Weekly Recap: FCA hit with record fine as NHTSA crackdown continues

The National Highway Traffic Safety Administration slapped Fiat Chrysler Automobiles with a record fine this week that could reach $105 million. The punishment comes after NHTSA found problems with the automaker's execution of 23 recalls that affect more than 11 million vehicles. The consent agreement, announced Sunday, calls for FCA to pay a $70-million cash fine and requires the company to spend at least $20 million over a three-year period on industry outreach programs and to beef up old recall campaigns. Failure to comply will result in another $15-million fine. FCA also agreed to federal oversight, which includes an independent monitor to oversee the company's recalls. The $70-million cash fine equals a penalty NHTSA levied on Honda in January. "Fiat Chrysler's pattern of poor performance put millions of its customers and the driving public at risk," NHTSA administrator Mark Rosekind said in a statement. "This action will provide relief to owners of defective vehicles, will help improve recall performance throughout the auto industry, and gives Fiat Chrysler the opportunity to embrace a proactive safety culture." FCA called the deal a "consensual resolution," but admitted that it "failed to timely provide an effective remedy" during certain recalls. "We are intent on rebuilding our relationship with NHTSA and we embrace the role of public safety advocate," the company said in a statement. The announcement kicked off a busy week for the automaker. NHTSA agreed FCA did not need to recall 4.7 million vehicles after an investigation failed to find defects with a power module used in some Jeep, Dodge, and Ram vehicles. A Georgia judge also reduced a civil verdict involving a death in a Jeep Grand Cherokee crash. Amid all of that, the company reported net profit of about 333 million euros, or $364 million in the second quarter on Thursday. OTHER NEWS & NOTES FCA ramps up Hellcat production Despite a decidedly legal and financial week for FCA, there was still time for the performance side of the business to briefly grab the spotlight. The automaker is more than doubling its production of the Dodge Challenger and Charger SRT Hellcats in response to strong demand. The order bank opens the second week of August and production begins in September. FCA will finish up its scheduled 2015 model-year Hellcat builds, and cancel any "unscheduled" versions, though customers will get discounted pricing for 2016.

Ram 1500 mule caught sporting Mega Cab configuration

Our intrepid spy photographers have once again captured an unusual test mule out in the wild. This time we have a Ram 1500 that looks a little lengthy in the middle. We're pretty certain this is a 1500 and not a heavy duty model judging from the grille and hood. That said, FCA clearly went to great lengths to hide the cab. It's still clear that the rear section is longer than your typical quad cab, leading us to believe that the Mega Cab option will return to the 1500 line. Other interesting details are the covered tailgate and the Chrysler steering wheel in the interior. We're not entirely sure why it's covered up, as it doesn't appear to have a different function, but there could be some styling tweaks for a new trim level. The one part we can see is the tailgate handle, which may reveal some updated camera abilities as the normal location shows a differently shaped camera lens. There are also two small spots that could be cameras, but it's tough to say for sure. Will we see 360-degree imaging on the next Ram? The steering wheel is an unusual inclusion as well. Our photographer suggests that it could be necessary for using the latest UConnect infotainment system. Other than the wheel though, the interior looks identical to the current model. This updated cab option also leaves us wondering about the future of the Ram line. We have documentation that shows FCA plans to launch some type of refreshed Ram for the 2018 model year. So it's possible we're looking at an early test mule for that updated model, and the new cab option could be launched at the same time. In many ways, this Ram brings up more questions than answers. Chrysler honors Arsenal of Democracy's 75th anniversary

The Allied victory in World War II wouldn't have been possible without the Arsenal of Democracy. This phrase, originally coined by President Franklin D. Roosevelt 75 years ago today, described the war-time transformation of US manufacturing, especially the auto industry, to produce tanks and planes instead of cars and trucks. One of the earliest purpose-built facilities was the Albert Kahn-designed Detroit Arsenal, located in suburban Warren, MI, literally across the street from the future site of the General Motors Technical Center. Built by Uncle Sam, the plant churned out M3 Grant and M4 Sherman tanks with frightening speed, but it wouldn't have been possible without Chrysler. The company (which is ironically now allied to a former supplier of Nazi Germany and fascist Italy) operated the plant and applied automotive mass-production techniques to producing the government-designed tanks. The plant was so successful, according to Fiat Chrysler historian Brandt Rosenbusch, that it singlehandedly outpaced the entire Third Reich's tank production by 5,000 units over the course of the war. The Detroit Arsenal was also responsible for a quarter of all American tank production during the war. And like so many wartime factories, women formed a large percentage of the workforce, as men were drafted out of assembly work and into the armed forces. Chrysler has commemorated the 75th anniversary of the Arsenal of Democracy speech with a video on the Detroit Arsenal and its role there. And as for the site today? It built tanks up until 1997, and still serves as the home of the US Army's TACOM (Tank-automotive and Armaments Command) Life Cycle Management Command, a major site for tank research and development.
