. "The merger is turning all the cards around, especially when you consider that the A segment, from the very first 500 to the Panda, is inseparable from Fiat history". FCA declined to comment. PSA and FCA aim to finalize their merger in the first quarter next year to create a new company called Stellantis, which will be the fourth-biggest automaker in the world. Market contraction The European market for frugal city cars has been shrinking for several years.

President Obama took a victory lap of sorts this week at the Detroit Auto Show, lauding the industry's progress and reflecting on the decision to bail out General Motors and Chrysler seven years ago. While the rescue was controversial at the time, historians will likely judge the president's actions to help save two of America's industrial symbols in a positive light. Much like Theodore Roosevelt's trust-busting tactics were controversial in the early 20th century, Obama's plan drew fire from critics who argued the free market should be left to its own devices. But providing financial aid and forcing the automakers to restructure had an enduring impact on the US economy. The auto industry has added more than 646,000 jobs since the companies emerged from bankruptcy, including manufacturing and retail positions. Make no mistake, GM and Chrysler were nearly dead in 2009. Now, GM is a powerhouse that's set to capitalize on a market that could see 18 million vehicles sold this year. Chrysler, which was renamed FCA US, survived as part of the Italian-American Fiat Chrysler Automobiles conglomerate. It's also performed well amid the strong industry conditions, though CEO Sergio Marchionne very publicly went looking for alliance partners last year, something from which he's since backed off. While Obama can claim a win, the bailout was actually started by George W. Bush, who provided short-term loans to GM and Chrysler in December 2008.
